For every child, Education

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination, bias or favoritism. To the degree that any child has an unequal chance in life — in its social, political, economic, civic and cultural dimensions — her or his rights are violated. There is growing evidence that investing in the health, education and protection of a society’s most disadvantaged citizens — addressing inequity — not only will give all children the opportunity to fulfill their potential but also will lead to sustained growth and stability of countries. This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.

UNICEF started operation in Cambodia in 1952 and opened first country office in 1973 in Phnom Penh. More information on what we do in Cambodia is available at https://www.unicef.org/cambodia/.

UNICEF’s Education Programme seeks to ensure that children and adolescents, especially the most disadvantaged, complete quality early childhood and basic education in inclusive, safe, protective and stimulating environments. It contributes to Cambodia’s Education 2030 SDG 4 Roadmap and the Education Strategic Plan 2024-2028. The Programme aims to strengthen the education system to address school drop-out and poor learning outcomes, focusing on vulnerable girls and boys. This includes enhancing data quality and usage of the Education Management Information System (EMIS) and learning assessments for advocacy and policy changes aimed at promoting equitable school completion rates and improved learning outcomes. UNICEF manages a pooled funding mechanism (Capacity Development Partnership Fund – CDPF) contributed by multiple development partners including European Union, USAID, Global Partnership for Education (GPE) and UNICEF to support system strengthening and capacity enhancement of the education sector at both national and sub-national levels. This post’s main responsibility is managing CDPF’s planning, implementation, monitoring and reporting functions in close coordination with the Government and CDPF partners.
