Organizational Context

Job Purpose

Oversee the efficient collection, management, analysis, and visualization of data to support informed decision-making and effective communication within an organization, especially in humanitarian operations. The Senior Information Management Officer is crucial in ensuring data is accurately collected, properly stored, and transformed into actionable insights through various visualization techniques. Doing so helps facilitate effective responses to emergencies, enhance organizational efficiency, and enable stakeholders to make well-informed decisions based on reliable information.

Job Duties and Responsibilities

Data Collection 

  • Design and implement mobile strategies and tools to gather accurate and timely information during humanitarian operations. 
  • Collaborate with field teams for efficient deployment and usage of mobile data collection platforms. 
  • Provide training and support to field staff for properly utilizing mobile data collection tools and technologies. 
  • Monitor and enhance the quality of data collected through mobile platforms. 
  • Integrate data from various sources, including APIs, third-party services, and external providers. 

Data Management 

  • Oversee the organization, storage, and analysis of collected data while ensuring integrity and confidentiality. 
  • Implement processes to clean, transform, and validate data for accuracy. 
  • Collaborate with external partners for data sharing and information exchange. 
  • Assist in maintaining data infrastructure, including IFRC GO country pages and 3W. 
  • Document data pipelines, schemas, and integration processes for knowledge sharing. 
  • Maintenance of CEA and CVA CRM system 
  • Responsible for maintenance of Microsoft Azure resource groups and storage accounts 

Data Analysis 

  • Conduct exploratory data analysis to identify opportunities, correlations, and outliers. 
  • Collaborate with stakeholders to define analysis objectives and prioritize tasks. 
  • Support scenario-based analysis to simulate different situations and their potential impact, assisting in decision-making and resource allocation under various circumstances. 

Data Visualization and GIS 

  • Create compelling data visualizations, including dashboards, GIS maps, and infographics. 
  • Utilize advanced visualization tools for actionable insights. 
  • Collaborate with GIS specialists for spatial data integration. 
  • Stay updated on visualization best practices and tools. 
  • Create interactive visualizations, dashboards, and reports for diverse audiences. 
  • Communicate findings effectively to both technical and non-technical audiences. 

Emergency Operation Support 

  • Provide emergency response information management support, including analysis and assessments. 
  • Offer timely and accurate information to decision-makers and responders. 
  • Develop information management strategies for rapid response and recovery. 
  • Assist in setting up and managing information systems during emergencies. 
  • Create situation reports, dashboards, and information products. 

General Responsibilities 

  • Stay updated with information management technologies. 
  • Train and mentor junior staff. 
  • Contribute to global information management strategies. 
  • Represent the organization in relevant forums. 
  • Provide technical guidance to improve data-related capacities. 
  • Collaborate with other teams to meet data requirements. 

Education

Required:

  • University Degree or equivalent of qualifying experience in Computer Science, Information Systems and Management, or a similar field

Preferred:

  • Training in the RC/RC global disaster response tools (FACT, RDRT, ERU, SIMS, etc.)
  • Technical training in information technology, demography, statistics, GIS, social sciences, analysis, needs assessments, or a related field.

Experience

Required:

  • A minimum of five years of hands-on experience in the development and utilization of GIS, database systems, data visualization, and various tools, systems, and methodologies for information management.
  • A minimum of two years of experience assisting in information management (IM) during disaster response and/or recovery operations.
  • Familiarity with humanitarian principles, global standards, and optimal information management and emergency response practices.
  • Proficiency and familiarity with GIS tools and technologies, including but not limited to QGIS.
  • Expertise in the areas of project planning, monitoring, and reporting.

Preferred:

  • A minimum of three years of involvement with the Red Cross/Red Crescent, with a preference for experience within the IFRC.
  • Knowledge of Customer Relationship Management (CRM) systems (EspoCRM, etc)
  • Demonstrated background in establishing networks and/or assembling teams.
  • Proficiency in conducting training sessions.

  • Proficient in digital and software (including Excel, GIS software, internet, and email)

  • Proven and reliable team support abilities.
  • Proficient in spoken and written English language
  • Fluent spoken and written Armenian language 

Preferred:

  • Good command of another IFRC official language (French, Spanish, or Arabic) or Russian
