Overview

Jhpiego seeks a Senior HIV Technical Advisor for the newly award USAID-funded Comprehensive Community Prevention and Continuum of Care Program – Component C in Botswana. As the technical assistance provider, Jhpiego will strengthen civil society organizations (CSOs) to be able to deliver quality HIV and social servicesJhpiego will also partner with the Government of Botswana (GOB), particularly ministries at the national level and district government offices to prioritize and strengthen their capacity for leadership, coordination of orphans and vulnerable children (OVC) and gender-based violence (GBV) response strategies, and monitoring. The initial period of performance is two years with the possibility of three-one year renewal periods.

The Senior HIV Technical Advisor will strengthen the technical capacity to provide high-quality integrated HIV services across the continuum of care in communities. They will achieve this by strengthening the technical skills of CSOs responsible for direct service delivery under Components A & B of the Project and providing technical support to deliver integrated quality orphans and vulnerable children (OVC) and DREAMS services and interventions. Technical assistance in OVC care will encompass the full range of service domains, with experience soliciting OVC participation in defining those needs. The Senior Technical Advisor will also be accountable for strengthening primary health care (PHC) at the community level by standardizing and building the capacity of all 16 district health management teams (DHMT) to train and improve the technical skills of community health care workers (CHCW) and PHC providers in integrated community-based health services

This person will be responsible for leading the design and implementation of the project’s technical capacity-building strategy, bringing evidence-based, proven interventions into practice. They will serve as the key technical liaison with Government of Botswana (GOB) and Ministry counterparts, CSOs implementing direct service delivery under Components A & B, and service providers to ensure capacity-building activities are co-developed, coordinated, and executed with quality. This person will also supervise and mentor both clinical and non-clinical technical staff contributing technical expertise in PHC, OVC, DREAMs, and Gender/GBV.

This is a Key Personnel positionEmployment is contingent upon USAID approval.  

Responsibilities

  • Provide technical leadership and strategic direction on HIV and vulnerable and priority populations to ensure the Project’s technical and financial integrity and to achieve project goals, objectives, and targets
  • Implement activities and ensure the project is technically sound, evidence-based, and responsive to the needs of the country, its people, and donors
  • Develop and maintain excellent relationships with colleagues and donors in the country and region
  • In close collaboration with the Project Director and the program’s technical staff, will provide strategic inputs to the Program’s activities 
  • In collaboration with the program’s Senior M&E Advisor, will monitor program results and will be responsible for ensuring that the program provides high-quality technical services, meets its annual targets and maximizes positive outcomes.
  • Work collaboratively with other project team members to ensure necessary project planning, development, resource availability, and management activities function smoothly and efficiently.
  • Lead the assessment of the technical capacity of local partners, CSOs implementing Components A & B, relevant GoB line ministries, and DHMTs to implement OVC, DREAMS, GBV, and PHC interventions 
  • Lead the technical capacity strengthening and technical assistance to local partners (LP), CSOs, and GoB to implement, monitor, and report on OVC, DREAMS, PHC, and GBV services
  • Draft, edit, and proofread technical materials and reports of project activities and results to the donor, including progress and annual reports.
  • Write and/or review technical components of materials publications related to the Project and promote and support the dissemination of project information among the project team
  • Develop and modify the work plan including budgets with the Project Director, technical team, and Finance and Operations Manager
  • Ensure that resources for project implementation are available
  • Work with project and financial staff to prepare and track the progress of project and activity budgets
  • Maintain productive and consistent communication with project and technical staff
  • Work with MEL staff to develop an M&E framework and track data/results
  • Ensure the Project meets set targets
  • Work collaboratively with project and headquarters staff to ensure proper financial projections, reporting, spending, and compliance with project terms and conditions
  • Ensure compliance with USAID operational policies and regulations.

Required Qualifications

  • A Master's Degree or higher in public health, social work or a related advanced social science degree.
  • Minimum of seven years of supervisory experience with USG-funded international health project design, monitoring, and evaluation methodologies including quantitative and qualitative skills, and 5 years managing HIV prevention programs with a focus on OVC, DREAMS, GBV, Primary Health Care, and programming for AGYW 
  • Experience in implementing and evaluating large, complex projects involving the collection, analysis, and presentation of health and population data that covers the full range of technical, field, and administrative skills required for successful implementation.
  • Well-organized, attentive to detail, and able to handle multiple tasks simultaneously.
  • Works well independently and in teams; proactive in anticipating work requirements and problem-solving.
  • Proven leadership skills, as well as skills in facilitation, team building, and coordination.
  •  Proven track record managing a project team composed of several technical experts, and project, finance, and administrative staff for at least two years
  •  Experience developing successful, replicable, and sustainable projects
  • Expertise in research to practice—identifying best practices and adapting them to project realities
  •  A team player accustomed to building team capacity, delegating working teams, and developing communities of learning among host-country partners and counterparts
