Background:

This position is open for non-citizens/non-permanent residents of Kazakhstan only.

The Republic of Kazakhstan has been a member of the International Maritime Organization (IMO) since 1994. In January 2017, the IMO Statutory Audit was conducted in the Republic of Kazakhstan, within the framework of which the public administration system of Kazakhstan in the field of maritime transport was checked. Based on the results of the audit, international experts developed recommendations for further improvement of the maritime industry of the Republic of Kazakhstan. These recommendations, among other things, relate to the need to develop the Register of Shipping of Kazakhstan (hereinafter - RS), which carries out the functions of flag state inspectors within the framework of the requirements of the International Convention for the Safety of Life at Sea (SOLAS).
The main task of the RS is to ensure the safety of navigation and the technical safety of ships. To achieve the RS task, a number of activities are carried out, which include:
1) Survey of ships;
2) Technical supervision in the processes of construction, modernization and repair of ships;
3) Review and approval of TD for the construction, modernization and repair of ships, as well as for the manufacture of materials and products for installation on ships.
4) Conducting surveys of shipbuilding, ship repair and other organizations within the competence of the RS for compliance with the requirements of the RS.
The regular number of RS employees is 41 people, 4 of which in the Maritime Transport Department stationed in Aktau.

Currently, RS carries out classification and survey of sea-going vessels, inland water navigation vessels and decked small vessels. At the same time, in order to implement IMO recommendations, the RS also needs to expand its activities in relation to sea vessels flying the flag of the Republic of Kazakhstan; at the moment, 29 units of sea vessels are registered with the RS. At the same time, there are no regulations regulating the procedure for technical supervision of the construction, repair and modernization of sea vessels and decked small vessels. Plans to expand the activities of RS also consider the issue of certification of materials and products intended for installation on ships; this requires a number of measures to update the current regulations and RS Rules, advanced training and exchange of experience with foreign classification societies (ICS) with experience in the field of certification. 
During the seminar, gained experience will provide an opportunity to implement the assigned tasks of adopting new and updating existing RS Rules, and serve as a step towards attracting more sea vessels to register with the RS. It will open up the opportunity to introduce new functions into RS activities (certification), in addition to improving the qualifications of RS employees and obtaining recognition in relation to foreign manufacturing plants.
The next IMO Statutory Audit is planned to take place in Kazakhstan in early 2026, during which the implementation of recommendations from the previous 2017 IMO audit will be verified.

Objective of Assignment: 
The Office will require the services of an international expert to conduct a seminar on shir registry.

Duration of Assignment:
5 days

Tasks and Responsibilities:
Under the overall supervision of the Senior Economic and Environmental Officer, the successful candidate will be tasked with the following duties:

 Discussions with the Ministry of Transport to develop and finalize an agenda for the seminar. 

The seminar should include the following topics:

  1. Procedure for technical supervision
  2. Procedure for development and approval of the Register Rules
  3. Classification and technical registration of ships
  4. Tariffing of ICS services


Deliverables:

Agenda is developed in line with the request of the Ministry of Transport

Presentations are developed and made during two-days seminar on the mentioned topics.

 Brief final report on the seminar with proposed new topics.

Necessary Qualifications:

  • University degree in economics, transport, logistics or a related field;
  • At least five (5) years of experience in the area of ship registry;
  • Experience in conducting seminars/workshops is an advantage;
  • Knowledge of international procedures on ship registry;
  • Good understanding of IMO recommendations, IACS and ICS functions;
  • Good knowledge of English, knowledge of Russian is an advantage;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

In accordance with the OSCE established rates, the proposed remuneration will be less than 3,000 EUR, thus the selection will be made based on the application form without additional assessments.
