Overview

Jhpiego seeks a Finance and Administration/Human Resources (HR) Officer for the Jhpiego Botswana office and the newly award USAID-funded Comprehensive Community Prevention and Continuum of Care Program – Component C in Botswana. As the technical assistance provider, Jhpiego will strengthen civil society organizations (CSOs) to be able to deliver quality HIV and social servicesJhpiego will also partner with the Government of Botswana (GOB), particularly ministries at the national level and district government offices to prioritize and strengthen their capacity for leadership, coordination of orphans and vulnerable children (OVC) and gender-based violence (GBV) response strategies, and monitoring. The initial period of performance is two years with the possibility of three, one-year renewal periods.

Responsibilities

The Senior Finance and Administration/Human Resources Officer will work closely with the Finance and Operations Manager and project team to prepare and track the progress of project and activity budgets S/he will manage the day-to-day cash needs, travel requests and logistics, payments, procurements, contracts, consultants and financial reportingS/he will be well versed in compliance of PEPFAR/USAID’s financial management policies and procedures, having the requisite knowledge and skills to successfully support the Finance & Administration function that includes donor compliance, procurement, accounts payable, budgeting and forecasting, and financial reports. Human Resources responsibilities will lead the development and implementation of HR policies and practices for the project; provide day-to-day support the recruitment, retention and recordkeeping of personnel; ensuring adherence to Jhpiego HR standards, policies and practices, Botswana labor law, and USAID rules and regulations in conjunction with Jhpiego’s Regional HR Business Partner.

Responsibilities

  • Maintains, monitors, and disburses funds from the project bank account(s) per Jhpiego’s financial policies and procedures as outlined in the Jhpiego Finance and Accounting policies manual for country offices, QuickBooks Manual, Banking Policy, Procurement Policy, and any other policies
  • Maintains Log Registers/Reports - purchase order log, reports on Quickbooks etc. 
  • Performs physical verification of assets and inventory records with the administration department in line with donor requirements and Jhpiego’s accounting policies and procedures
  • Performs reviews of financial documents such as invoices, vouchers, expense reports, and other documents such as purchase orders to ensure the completeness, accuracy, reasonability, and validity of financial data
  • Ensuring that documents are adequately and filed on a timely basis, proper accounting records are maintained and compatible with standard accounting practice, JHU/Jhpiego and donor guidelines etcetera
  • Post vendor PVs into the accounting system daily
  • Monitors and reconciles travel expenses and project expenses to individual advances 
  • Performs physical verification of assets and inventory records with the administration department in line with donor requirements and Jhpiego’s accounting policies and procedures
  • Perform aging analysis of all accounts receivables and payables and ensure compliance with the agency’s policies at all times
  • Monitors and reconciles supplier statements regularly and ensures timely settlement of bills
  • Codes, tracks, and processes vendor invoices, consultant invoices, and travel advances for payments on a timely basis
  • Ensures prompt remittances of statutory deductions (PAYE, Pension, & WHT) to the appropriate government authorities.
  • Prepare VAT exemption forms and maintain all records relating to VAT exemption applications to donors, refundable VAT from suppliers, etc. regularly.
  • Support recruitment, onboarding, and development of staff
  • In collaboration with the Regional HR Partners, ensure the compliance of HR policies and a safe work environment in line with Jhpiego and JHU policies on diversity, equity, inclusion, and belonging
  • Work with supervisors to ensure that staff are supported for optimum performance
  • Assume other duties as assigned.

Required Qualifications

  • Bachelor's degree in accounting and finance; Business Administration or a related field
  • A professional accounting certificate is an advantage
  • Minimum of (5) years relevant experience in finance or accounting (experience within a structured international NGO is an advantage)
  • Knowledge of USAID regulations would be an added advantage.
  • Previous experience with non-profit organizations will be an added advantage
  • Demonstrated budgeting and budget monitoring skills
  • Expertise in Internal control systems
  • Financial management and financial reporting skills
  • Knowledge of Generally Accepted Accounting Principles, GAAP, and Accounting best practices.
  • Training personnel.

Knowledge, Skills, and Abilities:

  • An understanding of maintenance of ledger entries, books keeping skills, and bank reconciliation
  • Computer skills including the use of spreadsheets and/or accounting packages
  • Knowledge of internal controls
  • Financial and computer skills – working knowledge of database applications, word processing, and Excel, as well as experience with accounting software
  • Excellent organizational skills
  • Must be cooperative, hardworking, flexible & dependable.  
  • Self-management is necessary (i.e. motivation, dealing with pressure, adaptability), as is the ability to project a professional and consistent image.  
  • Ability to work in a complex environment with multiple tasks, short deadlines, and pressure to perform  
  • Ability to interact skillfully and diplomatically with colleagues and supervisors, both domestically and internationally.
  • Comfortable with a team approach to programming and the ability to manage several major activities simultaneously
