Terms of Reference

Overall purpose and Scope of Assignment:

The consultant will conduct a political economy analysis to inform the implementation of CP and GBV protection interventions under PROSPECTS 2.0. This is to ensure that the selection and implementation of interventions happen in politically smart ways (based on an understanding of the wider political environment, as well as individual and institutional incentive structures related to the CP/GBV protection transition process).

Scope of work

The consultant will engage with a range of Government institutions (including OPM/DoR, MGLSD, MoLG, KCCA among others, UN agencies, INGOs) and other actors interested and /or with mandates in child protection and gender-based violence service provision for refugees, asylum seekers and host communities aligned to national systems.

She/he will conduct a PEA as well as assess interest in working with UNHCR Protection Unit in the transition to service delivery for refugees and asylum seekers via the national systems as well as their specific roles and interests in strengthening national systems.

Based on the above fresh assessment, review the UNHCR Protection Unit thinking about the transition of GBV and CP services to date- identifying the strengths, flaws and opportunities. These may include stakeholders that ought to be involved, specific barriers and/or opportunities in the transition discourse at macro and meso-levels, incentives and interests influencing the transition at the different levels and potential windows of opportunity for Government to accelerate inclusion of refugees in national GBV /CP systems among others.
Offer recommendations (what is feasible, politically appropriate and has potential to contribute to PROSPECTS 2.0 objectives), how to engage with the different PROSPECTS partners, Government of Uganda and relevant stakeholders.

Qualification and experience required (degree required, years of work experience, field of expertise, language required):

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: • master’s degree in political science, public administration, law or a related field
Experience: • Minimum seven years' experience doing similar assignments.
• Senior level experience in analyzing and writing on political development issues in Uganda
• Experience in research and documentation with demonstrable analytical skills
• Familiarity with protection systems in the humanitarian sector in Uganda preferred;
• Experience working with government institutions, the GBV and CP national or local government systems.

• In-depth knowledge of the refugee response policy, relevant legislation, policy and regulatory framework in general and as is specific to gender-based violence and child protection;
• Established network and political access to key actors in GBV and CP humanitarian and development policy design, implementation and coordination.
• Familiarity with Uganda’s local governance context relevant for refugee management.
• The consultant will be required to handle client information with discretion and strict confidentiality. The consultant must comply with all the UNHCR’s Policies applicable to consulting services.
