Overview

The Senior Finance Officer will be responsible for providing multiple treasury functions to include risk management, cash flow forecasting and reporting VAT and TDS. They will support month-end bank reconciliation, as well as ensure proper entry into QBE. The will also be responsible for providing financial support to the Bangladesh office, including day-to-day financial operations in compliance to Jhpiego, donor and country policies, and maintaining Jhpiego accounting services and bookkeeping.

Responsibilities

Reviewing bills and supporting documents:

  • Review all financial documents, i.e., expense reports, invoices, purchase orders, contracts, to ensure completeness, accuracy, and validity of financial data, as well as being allowable and in accordance with the terms and conditions of agreement of the award and Jhpiego/JHU financial systems and procedures and Bangladesh SOPs.
  • Review travel expense reports and per diem report with supporting receipts and advances to reconcile and process vendor invoices, sub-recipient invoices and consultant invoices on a timely basis
  • Monitor advances and take necessary actions to make sure that advances are outstanding are minimum level, particularly at the closing date of month.
  • Coordinate with the relevant staff to support incomplete documents or additional documents if needed.

VAT & Tax Compliance:

  • Ensure (deducting or adding) VAT, TDS in bill as per National Board of Revenue (NBR) rules.
  • Prepare VAT & TDS summary sheet by slab and by conditions of NBR to process payment.
  • Fill data in eTDS environment by supplier and by line.
  • Support tax calculation for monthly salary and final payment.

QuickBooks:

Ensure completeness and accuracy of the following postings in QBE:

  • Payment voucher posting for vendor.
  • Advance voucher posting for customer/staff.
  • Local travel and filed visit voucher posting.
  • Advance Reconciliation voucher posting.
  • Expense reimbursement voucher posting.
  • Ensure VAT & Tax adjustment journal entries.
  • Unspent advance amount posting with documents.
  • Assist in preparing bank reconciliation as per the QBE closing requirement.
  • Assist in monthly QBE closing as per US office deadline submission and follow-up with US office to receive fund timely in USD account of SCB.
  • Assist in month end /quarterly/ yearly financial closing with proper ledger reconciliation.
  • Assist team to provide different vendor transactions date as request.
  • Monitor outstanding advance status and take action when necessary to minimize

Treasury and Banking:

  • Write cheques for payment (mainly for Govt. levy) ensuring authorized signatories.
  • Maintain check register for BDT & USD accounts.
  • Write USD check to transfer the fund in BDT.
  • Ensure electronic payment (S2B/wire transfer) by online banking system (if any).

Other Responsibilities:

  • Orient and train new hired staff of Jhpiego in general finance including how to claim travel advance, complete the travel expense sheet, as well as protocol for submitting advances or reimbursements.
  • Prepare Bill voucher filing by chronological order.
  • Any other tasks and assignments given by the supervisor.
  • Work with internal and external auditors when necessary
  • Serve as dotted line technical Point of Contact for the Finance & Operations Officer supporting the UNFPA project
  • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Required Qualifications

  • Minimum 5-6 years of relevant experience in related field in NGO
  • Have knowledge on Accounting, auditing, financial forecasting, and budgeting principles and practices with basic management information systems applications for accounting functions
  • Have ability to analyses complex problems, evaluate alternatives and implement
    creative recommendations, organize work, set priorities, meet deadlines, and
    complete assignments with minimal supervision
  • Have skills in working on several assignments simultaneously, setting priorities,
    meeting deadlines, and working independently within established guidelines.
  • Excellent computer skills with all Microsoft Office programs (MS Word, Power Point, Excel)
  • Public relations, communication, coordination and Networking skills.

Preferred Qualifications

  • Masters in Finance/Accounting/ Business Administration from any recognized university/ institution.
  • Advance Degree in Finance & Accounts will be added advantage.
