The International Forum on TOSSD (IFT) is working towards the effective global implementation of Total Official Support for Sustainable Development, an international statistical standard on financing for sustainable development in developing countries (see www.tossd.org). The IFT Secretariat is hosted by the OECD and administratively integrated in the Development Co-operation Directorate (DCD). Its functions include strategic development and communication on IFT work, maintenance of the TOSSD statistical standard and methodology, and TOSSD data collection and publication. While the IFT Secretariat is substantively independent from the OECD, it works with DCD to co-ordinate data management and maintain the synergies between TOSSD and existing OECD statistics on development finance.

The IFT Secretariat is looking for a dynamic Co-ordinator with strong organisational, communication and IT skills to help create the foundations of a strong new team. The main responsibilities include assistance to the Head of Secretariat, administration and workflow management, event co-ordination and business travel, communication activities and a range of Information and Communications Technology (ICT) support activities. The selected candidate will work in the IFT Secretariat under the supervision of the Head of Secretariat.

Job Description

Administration and workflow management

  • Provide assistance to the Head of Secretariat in planning work engagements and communications (email and diary management), be the focal point for organising work plans within the Secretariat.
  • Draft, prioritise and proofread correspondence on behalf of the Head of Secretariat.
  • Establish and maintain systems for the management of workflows and the storage of IFT documentation. Manage contact databases and mailing lists.
  • Prepare contracts for intellectual service providers. Monitor and process invoices and payment authorisations.

Event co-ordination and business travel

  • Co-ordinate the scheduling of IFT meetings and events both in Paris and abroad, and manage their logistical aspects.
  • Maintain the Events Management System (events and people) and promote effective dissemination of information through IFT channels.
  • Provide secretarial and IT support during meetings and act as a focal point for participants.
  • Organise missions and handle expense claims for IFT Secretariat staff and invitees.

Communications, publications and web support

  • Support the preparation of documents and publications, including formatting, editing and proofreading using standard and in-house software, and organising translation when required.
  • Contribute to the Secretariat’s communication activities, including ad-hoc campaigns. Provide assistance with the preparation of presentations and other communication materials e.g. flyers, brochures and content for social media.
  • Update the TOSSD website as directed and propose improvements to the presentation and readability of the content.

ICT co-ordination and support

  • Act as the Secretariat’s Correspondant Informatique (IT contact): liaise with the Digital Knowledge and Information (DKI) Service on ICT support and administration issues, manage the Secretariat’s ICT hardware and software inventory, allocate equipment and software licences, order new IT equipment and special software.
  • Participate on behalf of the Secretariat in ICT-related Task Forces.
  • Create, maintain and manage a dedicated IFT community space (accounts, posts, authorisations).
  • Assist with the arrival and departure of staff and welcoming new colleagues.

Other tasks

  • Carry out other duties as assigned.

Qualifications

Academic Background

  • Good level of secondary education.
  • Office management, secretarial and language studies would be a definite advantage.

Professional Background

  • Relevant experience in similar assistant roles, preferably in an international environment.
  • Experience in the preparation (formatting, editing and proofreading) of documents/publications.
  • Experience in the organisation of large-scale meetings, events and business travel.
  • Solid understanding of remote conferencing tools and platforms.

Tools

  • Excellent command of the standard range of software packages (Microsoft Office, O.N.E. Author, EMS, CRMS, SRP, SRM, T4 WEB Design, SAP Concur, Invitation application) or a capacity and willingness to learn new IT tools quickly.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reaching a good working level.
  • Knowledge of other languages (e.g. Spanish) would be an asset

    Contract Duration

    • Thirteen‑month fixed term appointment, with the possibility of renewal.

    Selection Process

    For retained candidates, written tests are foreseen in early May and panel interviews are planned for end‑May.
