Overview

USAID’s Momentum Country and Global Leadership (MCGL) award is a USAID funded global award, that works in tandem with country governments and local nongovernmental organizations to provide targeted technical and capacity development assistance and contribute to the global technical leadership and policy dialogue on improving measurable outcomes for maternal, reproductive, newborn and child health, and voluntary family planning. MCGL seeks a Program Officer to provide support to the Project Director for a USAID program in East Jerusalem, the East Jerusalem Hospital Network (EJHN). EJHN comprises six non-profit, charitable hospitals that have a long history of providing services to patients from East Jerusalem, the West Bank and Gaza hospitals in East Jerusalem. The EJHN program will support hospitals within the network to diversify income streams and improve quality of services for patients from the West Bank, Gaza and East Jerusalem. This position reports to the Project Director.

The Program Officer will work in close collaboration with the MCGL project team in East Jerusalem and representatives from different Jhpiego HQ departments (e.g., Contracts Management Compliance Division, Travel, Procurement, Global External Communications Office) to support successful implementation of the projects. The MCGL EJHN Program Assistant will also have the overall responsibility for administrative support to the Project Director during this project. They will be responsible for planning and scheduling meetings with key stakeholders and taking notes during meetings and disseminating them to the broader program team. They will also ensure effective organizational management and communication with the host country government at all levels, local stakeholders, as well as supporting timely start-up for the project.  

Responsibilities

  • Contribute to workplan’s timely review, revision and update process in collaboration with MCGL Project co-leads  
  • Contribute to/draft project documents such as Annual Reports, Quarterly reports, briefs, and planned communication and knowledge management products 
  • Support monitoring of progress on key deliverables and activities outlined in the workplan in coordination with project’s consortium partners
  • Support planning and execution of meetings and activities and document. 
  • Support timely deliverables of the local partner organizations’ Fixed Amount Awards in coordination with MCGL in-country and HQ-based teams 
  • Coordinate closely with HQ based MCGL team  
  • Support the Project Lead maintain strong coordination with donor/Mission, and key stakeholders in country by attending meetings, follow up on action points, drafting communications  
  • Contribute to overall Jhpiego country program through regular communications with other project leads  
  • Coordinate with Finance officer to support budgeting for activities and financial reconciliation as required.  
  • Ensure compliance with Jhpiego and JHU operational policies and regulations 
  • Ensure compliance with Donor policies and regulations 
  • In coordination with project leadership, provide management support for routine and ad-hoc meetings, including agenda planning and development, and follow-up on key action items, etc. 
  • Support external communications efforts including development or review of success stories, newsletter articles, blog posts, or other external communications products 
  • Schedule / organize recurring meetings with internal and external stakeholders including USAID/West Bank/Gaza, the ministry of health, EJHN hospitals, and other implementing partners, UN agencies, civil society groups and organizations and document minutes and manage distribution.
  • Provides support to program team in meetings; takes notes and maintains an organized repository of notes
  • Coordinate and manage in-country travel for the research team including, but not limited to organizing ground transportation and retaining receipts for repayment until hiring of Admin Officer.
  • Execute functions, tasks, and assignments as assigned by project director.
  • Conduct research and perform surveys to collect functional data to be structured for analysis and recommended direction.

Required Qualifications

  • Bachelor’s degree with 5 years’ experience in public health, international affairs/international development, or related discipline
  • Advanced degree with 3 years’ experience in public health, international affairs/international development, or related discipline
  • Experience implementing similar programs funded by USAID preferred
  • Bilingual in English and Arabic, both written and spoken
  • Relevant experience working in international development, non-profit or research
  • Residence in East Jerusalem preferred, and familiarity with organizations within the government, the health system and the donor community.
  • Excellent verbal and written communications skills and ability to transcribe meeting notes in English
  • Proficiency in word processing and Microsoft Office
  • Experience negotiating with vendors and organizing travel logistics for a team
