Job Description

Gender-based violence (GBV) is a serious human rights and public health issue affecting women and girls around the world. It impacts all aspects of women and girl’s physical, emotional, psychological and social well-being. It has harmful consequences for the individuals who experience it, their families, and communities as a whole. The Prevention Officer will work with support from the WPE Manager in coordination with the Capacity Building team, to design strategies using EMAP and EA$E modules to prevent GBV.  The Prevention Officer will take lead in the prevention of GBV activities in Lebanon and support IRC’s staff and IRC local partner’s knowledge and skills to deliver quality GBV prevention services in all areas of intervention, Akkar, North, BML and Bekaa region. The Prevention Officer will support in the planning and the implementation of the curricula in addition to having a supervisory role of community mobilizers in the North.

Major Responsibilities

Training & Capacity Building

  • In coordination with the Senior Officers (SO) and the Capacity Building team, support the capacity building of the Community Mobilizers to provide quality sessions on EMAP, awareness sessions and Gender Discussions Series
  • Support the ongoing learning of the team related to curricula and facilitate learning sessions based on identified needs and gaps.
  • With the support of the WPE Program Manager, conduct regular coaching and mentoring sessions with IRC staff and local partner staff ensuring the provision of technical input and expertise on the EMAP and other curricula.
  • Utilize agreed tools to monitor quality of implementation and provide recommendations to address gaps. Design sensitization key messages with support from the Program Managers, Program Coordinator and senior Technical adviser using the SASA community sensitization guide.
  • The prevention officer do regular field visit to assist community mobilizer in community mobilization using EMAP module.
  • Ensure taking lead in working with key stakeholders such as but not limited to: police judiciary, heads of schools, heads of health institutions, GBV Sub-sector working group and other sectors within IRC, for trainings and community sensitizations.

Supervision

  • Supervise the Community Mobilizers and follow up on their performance.
  • Coordinate with the PSS SO on sharing experiences, challenges and lessons learnt among the WPE team.
  • Schedule shadowing sessions and participate in the weekly meeting with the PSS SO and the PSS assistant.

Partnership development & management

  • Participate in the mapping and assessment of local partners working in the target area.
  • Provide feedback to WPE Manager and other key WPE team members on how to best support local partner’s capacity building process.
  • Identify gaps in implementation and service provision and propose methods and processes to address the gaps and strengthen the capacity of partners after coordination with the field managers.
  • Support local partners in developing individual capacity building plans for staff when needed.
  • Work closely with the local partners to develop work plans in line with the project objectives.
  • Participate in, internal and external, coordination meetings related to EMAP and the EA$E modules.
  • Design, implement and evaluate quality GBV awareness raising sessions and training in a systematic and consistent manner by establishing GBV training procedures.

Reporting:

  • Maintain proper documentation of sessions based on agreed tools, including M&E tools.
  • Develop monthly reports, including progress, draft analysis reports based on pre and post tests results.

  • Who this position supervises: Community mobilizer(s) – PSS assistant (integration)
  • Who this position works with: WPE Senior PSS Officers, Senior. Case Management Officer, Capacity Building Manager.

Qualifications

  • 3 to 4 years professional experience in facilitating community-based Protection and GBV prevention , preferably in an emergency context.
  • Clear understanding of gender, human rights, and issues surrounding violence against women and girls.
  • Demonstrated experience working within a partnership agreement and/or a network including national organizations.
  • Experience coaching and mentoring staff/volunteers on technical topics.
  • Interest in organizational development of small organizations an asset.
  • Fluent in Arabic and good knowledge of English.
  • Positive and professional attitude, including ability to work well in a team setting
  • Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
  • Excellent computer skills including MS Word, Excel and PowerPoint
  • Education background in related fields is desirable.

Working Environment:

Travel and other requirements: Staff will be based in the North, with 70% travel required to the field
