THE EXECUTIVE DIRECTORATE (EXD)

The Executive Directorate (EXD) is the steward of OECD resources, on behalf of the Secretary-General.  Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD’s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid.  As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide compliance and risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all of our functions.

THE HUMAN RESOURCES MANAGEMENT SERVICE (EXD/HRM)

Within the OECD’s Executive Directorate (EXD), the Human Resource Management Service (HRM) is responsible for providing stewardship of the Organisation’s human capital on behalf of the Secretary-General, with three divisions – the HR Operations Group (HRO), the Client Services Group (CSG) and the Talent Management and Analytics Group (TMA) contributing to the Service’s mission.

HRM/HRO is currently seeking an HR Coordinator to join the OECD Medical and Social System (OMESYS) Insurance Centre (OIC), which manages health insurance coverage and social security schemes for the Organisation.

Job Description

Main Responsibilities

Administration of the OECD Medical and Social System

  • Advise, inform and provide quality guidance on OECD medical insurance components, rules and entitlements to different categories of active and former staff members, taking into account individual and family situations, and other relevant factors, while ensuring timeliness and consistency.
  • Manage certified sick leave (short, medium and long-term), including sick leave certificate processing and auditing and data entry; provide guidance to staff members, ensuring personal information is treated with the utmost discretion. Ensure timely processing of specific steps for long-term sick leave administration, coordinate input from the Organisation’s medical department and output to other colleagues involved in case management.
  • Manage work-related accident declarations and assist in processing occupational illness claims. Support the organisation of medical and invalidity commissions and provide guidance and advice to the staff members concerned.
  • Handle sensitive situations with tact and discretion, escalating to the Head of OIC when necessary.
  • Coordinate with the socio-medical team administrative procedures related to sick leave, parental leave, disabled child, etc in accordance with the Staff Rules and Regulations and the Pension Rules.
  • Produce ad-hoc attestations for individuals in relation to benefits entitlements and career histories, assist in maintaining the medical and social insurance intranet web pages, and take charge of miscellaneous administrative tasks and act as back-up for colleagues as required.
  • Build relationships with Resource Management Advisors and other relevant counterparts within HRM and the Organisation to facilitate collaboration.

Administrative Support,Process Improvement and Continuous Learning

  • Based on practical cases encountered in the daily work, support and identify process improvement projects and initiatives to deliver greater efficiency and effectiveness, particularly using digitalisation and automation.
  • Provide statistics, create reports and prepare briefing documents and presentations as required, and manage a database of information on medical protection systems in force in Member Countries.
  • Contribute to EXD/HRM’s goals by keeping informed about HRM work commitments and milestones.
  • Adopt a continuous learning approach about evolving corporate systems and procedures and other relevant IT tools.
  • Keep abreast of the relevant HR rules pertaining to assigned workflows.

Qualifications

Ideal Candidate Profile

Academic Background

  • A university degree in business, human resource management, public administration, or a closely related field.

Professional Background

  • At least 3 years' experience in a human resource management with responsibilities in the implementation of HR procedures and policies, including in the area of medical and social protection.
  • Good knowledge of OECD HR rules, procedures and systems or similar knowledge in an international organisation would be an advantage.
  • Good knowledge of the host country medical and social protection rules would be an advantage.
  • Ability to handle sensitive situations with tact and discretion, escalating to management when necessary.

Tools

  • Excellent knowledge and experience in the use of Microsoft Office Suite (Word, Excel, Outlook).
  • Very good knowledge of human capital management (HCM) systems (e.g. SAP HCM) and/or the ability to learn new systems quickly.

Languages

  • Working knowledge of both OECD official languages (English and French) is required.

Contract Duration

  • Two-year fixed term appointment, with the possibility of renewal.

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen for beginning of May and panel interviews are planned for second half of May.
