Overview & Responsibilities

The M&R Specialist will work under the supervision of the M&R Manager and will contribute to designing and implementing systems for program and project monitoring and reporting.

Key results expected:

  • Support the development of MEL systems and tools, including drafting PMP, logic model, indicator tracking tables, and reporting formats.
  • Assist in developing and reviewing Monitoring Framework targets and achievements and highlight adjustments in approaches and tools, based on project specific needs.
  • Assist in data collection, analysis and results dissemination including impact assessments, CSO mappings and other surveys as may be needed.
  • Coordinate with M&R team members, project/grants teams, and core teams to share results of the data analysis and secure their agreement on the reports to be shared with the donor, IDLO management and government partners.
  • Assist in the development, drafting, or collation of bi-weekly and quarterly reports and any other report as required by the management/donor.
  • Oversee data quality in the Training Information Management System (TIMS).
  • Provide mentoring and training to project teams and partner institutions on monitoring approaches and tools, data collection methods and reporting.
  • Facilitate external program evaluations.
  • Carry out any other relevant duties within the overall function as assigned by the line manager.

Impact of results:

The M&R Specialist will work in close coordination with the M&R Manager to implement the MEL and grants reporting activities and of the Afghanistan country office and its projects and programmes. The person will ensure that programme management decisions are based on sound M&E data.

The key results have an impact on the overall performance of the M&R Team, success in implementation of project strategies and ultimately advancing IDLO’s work in promoting the Rule of Law.

Job Requirements

Knowledge, Skills and Competencies:

  • Familiarity with M&E systems and tools.
  • Proficient with Microsoft Word, Excel, and PowerPoint.
  • Excellent written and verbal communication skills in Dari and/or Pashto and English.
  • Demonstrated skills in data analysis and reporting.
  • Ability and willingness to travel frequently to provinces within Afghanistan.
  • Knowledge of legal terminologies will be an asset.
  • Proven ability to see through tasks set and deliver results.
  • Ability to work under pressure with tight deadlines, flexibility, and an entrepreneurial spirit.
  • Keen sense of ethics, integrity, and commitment to IDLO’s mandate.

Education:

Advanced university degree in international development, law, social sciences, statistics, or related field with certificate in M&E. Knowledge of rule of law in Afghanistan will be an asset.

 

Experience:

5 years relevant experience preferably in a justice agency, NGO, or international organization.

 

Language Requirements:

Professional proficiency in written and spoken Dari and/or Pashto, and English is essential.  Fluency in all three languages is desired.

 

Location:

The position is based in Kabul. This is a five-month project-based position. The contract extension is contingent on donor funding.
