The Norwegian Red Cross is seeking a new Deputy Regional Representative for Europe. The purpose of the position is to contribute to the strategic leadership of the region, especially the organisation’s response to the war in Ukraine. The person will also manage Norwegian Red Cross contribution to regional preparedness, as well as deputize for the Regional Representative.

This is a permanent management position in Oslo, but the position will require travel to Ukraine. You will be a key member of the Red Cross team delivering lifesaving humanitarian support to vulnerable people affected by war and crisis.

We are seeking a dedicated, experienced and strategic person who is able to address current challenges while building for the future. The work will require supporting our teams in the field, while also having leadership abilities to develop colleagues and expand programmes across the region.

Key responsibilities

Strategic support to Country level to ensure growth and development of Norwegian Red Cross (NorCross) programmes in Europe are in line with approved NorCross strategies and policies

Develop and strengthen NorCross contribution to regional preparedness through close cooperation with at Global Disaster Management Unit (GDMU) and RCRC Movement response systems

Oversee that projects in the region follow established work processes and that project management methodologies are consistent across countries and in line with best practices (this includes acquiring fluency in the understanding of Norwegian Red Cross work processes and digital tools)

Responsible for Regional reporting, incl. support to Country Offices on reporting

Contribute to advocacy, communication and IHL efforts in Ukraine, ensuring good cooperation with Communication and Policy Department (KOS), as well as ICRC and IFRC

Assessing and potentially implement new regional efforts from NorCross within Finance Development, in close cooperation with IFRC

Coordinate efforts to assess potential programmatic response from NorCross to support vulnerable migrants in Europe through National Societies in Eastern Europe and/or IFRC

Qualifications

  • Five years of relevant experience
  • Experience from implementing humanitarian projects at field level
  • Experience in risk management
  • Experience in organisational development and implementation of strategic improvement initiatives
  • Experience from the Red Cross Red Crecent movement is an asset
  • Track record of emergency response deployments is an asset
  • Advanced knowledge of disaster preparedness and response mechanisms is an asset
  • Technical expertise in Health, Cash programming or WASH is an asset
  • Experience from leading or implementing innovation initiatives is an asset
  • Regional language and/or experience is an asset
