Special Notice:

A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.

A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.

A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.

The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.

Organisational Context
The Integrated Services Division (ISD) within the Office of the Prosecutor (OTP) centralises the specialised support functions that provide cross-cutting support to the Office. The Division is headed by a Director who is responsible for managing the reliable and cost-effective delivery of integrated services and ensuring that the OTP is adequately supported through all relevant service functions, technologies and equipment, and that appropriate services are available to allow the implementation of the Office’s mandate. The services include planning and operations, witness protection and management, information knowledge and evidence management, forensic science, language and administrative support. The Division works to develop new approaches and strategies that promote the use of modern tools and advanced technology as mechanisms to strengthen the effectiveness of the Office.

The Security and Protection Unit is within the Integrated Services Division and is in charge of the following functions: OTP-wide responsibility for the security of  OTP staff and OTP operations; OTP-wide responsibility for the welfare and security of all witnesses and persons interacting with the OTP; Developing Strategic Threat and Risk Assessment’s (STRA) for each investigation with suspect profiles; Developing staff and witness protection strategies for each case based on the STRA; Contributing to and developing operational concepts for each investigation; Contributing to the development of budget forecasts on witness related support and protection; Development of databases, analytical reports, and other material to support OTP decision making as it relates to staff, operations and witnesses; Maintenance of a database, and follow-up in witness related support and protection issues as communicated to the Victims and Witnesses Section (VWS); Monitor VWS compliance; Providing support to the trial proceedings; Production of individual risk assessments for all witnesses; Maintaining and monitoring OTP compliance with protocols, instructions from Chambers, and agreements with third parties as they relate to witness protection; Research and development of methods and strategies to enhance the security, safety and welfare of witnesses and persons interacting with the OTP.

Duties and Responsibilities
Reporting to the Head of the Security and Protection Unit within the Integrated Services Division of the Office of the Prosecutor, the incumbent performs the following tasks:

  • Effective management of allocated budget for OTP general operating expenses and OTP assets;
  • Manage and coordinate finances with respect -  witness operations, protection and support during investigations and trial proceedings;
  • Provide operational and mission support to OTP staff with regard to transactions and emergency funds;
  • Support the development and implementation of Organisational Resilience Management System in respect to witness finances;
  • Monitor compliance with instructions adopted by the ICC and maintain proper tracking of OTP staff financial operations in the field;
  • Coordinate with the Registry (Chief of Country Office, Victims and Witnesses Units, Security and Safety Section) on related financial matters;
  • Responsible for conducting and coordinating daily monitoring and situational awareness to assess impact on staff and witness funds;
  • Perform initial/regular operational security and risk assessment on the ground in the area of (proposed) operations/deployment to permit an informed and accurate assessment of the operational requirements;
  • Support the maintenance and updating of OTP Enterprise Risk Management Register;
  • Supervise OTP staff assigned to the County office, contribute to design and training on field craft, information collection and safe handling of witnesses and sources from a financial management perspective;
  • Collect, collate and synthesise multi-source data to produce analysis reports as required to support operational planning and field deployment;
  • Provide immediate response to incidents/accidents involving OTP staff and witnesses;
  • Perform other duties as required.

Essential Qualifications
Education:

Advanced university degree preferably in Risk Management, Psychology, Sociology, Operational Planning or other relevant Social Sciences, is required. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree only to determine eligibility.

Experience: 

A minimum of 5 years (7 years with a first level university degree) of relevant working experience. Prior experience within a field mission environment is required.

Knowledge, Skills and Abilities:

  • Knowledge in Security Management, with proven ability to analyse security information reports and papers and to make valid recommendations with respect to those reports; 
  • Proven ability to plan, organize and conduct operations. Ability to forecast staffing and other security requirements based on operational changes;
  • Excellent drafting ability and communication skills, both oral and written; ability to prepare written reports that are clear, concise and meaningful;
  • Good interpersonal skills; demonstrated ability to work in a multicultural, multi-ethnic environment and to maintain effective working relations with people of different national and cultural backgrounds. Demonstrated ability to maintain and encourage a collaborative team environment
  • Reputation for dealing honestly and openly; recognized and highly respected by peers, clients and staff
  • A valid driver's license.
     

Knowledge of Languages
Proficiency in one of the working languages of the Court, English or French is required. Working knowledge of the other is considered an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is considered an asset.
