Overview

Jhpiego seeks a Finance and Operations Manager for the newly award USAID-funded Comprehensive Community Prevention and Continuum of Care Program – Component C in Botswana. As the technical assistance provider, Jhpiego will strengthen civil society organizations (CSOs) to be able to deliver quality HIV and social services. Jhpiego will also partner with the Government of Botswana (GOB), particularly ministries at the national level and district government offices to prioritize and strengthen their capacity for leadership, coordination of orphans and vulnerable children (OVC) and gender-based violence (GBV) response strategies, and monitoring. The initial performance period is two years with three-one-year renewal periods.

The Finance and Operations Manager will oversee the project’s financial, operational, and administrative objectives, ensuring compliance with USAID rules and regulations as well as adherence to Jhpiego policies and procedures. They will be responsible for ensuring the management of financial systems, maintaining strong systems of internal controls, developing budgets, generating financial reports and analyses for continued monitoring. The Finance and Operations Manager will play a key role in directing project operations, including working with local implementing partners (IP) and CSOs to build their capacity and provide guidance on all areas of Finance and Operations, including sub-award management. They will also support the assessment and be accountable for co-developing and executing effective capacity-building strategies for local partners in finance and operations. They will be responsible for supervising the Senior Finance/HR Officer and Driver positions.

Responsibilities

  • Ensure accurate financial, contractual and administrative reporting of the project compliant with Jhpiego and USAID rules and regulations, and terms and conditions of the award
  • Ensure effective program start-up including developing necessary financial tools, templates and manuals for use by program, country teams and partners
  • Oversee day-to-day coordination of financial activities ensuring cost efficiency
  • Lead development of annual budgets and provide guidance for local country finance staff to ensure all project activities and local costs are accurately budgeted.
  • Prepare monthly, quarterly, and annual financial reports by consolidating and utilizing financial information from various sources including but not limited to SAP, QBE, and internal financial forecast and labour data.
  • Review the accuracy of all vouchers posted into QBE by all finance team members
  • Performs reviews of financial documents such as invoices, vouchers, expense reports, and other documents such as purchase orders to ensure the completeness, accuracy, reasonability, and validity of financial data
  • Assess capacity and develop capacity-strengthening plans for field-based finance staff and local partners and CSO implementing components A and B
  • Lead finance and operations capacity strengthening of local partners and CSO to ensure compliance with USG funding Rules and Regulations
  • Assists with external audits—Financial and otherwise
  • Assist Program staff in Botswana and Baltimore in the development of annual budgets for program activities
  • Provide oversight of the HR functions working with the Senior Finance and HR Administration Officer to ensure legal compliance with labour, social security and tax laws

Required Qualifications

  • Post graduate degree in Finance, Accounting or a related field
  • At least 8 years’ experience with financial analysis, financial reporting, cash flow analysis, budget development, and forecasting
  • Basic accounting knowledge-CPA 1 or efforts in acquiring accounting qualifications or equivalent; demonstrated knowledge of and experience working with computers and spreadsheets required
  • Must have demonstrated book-keeping skills, an understanding of maintenance of ledger entries, cash book and account entries, and bank reconciliation
  • Must be able to handle a variety of assignments sometimes under pressure of deadlines
  • Must be cooperative, hardworking, flexible & dependable.
  • Self-management is necessary (i.e. motivation, dealing with pressure, adaptability), as is the ability to project a professional and consistent image.
  • Ability to work in a complex environment with multiple tasks, short deadlines, and pressure to perform
  • Ability to interact skilfully and diplomatically with colleagues and supervisors, both domestically and internationally.
  • Comfortable with a team approach to programming and the ability to manage several major activities simultaneously
  • Excellent skills in facilitation, team building and coordination
  • Ability to plan appropriate training
  • Proficient in Microsoft Office (Word, Excel, PowerPoint, etc.)
  • Fluency in English and Setswana
  • 5+ years of HIV/AIDS program experience
  • Fluency in both English and Setswana
  • Knowledge of USG (CDC/USAID) and Government of Botswana Regulations
  • Experience working for an international NGO in a financial role
