Who we are

SOS Children’s Villages Ethiopia is an International Non-governmental organization and a member of SOS Children’s Villages International Federation. We started our humanitarian work in Ethiopia with the opening of our first Village in Mekelle, Northern part of Ethiopia in 1974. Since then, we have expanded our programs to different regions where there are significant needs for intervention and where we believe we can work in partnership with all relevant actors to bring sustainable positive outcomes for children’s and young people.

Today, we have grown significantly to meet the persistent challenges that confront Ethiopian children who have lost parental care and those that are at risk of losing their parental care. Working in close collaboration with international donors, local government and community based organizations across seven program locations; we aspire that every child grows up with love, respect and security.

Your role?

While working with us a  Portfilo Manager, Humantrain Action Program you will be in charge of the following,

 

PROGRAMME DESIGN AND FUND DEVELOPMENT 

  • Ensure evidence-based and locally relevant programme Development partnering with other departments. 
  • Conduct thorough analysis and research of the political, social and economic situation in the country and contributes to preparation of substantive inputs for proposals, concept notes and other documents. 
  • Actively participate in project designing by giving inputs and consultation for needs assessment, programme idea, proposals, and concept notes.
  • Ensure that programme/project developments are according to the SOS Children’s Villages’ regulations, standards, and procedures and external standards and requirements. 
  • Work creatively to secure funding from diverse sources in collaboration with business development and fundraising departments
  • Identifies and introduces new elements (systems, tools, processes) required under his/her portfolio.
  • Serve as the primary focal point and resource person for Family strengthening and related portfolios.
  • Design and development of area specific strategies within the portfolio for timely and effective programme implementation.

STRATEGIC AND PROGRAMME IMPLEMENTATION 

  • Contributes to annual and strategic planning in the Humanitarian Action area of work. 
  • Follow up the implementation of program/project activities, according to the objectives, actions and time frames outlined in the plans. In doing so, also ensure that the programs/projects operates in accordance with the organization’s Guideline, policies and procedures in specific areas of work where he/she is accountable.
  • Advises Location program Directors, programme unit managers and project coordinators in the location on quality programme implementation. 
  • Provides effective implementation guidance to Location level professionals in planning, budgeting, and reporting of programme interventions.
  • Provide periodic summary reports to the Deputy National Director and her/his counterpart in IOR on overall progress of the interventions under his/her portfolio. 
  • Initiates and facilitate improvements on approaches and strategies for SOS CVE on the implementation of Humanitarian action.
  • Provide timely response to customer quote requests and process orders

MONITORING, EVALUATION AND QUALITY ASSURANCE OF PROGRAM IMPLEMENTATION 

  • Initiate and support the establishment/revision of processes, procedures, guidelines, standards, policies and systems to make a high-quality services and avoid defects. 
  • Capacitate staff at various level on programme monitoring, evaluation and quality control. 
  • Ensures external accountability to donors and government through the implementation of timely and quality monitoring and evaluation activities leading to timely and accurate reporting
  • Ensure that high quality analysis reports to illustrate the organization’s impact and assessment findings are produced, including evidence of good practice and replicable programmes, and that they are communicated at appropriate events.
  • Prepare consolidated analytical results-based progress reports based on submissions from programme locations and projects within the timetable specified in agreements. 
  • Monitors and evaluates the implementation of quality standards and progress of programmes/projects/interventions through supportive supervision, internal program audits, and review of and feedback to project reports, statistics, and self-evaluation results to ensure that interventions are implemented in line with organizational plans, standards, and policies, and with national legislation.
  • Collaborates with the National MEAL Manager in supporting quality audits and external evaluations. Advises and supports the implementation of recommendations. 
  • Plans and conducts joint monitoring with MEAL section and provide technical support on monitoring and evaluation in areas of work where he/she is responsible.
  • Promote and strengthen the use of programme data and ICT systems (PDB2, ProDIGI, Compass, etc.)

KNOWLEDGE MANAGEMENT AND ADVISORY SERVICES: 

  • Identify and articulate lessons learnt on programme implementation and operations and contribute to the formulation of guidelines, procedures and policies that would further improve the efficiency and effectiveness.
  • Promote and strengthen cross-functional learning opportunities among locations, departments and projects. 
  •  Participate in local, national, regional and continental processes, meetings and structures within the organization as required and agreed with the direct supervisor. 
  • Document and share good practices and lessons learned with colleagues to support organizational learning on the program implementation.  
  • Prepare program implementation information as required for public relations and fund development purposes. 
  • Ensure the independent lessons-learned, audits and review exercises are properly carried out and appropriate follow up actions are taken;
  • Actively seek and promotes innovative methodologies and leads the development of supporting policies/tools to encourage learning and knowledge sharing;
  • Frequently showcasing measurable results related to his/her portfolio to local market
  • Provision of advisory services to the management, and facilitation of knowledge building and management for his/her portfolio. 

