In doing so, and in particular in Uzbekistan, UNDP works with the Government of Uzbekistan and other national partners to enhance sustainable employment opportunities for youth, women, PwDs; promotes inclusive business models and trade promotion; supports capacity building for evidence-based policy research to address the needs of the most vulnerable; and promote financing for development for the achievement of SDGs.

In light of this, under the guidance and direct supervision of the Inclusive Growth Cluster Leader, the Programme Analyst is responsible for management of UNDP programme within the thematic/sectoral areas assigned and will provide policy and technical support in the area of social and economic development in Uzbekistan and its communities.

The Programme Analyst analyzes political, social, and economic trends and participates in the formulation, management and evaluation of programme activities within a portfolio. The Programme Analyst promotes a client-oriented approach consistent with UNDP rules and regulations. Programme Analyst will be responsible to contribute to the planning, implementation and reporting of the CO in part of inclusive economic growth in Uzbekistan including within CDP and UNSDCF planning and reporting processes.  

The Programme Analyst guides and coordinates activities of the relevant projects’ staff. The Programme Analyst works in close collaboration with the CO Management Support and Business Development, Programme and Operations teams, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation.

Position Purpose
Under the guidance and direct supervision of the Inclusive Growth Cluster Leader, the Programme Analyst analyzes political, social and economic trends and participates in the formulation, management and evaluation of programme activities within assigned portfolio and thematic area.

The portfolio comprises the specialized, sectoral areas of:
•   Inclusive Economic Development and Entrepreneurship;
•   Trade and employment promotion,
•   Innovative Financing for Sustainable Development; and
•   Policy Research for Sustainable Development.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.
 

Duties and Responsibilities
 
  • Ensures implementation of programme strategies focusing on achievement of the following results:
  1. Provide inputs to thorough analysis of the political, social and economic situation in the country; provides collaborative inputs to the UN Common Country Assessment and Sustainable Development Cooperation Framework (UNCCA and UNSDCF) as well as to the preparation/revision of the Country Programme Document (CPD), Integrated Work Plan (IWP) and other strategic documents.
  2. Provide inputs to operationalize UNSDCF/ CPD in collaboration with the main partners and other UN Agencies.
  3. Ensure implementation of relevant programme Standard Operating Procedures (SOPs) to ensure the effectiveness CO business processes. 
  4. Analysis and synthesis of proposals on the areas for support and interventions within the practice area specialization assigned. 
  • Participate in effective management of the CO programme within the assigned thematic/sector areas focusing on quality assurance and risk management from formulation to implementation of the country programme. 
  1. Provide input to design and formulation of CO programmes, translate UNDP priorities into local interventions, and oversee programme implementation with the implementing partners within the assigned programme areas.
  2. Initiation of a project, presentation of the project to PAC, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst performs functions of Manager Level 1 in Atlas for POs and vouchers approval (if authorized by SM), participates in recruitment processes for projects.
  3. Contribute to the drafting of project proposals, facilitate internal and external discussions, as well as development of full-fledged project documents working closely with the UNDP Cluster teams, consultants and national partners
  4. Oversee planning, budgeting, implementation and monitoring of the assigned programme areas; and track use of financial resources in accordance with UNDP rules and regulations.
  5. Ensure effective application of results-based management tools and track achievement of strategic results.
  6. Ensure the effective use of data in programme implementation, across the data lifecycle; and support effective monitoring, evaluation and learning on programme impact. 
  7. Provide inputs to trends analysis for future informed and anticipatory programming.
  8. Support preparation for audits and the implementation of management responses.
  9. Prepare inputs for reporting, including donor and corporate reports.
  • Support creation of strategic partnerships and implementation of the CO resource mobilization strategy.
  1. Support development of partnerships with the UN Agencies, international financial institutions (IFIs), government institutions, donors, private sector (if applicable to CO), and civil society in assigned programme/ thematic areas.   
  2. Provide input in identifying strategic programme areas of cooperation, including for joint programming. 
  3. Comprehensive analysis and research on donor landscape, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
  4. Contribute to development of portfolios and Country office pipeline including through the design of Programme/Project documents, concept notes, proposals and cross-sectoral coordination in assigned areas to bring resources for projects.
  • Support Provision of top-quality advisory services to the Government and facilitate knowledge building and management. 
  1. Identify policy-driven issues; and identify and compile best practices and lessons learned directly linked to programme country policy goals.
  2. Support establishment and strengthening of national and international advocacy networks. Implement relevant, high -impact advocacy with key partners. 
  3. Support development of policies and institutions to address country problems and needs in collaboration with the Government and other strategic partners. 
  4. Ensure that policy advisory contributes to inclusive economic growth and takes the risks and opportunities or futures signals into account. 
  5. Provide sound contributions to knowledge networks, communities of practice.
  6. Organize training for the operations/ projects staff on programme related matters in assigned programme areas.

Required Skills and Experience
Education
  • Advanced university degree (master's degree or equivalent) in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, or a related field is required or   
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree 

 Experience, Knowledge, and Skills

  • Up to 2 years (with master’s degree) or 2 years (with bachelor’s degree) of relevant experience at the national and/or international level in providing management advisory services and hands-on experience in design, monitoring and evaluation of development portfolios and projects within assigned thematic area.   
  • Experience of Programme/project management within the development organizations;
  • Ability to prepare programme documents including the project documents;
  • Knowledge of the current situation in Uzbekistan on inclusive economic growth.
  • Demonstrated in-depth experience in providing policy advice and developing programmatic solutions, tools and methodologies for the attainment of the SDGs is desirable;
  •  Experience in the use of computers, office software packages (MS Word, Excel, etc.), database packages, and web-based management systems such as ERP.
Language requirements
  • Fluency in English and Uzbek (both oral and written) is required.
  • Fluency in Russian is desirable.
