Important:

Recruitment for this post in the General Service category is done on a local basis. As a result, staff are generally recruited from the area in which the particular office is located but could be of any nationality.  Candidates applying to a post in the General Services category shall meet the relevant employment and immigration requirements in the country of the duty station, including fulfilling residence and work permit conditions.

Applicants will be responsible for any expenses incurred in relation to: visa, travel to and from, and relocation to and from the duty station, in the event of an employment offer.

A staff member in the General Service category who has been locally recruited shall not be eligible for the entitlements and/or benefits exclusively applicable to internationally recruited staff.

Organisational Context

The Country Offices are the Registry’s permanent representation in situation country and serve as the staging ground for operations of the Court as a whole. They are a source of information for Headquarters in terms of national media, social-political and security developments, many of which influence the way the Court conducts operations and communicates with its external partners. Country Offices must develop and maintain relationships with key partners on the ground, including State bodies and agencies, international governmental organization, NGOs and civil society groups.

The Chief of Country Office, who represents the Registrar in the situation country, is responsible for both the staff and operations on the ground, including the provision of services to the other Organs, the parties and participants in the field. Country Offices are staffed by multidisciplinary teams (mainly integrated staff), reporting to a single manager - the Chief of Country Office - while maintaining an active link to Sections in Headquarters performing the corresponding substantive functions.

While the specific needs of each Country Office would vary depending on the situation country, the stage of the proceedings, the level of cooperation of the local authorities, the profile that the Court wishes to establish in the country, etc., in principle, the following functions should be represented in the multifunctional Country Office team: Outreach, Security, Victim participation and reparation support, Witness support, Judicial cooperation support (facilitating role), administration/operational support (including local ICT support), Administrative Assistants, Drivers, Security Guards and Cleaners. Some of the local administrative functions may be outsourced when appropriate.

Duties and Responsibilities

In coordination with the Information Management Services Section (IMSS) in The Hague, the Field IT Technician is responsible for operations and support of Information Communication Technology (ICT) equipment and systems in the field and being used by field operatives, including, but not limited to: local area networks, PCs, mobile phones, mobile satellite communications, 2-way radio, video conferencing systems, Voice system (traditional PBX or VoIP) and internet links. The Field IT Technician will liaise on a daily basis with IMSS providers and other organizations in the field for the delivery of services to ICC staff.

Under the supervision of the Chief of Country Office and close liaison with IMSS focal point for 2nd or 3rd level support and, where applicable, other Country Office functions, the incumbent performs the following duties:

Installation and support of ICT equipment and infrastructure in the country offices, including but not limited to: Desktop PCs, laptops, printers, VL equipment, scanners and communications systems/ devices (mobile phones, desktop phones, and 2-way radios), network status and connectivity, Citrix, etc.;

Verify “health” status of equipment, perform preventative maintenance, account/ group administration virus definition and troubleshooting, etc.;

End-User ICT equipment provisioning and inventory control including writing-off and proper disposal of obsolete/unused IT equipment;

Assist on the receiving and inspection of ICT equipment sent to the field;

Assist the ICC staff at the Country Office on the proper use of the ICT equipment, train them in the event of need and other functions as required;

Assist in IT related administrative tasks, such as establishing good relationships with IT providers and monitoring the private use of official phones by ICC staff;

Travel to other country offices might be required occasionally (ICT support at other FOs outside CAR).

Essential Qualifications

Education:

Diploma of secondary education.

Experience:

A minimum of eight years of relevant professional experience in Information Technology/Communication installation and support, telephony systems, wide and local area networks including experience with common-carrier data networks, VHF and HF communication equipment, is required. Microsoft and/or Cisco Network Certification or other network certification from any other recognized body highly desirable. An advanced or a first-level university degree may be considered as a substitute for two years' working experience only to determine eligibility.

Knowledge, skills, and abilities:

Ability to communicate effectively and to deal with equipment vendors and carriers; Ability to run diagnostic programs to locate malfunctions and, in consultation with IMSS in the Hague, restore functionality;

Knowledge of communication protocols, internet networks, port connections, wiring and cabling, and network fault and capacity management;

Good communication and inter-personal skills;

Ability to work in a multi-cultural and multi-ethnic environment with respect for sensitivity; Ability to work effectively and constructively in a team; determination to provide timely, proactive operational support in order to enable others to complete their mission

Knowledge of languages:

Proficiency in oral and written French is required. Working knowledge of English is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset. Knowledge of a local language would be an asset.
