Result of Service
a) Support the country team in the implementation of each stage of the CRVS system improvement framework namely, assessment, analysis, and redesign (AAR); development action plans and M&E framework; for improvement of civil registration and compile the AAR report. b) Attend all trainings organized by ECA and its partners that are meant to enhance the capacity of the consultant to deliver in the strengthening of the CRVS systems c) Participate in the cross-country with other mentors consultants in the learning and knowledge-sharing on CRVS Systems Improvement d) Support meetings, workshops, and potential field assessments that are organized for the national teams e) Plan and coordinate the activities of the Country CRVS Core (CCC) team, which includes government institutions, UN entities and development partners f) Support and maintain a schedule of work and compile a monthly report to be submitted to ECA at the end of each month. g) Any other task requested by the ECA or the country team

Duties and Responsibilities
1. Introduction: The African Development Bank has provided financial support to the United Nations Economic Commission (UNECA) for Capacity Building for Gender Statistics and Monitoring Systems (CB-GenSMS) Project in South Sudan. The Project aims to contribute to improved gender responsive programming by the beneficiary country, therefore contributing to inclusive development. It will contribute to addressing inequality and fostering inclusive growth by providing data on the “invisible” and most vulnerable, which are often drivers on fragility. It is expected that the project will enrich policy dialogue with selected transition states and contribute to inclusive national development plans, which will in turn impact on service delivery by government. The capacity development on statistics will provide a platform to measure gender inclusiveness of national development and provide evidence in required reforms. This is in recognition that gender inequality is both a driver and a result of fragility. 2. Objective of the Gender Statistics National Consultants The key objective of the consultancy is to support the African Center for Statistics and the Gender Equality and Women’s Empowerment Section (GEWES) of the Economic Commission for Africa attain the stated objectives of the Capacity Building for Gender Statistics and Monitoring Systems (CB-GenSMS) project working in partnership with the African Development Bank. Under the supervision and guidance of the chief of section of African Centre for Statistics (ACS) Demographic and Social Statistics of Section(DSSS) of the Economic Commission for Africa (UNECA) Within limits of delegated authority, the national consultant will work under the guidance of the Chief of the Demographic and Social Statistics Section and Chief of Gender Equality and Women’s Empowerment Section and will be responsible for supporting the South Sudan government officials in the design and implementation of the project in the country country. Under the supervision and guidance of the chief of section of African Centre for Statistics (ACS) Demographic and Social Statistics of Section (DSSS) of the Economic Commission for Africa (UNECA) Duties and Responsibilities The following are the major duties and responsibilities for the assignment: - Provide technical assistance to the National statistics office on gender statistics - Develop a gender plan for the Country’s NSDS with assistance and technical guidance of the international consultant - Organize National Technical workshop to Disseminate the Gender mainstreaming plan for the country and NSDS - Provide the implementation of time use survey and engendering CRVS in South Sudan. - Conduct a situation analysis of the monitoring systems in consolation with the international Consultant - Design the National Gender indicator framework in consultation with the international consultant. - Production of gender Fact Sheet and gender status report.
Qualifications/special skills
Advanced university degree (Master's degree or equivalent) in Gender Studies, Demography, Social Sciences, Development studies and related field is required. A first-level university degree in combination of additional two years of qualifying experience may be accepted in lieu of the masters degree. A minimum of 5 years of either practical or substantive experience in gender statistics in a developing country context particularly in Africa is required.
Languages
English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in English is required. Knowledge of the other is an advantage. Knowledge of another UN working language is an asset.
