The United Nations Development Programme (UNDP) is a key partner of the Global Fund to Fight AIDS, Tuberculosis, and Malaria (GFATM). UNDP acts as the United Nations (UN) agency and assumes the role of Principal Recipient (PR) of GFATM grants in selected countries. As PR, UNDP is responsible for managing the financial and programmatic aspects of the GFATM grant, as well as procuring health and non-health products. UNDP also provides capacity development services to implementing partners, government counterparts, and sub-recipients (SRs) in all areas of implementation.

The UNDP South Sudan Programme signed the COVID-19 Response Mechanism Portfolio Optimization (C19RM PO) US$ 23,00,000 award with the Global Fund on behalf of the Country Coordinating Mechanism (CCM) of the Government of South Sudan (GoSS). The project will run until December 31, 2025, and will provide support in key areas such as health product management and waste management, community health programs, community system strengthening, laboratory systems, disease surveillance, infection prevention, and control. The interventions are aimed at building a resilient and sustainable system for health that can effectively respond to future pandemics and public health emergencies. The strategies stated in the C19RM PO aligned with the South Sudan National Health Sector Strategic Plan 2023-2027.

In response to the new C19RM PO, UNDP is recruiting a national program analyst to provide dedicated support for the implementation, monitoring, and evaluation of the project. The role involves critical responsibilities, such as actively contributing to the COVID-19 portfolio optimization within the Global Fund, participating in strategic coordination and technical guidance, overseeing financial management and resource allocation, facilitating reporting and documentation, coordinating stakeholder engagement, and identifying and mitigating project-related risks. Ultimately, the officer's efforts will contribute to establishing a resilient and sustainable health system, effectively preparing for and responding to future pandemics and public health emergencies.

Duties and Responsibilities


Technical Guidance: 

  • Supervise the execution of C19RM PO strategies aimed at enhancing healthcare systems' resilience and sustainability. This involves pinpointing vulnerabilities and devising targeted interventions to mitigate them effectively;
  • Evaluate project progress meticulously, pinpoint obstacles, and suggest remedial measures. These measures encompass reprioritization and reprogramming of resources to optimize outcomes;
  • Furnish regular progress reports on project implementation to the C19RM project manager and the UNDP Global Fund country team, ensuring transparency and alignment with objectives.

Assessment and Monitoring:

  • Participate in health assessments to identify weaknesses within healthcare systems and monitor progress in implementing resilience-building interventions;
  • Monitor the implementation of planned activities through joint field monitoring missions.

Reporting and Documentation: 

  • Prepare reports on program progress, impact, and challenges; 
  • Review SR quarterly report;
  • Document lessons learned and best practices;
  • Communicate outcomes to relevant stakeholders;
  • Prepare procurement documents such as concept notes, notes to file, and justifications. The document includes procurement, training and 

Partnership management and coordination: 

  • Collaborate with diverse stakeholders like governmental bodies, NGOs, and community groups to develop a strategy for healthcare system resilience and sustainability, leveraging their expertise and resources to address diverse challenges;
  • Conduct regular technical guidance or project review meetings with SRs tailored to address specific challenges faced during the implementation of the C19RM PO project. These sessions will include disseminating best practices and offering hands-on support for implementing evidence-based RSSH interventions. 

Risk Assessment and Mitigation: 

  • Identify potential risks related to resource allocation and program implementation;
  • Develop strategies to mitigate risks and enhance program effectiveness.

Institutional Arrangement

  • The program analyst will report to the C19RM/RSSH Project Manager.

Required Skills and Experience

 
Education:
  • Advanced university degree (master's degree or equivalent) in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, public health/laboratory science/health system or related field is required, or 
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree
Experience:
  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national or international level in providing management advisory services, and/or hands-on experience in design, monitoring and evaluation of development projects. 
  • Proven experience in healthcare management.

Required Skill

  • Proven experience in healthcare management;
  • Experience in the use of computers, office software (MS Word, Excel, etc), database packages, and web-based management systems such as ERP is required;
  • Excellent report writing skills, and project management skills.

Desired Skill

  • Practical field experience in public health/laboratory science/health system;
  • Additional experience in South Sudan is advantageous;
  • Strong understanding/experience of the challenges and opportunities related to a resilient and sustainable system for health;
  • Strong skills/experience in establishing and maintaining positive relationships with stakeholders;
  • Strong skills/experience in establishing and maintaining positive relationships with stakeholders;
  • Demonstrate flexibility to excel in a multicultural environment.

Required language:

  • Excellent oral and written English proficiency is required;
  • Knowledge of local language is required;
