Project Description 

Since 2019, Lebanon has simultaneously faced an unprecedented and multifaceted economic, financial, social and health crisis, coupled with the impact of the Syria crisis on Lebanon which has created a rapidly deteriorating socio-economic situation for all populations.

Further to this, since 8 October, there have been increasingly violent clashes between Hezbollah, Palestinian factions, and IDF at the Lebanese-Israeli border since 8 October. This escalation has led to the displacement of over 50,000 people, with first responders managing the needs of those residing in collective shelters in South Lebanon, and a massive socio-economic impact on the region. The situation remains volatile, with a risk that this protracted volatility turns into a broader regional conflict.

In light of the multi-pronged crisis affecting Lebanon, the need to advance the humanitarian-development-peace nexus is paramount. To do so, UNDP plays a key role at both strategic and operational levels, particularly in inter-agency, coordination, disaster risk management but also through field-based programmes such as  strengthening the capacity of local authorities, tension monitoring, community policing, access to justice, and service delivery. Within the programming component, UNDP has recently formulated a  local development programme which sets out the overall institutional response to stabilize the current situation in Lebanon. This programme also includes the specific component for supporting host communities (Lebanon Host Community Support Program - LHSP), looking at increase livelihoods and jobs opportunities, improve the basic services delivery and reduce communities social conflicts.

In 2023, UNDP also carried out a realignment process which concluded to boost planning and policy functions as well as the area presence, in particular as it pertains to area-based programming and boosting the coordination role. 

In parallel, UNDP continue to play a key nexus role through its’ co-leadership of the newly established Lebanon Response Plan (LRP) which focuses on humanitarian assistance to vulnerable communities, including persons displaced from Syria, vulnerable Lebanese and Palestinians, but it also strongly seeks to expand investments, partnerships and delivery models for stabilization as a transition towards medium to longer-term development strategies. UNDP co-leads the plan in partnership with UNCHR and OCHA. In addition to this overall leadership role, UNDP is also leading two of the ten sectors of the response, the social stability and livelihoods sectors, while UNDP programmes are providing crucial contribution to Lebanon’s stability by supporting host communities in the areas of livelihoods, basic infrastructure and environmental and social stability. UNDP also leads on conflict sensitivity, gender and energy mainstreaming. 

Under the overall supervision of the Team Leader for the Strategic Planning and Policy team, and direct management of the Inter-Agency Coordinator, the Coordination Analyst will support UNDP in ensuring sector coordination of the Livelihoods and Social Stability sectors. The Coordination Analyst will also provide support to the Inter-Agency Coordinator to plan, coordinate and monitor a coherent response to stabilization and humanitarian priorities in line with the LRP’s integrated nature.  She /he will collaborate closely with the other lead and coordinating agencies, Government counterparts and response partners.  

Scope of Work 

Under the direct supervision of the Inter-Agency Coordinator, the Coordination Analyst will be responsible of the following functions:

1) Ensures effective coordination of the Social Stability and Livelihoods sectors with the other lead and coordinating entities

  • Undertake planning and strategy development for the LH and SoSt sectors under the LRP framework (including coordinating the development response strategy, logframe, budget and AWP, in consultation with the sector partners)
  • Hold regular (bi-monthly) working groups and core groups meetings of the LH and SoSt sectors in coordination with other sector leads and coordinators 
  • Ensure coordination of partners initiatives, identify gaps and prevent duplication 
  • Ensure timely, inclusive and regular information sharing with sector partners and respond to partners’ needs for information.
  • Track and analyze funding for the LH and SoST sectors
  • In coordination with the IM Officers, follow up on reporting by AI by partners, ensure quality control and submit quarterly and end-of-year reporting products 
  • Maintain thematic working groups in key thematic areas: Solid waste, agriculture cooperatives/value chains) in coordination with thematic group focal points 
  • Ensure mainstreaming of cross-cutting and cross-sectoral issues (conflict sensitivity, gender, protection, energy and environment)
  • Carry out outreach to partners to ensure participation.
  • Maintain coherence and flow of information between field and national level 
  • Support sub-national coordinators to ensure high quality coordination at local level.
  • Draft and provide guidance to partners 
  • Facilitate  the estimation and identification of gaps, overlaps and coverage of activities and projects.
  • Facilitate partners to carry out advocacy and regularly flag key challenges and issues that requires coordination.

2) Responsible for establishing, maintaining and expanding meaningful partnerships with actors working on livelihoods and social stability in Lebanon 

  • Develop a good understanding and knowledge of what other actors are doing in the sphere of livelihoods and social stability 
  • Understand the responsibilities of the different Line Ministries with regards to Livelihoods  and social stability and advise on key partnerships accordingly
  • Maintains a strong relationship with all other relevant sectors as well as other key working groups such as the Cash working group

3) Represent the Livelihoods and Social Stability sectors in relevant coordination fora 

  • Represent the Livelihood and Social Stability sectors in the broader Inter-Agency and Inter-Sector meetings at national level as well as other meetings such as contingency planning or crisis planning 
  • Lead on providing inputs from the Livelihoods and Social Stability sector to operational planning and forward-looking coordination (including support on contingency planning and preparedness)
  • Contribute to the broader inter-agency information through situation updates and in-focuses on behalf of the Livelihoods and Social Stability sector

4) Provide Inter-Agency Coordination support 

  • Provide support to the Inter-Agency coordinator in overall inter-agency coordination processes across sectors and partners, including coordinating needs and vulnerability analysis, strategic and operational planning, reporting and communications.
  • Provide support to the Inter-Agency Coordinator in engagement with the 3RP on various topics 
  • Holds a specific responsibility for ensuring integration of elements of stabilization into the emergency response, for example in response to weather-related events, working closely with the UNHCR emergency focal point as well as Area Managers at the sub-national level
  • Assists Inter-Agency coordinator to ensure that management are aware of developments related to the Livelihoods and Social Stability components under the LRP 

5)  The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

 

Institutional Arrangement

The Coordinator Analyst will work in the Strategic Planning & Policy Unit at UNDP. The Unit is based in the UNDP Lebanon Country Office in Beirut. The Coordination Analyst reports to the Inter-Agency Coordinator.

Minimum Qualifications of the Successful NPSA

Min. Education requirements

• Advanced university degree (Master’s degree or equivalent) in Development or Humanitarian Assistance, Economics, Social Sciences, Political Science or closely related field. Or 


•A first level University degree (Bachelor’s degree or equivalent) related fields  in the above areas, with additional 2 years of relevant experience will be given due consideration in lieu of the advanced university degree.

Min. years of relevant work experience  Minimum of 2 years (with Master´s degree) or 4 years (with Bachelor’s degree) of progressive relevant experience in humanitarian and development work including coordination and work on conflict and social stability. 
Required  skills 
  • Experience in partnerships is required;
  • Experience in the use of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of spreadsheets and web-based management systems such as ERP financials and database packages is required.
Desired skills in addition to the competencies covered in the Competencies section
  • Experience in using Activity Info, FTS, Power BI or office software package is an asset.
