Overview

Summary Scope of Work:

The Senior Technical Advisor will work closely with Rwanda Biomedical Center (RBC) team including department heads, division managers, director of unit, hospital leads and health centers heads to identify training needs, develop appropriate programs, and ensure the continuous improvement of staff skills and competencies. The position holder will provide expertise and leadership in the coordination and implementation of training/ capacity building and mentorship activities. The incumbent will also play a crucial role in setting up processes, developing methodologies for data collection, impact assessment and strengthening capacity-building initiatives carried out by RBC.

Responsibilities

Design Training Facilitation Processes:

  • Develop standardized processes for planning, organizing, and executing training sessions.
  • Creating templates for training materials, schedules, and logistical coordination to ensure smooth training facilitation.
  • Develop annual training plans aligned with RBC goals, ensuring coverage of technical, soft skills, and leadership development.
  • Design and deliver training programs utilizing a variety of methodologies, including workshops, seminars, e-learning modules, and on-the-job training.

  Data Collection Processes:

  • Define streamlined procedures for systematic data collection during training sessions.
  • Maintain training records and databases, tracking participation, feedback, and outcomes to measure the impact of training initiatives.

Impact assessment:

  • Design and implement methodologies to assess the effectiveness of training and mentorship programs, including.
  • Defining key performance indicators, evaluation frameworks, and data analysis methods.

Capacity Building needs assessment:

  • Comprehensive Training Needs Identification:
  • Conduct thorough assessments to identify the training needs within the health sector.
  • Determining healthcare staff members requiring training and what types of training programs are most relevant.

Collaboration:

  • Proactively identify and mitigate scheduling conflicts, overlaps, and resource inefficiencies between divisions within RBC.
  • Ensure cost-effectiveness, minimize redundancy, and optimize resource allocation, enhancing overall coordination and efficiency in training activities.
  • Establish clear communication channels to facilitate information sharing among relevant parties.
  • Foster collaboration with external partners and stakeholders to leverage their expertise and resources, avoiding duplication of efforts and maximizing the impact of training programs.

Reporting:

  • Generate regular progress reports outlining the status of training facilitation, data collection, and impact assessment activities.
  • Reports should include achievements, challenges, and recommendations for improvement.
  • Provide updates to RBC leadership on key milestones achieved in terms of Training/ Capacity Building and mentorship coordination, highlighting the impact of training/mentorship initiatives on participants and the overall public health ecosystem.

 Resource Mobilization:

  • Collaborate with divisions and external partners to identify funding gaps in training initiatives.
  • Develop strategies and engage in resource mobilization efforts to secure funds for addressing these gaps and ensuring the sustainability of capacity-building programs.
  • Perform any other duties as assigned by supervisor.

Required Qualifications

Required Qualifications:

  • Hold a master’s in public health, global health, epidemiology, or a related field.
  • A minimum 5 years of experience in public health training/ capacity building facilitation, research, health program implementation, M&E, and/ or impact assessment.
  • Strong expertise in developing methodologies for impact assessment.
  • Experience in setting up and/or coordinating units or teams in a healthcare or public health context.
  • Familiarity with healthcare systems and policies in Rwanda or similar contexts.
  • Excellent communication and leadership skills.

Deliverables

The Senior Technical Advisor is expected to deliver the following:

  • Capacity building setup plan and documentation.
  • Defined processes for training facilitation, data collection, and impact assessment.
  • Methodologies for data collection and impact assessment.
  • Capacity building plan for RBC staff/ health sector.
  • Recommendations for necessary tools and resources.
  • Regular progress reports
