Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the world’s largest volunteer-based humanitarian network. The Federation is a membership organisation established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

The IFRC is headed by its Secretary General and is headquartered in Geneva, Switzerland. The headquarters is organized into three main divisions: i) National Society Development and Operations Coordination; ii) Global Relations, Humanitarian Diplomacy and Digitalization; and iii) Policy, Strategy and Corporate Management Services.

IFRC has five regional offices in Africa, Asia-Pacific, the Middle East and North Africa, Europe and the Americas. The Federation also has country group delegations and delegations from countries all over the world. Together, the Geneva headquarters and the field structures (regional, sectoral and national) make up the IFRC secretariat.

In line with the 7 transformations of the IFRC 2030 strategy: supporting and developing National Societies as strong and effective local actors, inspiring and mobilizing volunteerism, ensuring trust and accountability, working effectively as a distributed network, influencing humanitarian action and undertaking digital transformation, financing the future. The IFRC strives to help National Societies build more effective and robust financial and organizational development systems and capacity.

The IFRC office in Abuja is the National Society (NS) Red Cross Support Centre for the Abuja Country Group delegation (Nigeria, Benin, Togo and Ghana) and has a status agreement with the Nigerian government.

The Abuja Country Group delegation carries out the IFRC's mandate in the sub-region, focusing on disaster management, National Society capacity building and humanitarian diplomacy.

The post holder will be contracted by the Togolese Red Cross (CRT) and will be seconded to the IFRC office. The position will be based in Lome.

Job Purpose

Working under the direct supervision of the Program Coordinator in close collaboration with all heads of departments, partners and stakeholders including government, the incumbent shall be expected to undertake the following: -

Job Duties and Responsibilities

  • Ensure that there is a balanced approach between hardware and software elements in all WASH programmes.
  • Oversee and implementation of the WASH project activities in the all the regions as per Partners
  • Prepare proposals, budgets and Plans of action for all WASH programmes.

 

  • In consultation with the partners as identified from time to time , ensure the development of design plans, work drawings, technical specifications, bills of quantities as per approved standards by the relevant government department.
  • Coordinate community mobilization and sensitization of the community on WASH activities when needed.
  • Ensure follow-up and inspection to ensure project materials are delivered as per specified quantities at field level promptly.
  • Coordinate and supervise implementation works including managing construction contracts per set terms of contract.
  • Coordinate water quality analysis for new and rehabilitated water sources in liaison with partners and stakeholders and implementing remedial measures to ensure delivery of potable water to beneficiaries.
  • In liaison with partners and stakeholders, undertake training of community hygiene promoters through participatory methodologies such as Community Led Total Sanitation (CLTS)
  • Spearhead the CLTS campaigns targeting the beneficiary community in liaison with the stakeholders at various levels.
  • Establish and oversee implementation of systems for efficiently controlling the quality of technical works; closely tracking work progress against payment and work schedules, and controlling the quality of the final construction outputs as per partners and user community expectations
  • Ensure optimal use of financial and capital resources in the project as per partner expectations and within the TRCS guidelines.
  • Coordinate community mobilization activities to ensure adequate community participation and decision making as required.
  • Liaise with the beneficiary community and local authorities in the selection of project sites as per requirement of the project design.
  • Represent the organization and actively participate in the National and Regional level WASH Cluster, Planning and Coordination meetings.
  • Coordinate and participate in project start-up/project closure workshops and end of Project Evaluation for the project as per project design and within the project implementation deadlines.
  • Responsible for the preparation of project documentation including monthly project financial reports and other periodic reports as per donor requirements.
  • Contribute to monthly reports for WASH cluster attention.

Contribute to Delivering quality in operations

  • Ensure that tools, guidelines, and projects are based on evidence, and applicable international standards and follow a resilience-based health approach.
  • Ensure that behavioural change components and training are following good standards and are aligned to department-wide approaches.
  • As part of quality enhancement programme, contribute to supporting National Societies to develop systems that allow a ‘seamless’ transition from health development to emergency response to recovery, build back better and accelerated development.

  • Be accountable to the Program Coordinator by providing regular progress reports on results against objectives and risk analysis as set out by established procedures in Togo
  • Be flexible in their work definition according to needs and targets and improve efficiencies and effectiveness within available resources.

Education

  • Relevant postgraduates Civil Engineering/ WASH/ Public Health university degree 
  • Relevant training in Program management and coordination

Experience

  • 3 years of experience in WASH/ Public Health project management
  • Proven abilities in coaching, and supporting staff       
  • Experience in health project planning & budgeting, supervision, and management including monitoring and evaluation   
  • Experience in working on both emergency health issues and engaging effectively with beneficiaries, especially women and children and other vulnerable groups      
  • Experience in producing narrative & financial reports       
  • Experience with working with National Society structures     
  • Proven knowledge of the Togo WASH National context