COLLABORATION AND PARTNERSHIP BUILDING 

  • Identifies potential partner organizations for SOS CVE in the area of work where she/he will be responsible for effective implementation of interventions.
  • Identify and overcome barriers to Cooperation, Collaboration and integration under his/her portfolio
  • Cooperates with the National IPD Advisor, DND, Location Program Directors and Managers in building strong links and cooperation with national government and local authorities, as well as other stakeholders to enhance programme implementation. 
  • Joins relevant networks, forums, platforms, campaigns, working groups and advocates on behalf of the organization for the promotion of children’s rights, youth employment and disability programs implementations in the organization. 

MANAGING PEOPLE AND FINANCIAL RESOURCES

  • Overviews the effective implementation of the HR cycle for staff under his/her leadership and provide technical supports for recruitment and development staff.
  • Define expectations, provide leadership and technical support as needed so that staff are able to perform their roles as required.
  • Follows up and appraises the performance of colleagues in his/her team and provides them immediate and relevant feedback
  • Facilitates for the training and development of colleagues under his/her supervision
  • Identify and establish clear roles and responsibilities through effective work distribution strategies and coordinates and synergizes the efforts of his/her team towards the achievements organizational goals
  • Makes sure that budgets are used for intended purposes and they are spent in accordance with approved procedures and limits and donor requirements

SAFEGUARDING

  • Ensuring a safe and conducive working environment is created for co-workers and all programme participants where they feel free to speak and raise concerns without fear;
  • Ensuring that safeguarding measures are in place within their area of managerial responsibility and that staff, associates and other key stakeholders are made aware of these measures and are supported in implementing them;
  • Ensuring that safeguarding is integrated into all management processes including recruitment, onboarding, performance management, team meetings, annual planning processes, field-level monitoring, IWP, IDP etc.
  • Creating and maintaining a managerial and operational environment where Safeguarding policies such as Child and Youth Safeguarding, Code of Conduct the Sexual Misconduct Regulation, Anti Fraud and Anti-Corruption Regulation  and Good Management and Accountability Quality Standards   are effectively implemented; 
  • Fulfilling the minimum standard and additional responsibilities in achieving compliance with SOS Children’s Villages safeguarding policies.
  • Ensuring the best interest of the children and young people is applied and considered in projects, decision making or any other work that is performed.
  • Ensuring a conducive and safe working environment for their subordinate co-workers free of any harm, abuse, neglect and exploitation. 
  • Ensuring that staff members in their line of authority receive an induction and training on the SOS Children’s Villages Safeguarding policies such as Children and Youth Safeguarding Policy and regulation, Sexual Misconduct Regulation, Anti Fraud and Anti- Corruption Regulation, Good Management and Accountability Quality Standards and Code of Conduct.
  • Uphold SOS Children’s Villages Values and the Code of Conduct when interacting with partners, children, young people, families and other stakeholders within or outside the organization.
  • Ensure that all equipment or materials provided by the organization are properly managed in a transparent and appropriate manner with the established procedure. 
  • Ensure that contracts and partnership agreements or Memorandum of Understandings (MOU) have articles referring to safeguarding policies (Child and youth safeguarding and Sexual Misconduct Regulation, Anti-Fraud and Anti-Corruption and other related policies) and the Code of Conduct with partners, contractors, vendors/suppliers, consultants or any other stakeholders working with SOS Children’s Villages in Ethiopia.

Must Criteria:
Education

  • Master's Degree or equivalent in Social Work, Psychology, Sociology, Pedagogical Science, Development Studies or related discipline with 5-7 years working experience in children, youth and family development;

Experience 

  • Experiences in working with the target group, i.e. vulnerable children, youth, families and community
  • Demonstrable expertise in children, youth and family development  in donor funded projects
  • Communication: Excellent written and oral communication and presentation skills with the ability to work with all relevant stakeholders;
  • Excellent record of writing including briefs, project reports, communication, and dissemination materials
  • Functional skills: project cycle management - planning, organizing, implementing, monitoring & evaluating (high level); financial management (overview); HR management (working knowledge); fund-raising (overview) and experienced networker and spokesperson in different fora (DFID, Regional and National Offices, technical programmatic communities of practice, media)
  • Project Management: Proven experience in stimulating successful delivery of the project by all team members as well as staff development, creating open and collaborative team environments that encourage the contributions of the whole team
