Overview

Jhpiego seeks a Senior Monitoring and Evaluation (M&E) Advisor for the newly awarded PEPFAR/USAID-funded Comprehensive Community Prevention and Continuum of Care Program – Component C in Botswana. As the technical assistance provider, Jhpiego will strengthen civil society organizations (CSOs) to be able to deliver quality HIV and social servicesJhpiego will also partner with the Government of Botswana (GOB), particularly ministries at the national level and district government offices to prioritize and strengthen their capacity for leadership, coordination of orphans and vulnerable children (OVC) and gender-based violence (GBV) response strategies, and monitoring. The initial performance period is two years with three-one-year renewal periods.

The Senior M&E Advisor will lead project monitoring, evaluation, and project-wide learning and will be accountable for carrying out the project Monitoring, Evaluation and Learning (MEL) plan. This includes supporting development of a project-supported DHIS2 instance to warehouse project data, overseeing project level data collection and systematic review and analysis of data. In addition, they will be instrumental in developing capacity-strengthening strategies and mentoring MEL staff of Component A & B implementers and district health management team (DHMT) staff as well as supporting the development of higher-level MEL frameworks for local CSOs.Priority emphasis will be use of granular data for program monitoring, course correction, and assessment of progress to target. They will oversee the ensure high data quality including regular data quality assessment and verification; Jhpiego has zero tolerance for data fraud and this position will be responsible for overseeing this. The Senior M and E Advisor will develop and oversee project learning agenda drawing on analysis of project generated routinely collected dataThey will collaborate closely with in-country stakeholders, including government, implementing partners local CSOs, and USAID to share data from program results, assessments, and lessons learned through regular joint review meetings, pause and reflect sessions, and/or after-action reviews from implementation

S/he will additionally design strategy and activities to improve capacity on triangulating data from multiple data sources to inform policy and decision-making. s/he will contribute to the design of robust, user-friendly, high-quality interfaces for data visualization and data dissemination to enhance district-led and nationally supported evidence-based programming for improved understanding of HIV burden across interventions (95-95-95 cascade). S/he will additionally provide technical assistance to design and implement strategy to build capacity of M&E systems to oversee data quality and data use for decision making (including capacity building of M&E staff).

Responsibilities

  • Provide technical leadership and direction to project MEL strategies, frameworks, plans, and indicators to capture project performance and results 
  • Coordinate the successful implementation of the project’s MEL activities to ensure that the project meets set targets per national and PEPFAR standards 
  • Provide technical leadership and guidance to the team and project counterparts at all levels to participate in and lead, as needed, monitoring and evaluation of project activities and data use for programmatic decision-making 
  • Contribute to the annual work planning process in close collaboration with the Project Director, USAID, and the rest of the project team
  • Lead the identification and prioritization of MEL capacity strengthening and technical assistance needs of supported partners (MOH and other relevant line ministries, DHMTs, NAPHA, implementors of Components A and B, and other supported CSOs)
  • Lead the development, implementation, and monitoring of capacity MEL capacity strengthening and technical assistance plans
  • When required, lead the development of data collection tools to complement already existing tools
  • In collaboration with the project team identify and document programmatic successes, best practices, challenges, and lessons learned 
  • Lead results reporting to USAID by providing written documentation on M&E activities and indicator results for progress and annual reports as appropriate 
  • Be responsive to the GOB and maintain excellent relationships to ensure that program activities are moving forward consistent with the national HIV/AIDS response in Botswana 
  • Cultivate strategic MEL relationships and alliances with other PEPFAR partners 
  • Coordinate and/or represent the project team in professional circles through meetings, conferences, and presentations 
  • In collaboration with the project team, ensure that necessary M&E planning, budgeting, and management activities occur to facilitate smooth and efficient program functioning 

Required Qualifications

  • Advanced degree in public health, statistics, health informatics, or related social science 
  • 6+ years' experience in successful field implementation and management of M&E programs in HIV/AIDS for the public, private, or NGO sector 
  • Previous experience working with USAID or PEPFAR-supported programs including familiarity with USAID M&E reporting requirements.
  • Experience working in Botswana 
  • Strong computer skills including database management, including DHIS2 and word processing 
  • Ability to process and analyse data from computer-based health informatics applications including one or more of the following statistical software packages: SPSS, Epi-Info, Stata, or R
  • Technical skills in monitoring and evaluation, including at least 4-5 of the following: 
    • timely data analysis, use, synthesis, and communication of results;
    • design and implementation of program monitoring systems;
    • data collection planning and implementation;
    • translation of complex data systems and results into understandable lessons learned and action priorities for programmatic and other technical staff
  • Experience providing technical assistance to US Government/PEPFAR financed projects with an emphasis on HIV prevention, care, and treatment, especially OVC, DREAMS, GBV and primary health care (PHC)
  • Experience developing strategic and tactical plans in collaboration with others (stakeholders) who may represent a wide range of interests and needs 
  • Proven track record in coordinating a project team composed of technical experts and consultants in M&E activity implementation and reporting 
  • Familiarity with international donor policies and administrative procedures, and have experience in the design and implementation of overseas health projects 
  • Understanding of performance improvement and training techniques 
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform; ability to manage several major multidimensional activities simultaneously 
  • Experience in public speaking and professional presentations 
  • Ability to recognize limitations and seek appropriate expert advice as needed from the Project Director/Senior HIV Technical Advisor and Jhpiego Baltimore M&E staff
  • Available for domestic travel
