Overview

Jhpiego is seeking a Sr. Hub Director to provide regional strategic guidance and leadership, support Jhpiego's Southern and East Africa country teams to successfully achieve their country specific strategic growth plans and objectives. The Sr. Hub Director promotes Jhpiego mission and vision throughout the region, building and sustaining strategic partnerships and encouraging a OneJhpiego philosophy by establishing systems for country teams to share lessons and resources and identify and resolve issues. They also, promote a culture of curiosity and innovation within the hub. And, supervise a reasonable number of country leaders as appropriate.

Additionally, the Sr. Hub Director will provide country-level leadership in their home country (in their role of Country Director), guiding the vision, leadership and strategic direction at the national level. The Sr. Hub Director will maintain strong partnerships with national Ministries of Health, donors, local partners, and ensure implementation of country’s locally-led development strategy. The Sr. Hub Director will also oversee the programmatic, technical, and financial integrity of Jhpiego’s programs in their country and ensure they comply with government, donor, JHU and Jhpiego policies and procedures. 

 

Note: This position requires candidates to be located in Southern or East Africa.

Responsibilities

Hub Leadership and Coordination

  • Leads collaborative efforts to define terms of reference for the Hub for effective, efficient and sustainable operation along with clear objectives and indicators.
  • Promotes a culture of respect, continuous learning, open sharing and innovations among hub teams.
  • Facilitates routine meetings with country directors/country program managers in the Hub to ensure that successes and experiences are shared across countries and the appropriate linkages are made between countries. 
  • Identifies country-based focal points for the identified sectors (e.g., HR, finance, technical, M&E, KM, LLD, NPD, etc) who will work together to map human resources within the Hub that can be utilized to support other country teams.
  • Facilitates problem resolution for escalated issues raised by CDs/CPMs and focal points in the region, working with US global support departments as needed.
  • Establishes an environment of knowledge-sharing across Hubs (in partnership with other Regional Hub Directors and/or US colleagues, as appropriate.
  • Serves on Jhpiego leadership team to shape and define organizational-level priorities from the perspective of the countries and hubs.

Regional strategic vision, growth, innovations, and external relations

  • Facilitates the design of regional/hub strategies with Country Directors and others in the Hub Region, ensuring strong alignment with Jhpiego’s global strategy and vision.
  • Helps to establish priorities and identify strategic positioning opportunities (e.g., new technical and program innovation for testing).
  • Promotes strategic thinking and innovations across the hub.
  • Manages strategic Hub annual workplan and budget to meet priorities and address identified organizational needs and stay within budget.
  • Enhances Jhpiego’s positioning with partners and donors throughout the Hub (e.g., conference participation, webinars, meetings, publications, leadership skills, etc.)
  • Expands Jhpiego’s network of partnerships throughout the Hub (local, country, regional, global).
  • Represents Jhpiego’s mission, vision and interests to donors and other key stakeholders in public and professional circles through meetings, conferences, and presentations and complies with Jhpiego standards for submission of communication deliverables.
  • Provides support to Countries, as needed, to develop their country specific strategies for impact, growth and partnerships including new program development and positioning and buy-ins for global projects.
  • Supports new program development across the hub in collaboration with Country Directors, by providing input into new program development opportunities that cut across multiple countries in the hub, tracking trends across the countries, conducting capture visits, serving as technical lead, reviewing proposals, mobilizing technical resources, etc.

Country Office Leadership (in its own country in the role of Country Director)

  • Provides overall strategic leadership and vision to the Jhpiego Country Office.
  • Provides strategic direction to ensure programmatic and financial integrity of all projects and to achieve rapid and sustained goals, objectives and targets.
  • Develops, revises and/or or updates the Country Strategy aligned with overarching organizational strategies and frameworks as needed,. 
  • Ensures that all Jhpiego activities are in line with country priorities and include substantial engagement of national partners.
  • Reinforce the communication and synergies with Jhpiego at all levels to be aligned with organizational strategic direction, ensuring efficient program operations.
  • Builds a safe, respectful and harassment-free work environment to all Jhpiego staff, consultants and others who will be engaged by Jhpiego.

Country Office Compliance (in its own country in the role of Country Director)

  • Ensures the country office is complaint with all local laws and donor policies, procedures, rules and regulations related to management, technical, programmatic, financial and human resources operations
  • Verifies registration status and works with home office to renew as needed
  • Ensures statutory audits and financial reports have been completed and filed with the appropriate agencies
  • Ensures country operations meet all legal requirements for filing reports, withholding and remitting income taxes for all local staff, expat staff, TCNs, consultants and vendors, and work permits for expats and TCNs retained by the Field Office
  • Leads efforts to correct and rectify all deficiencies in the design, operation, identified weaknesses or non-compliance cases
  • Designs internal controls and/or policies to ensure compliance requirements are met
  • Reports any violations of law, legal actions and other matter on non-compliance to home office

Supervision in-country and regionally

  • Provides coaching, guidance and mentorship to direct report(s) where needed.
  • Sets targets and objectives for assigned area and delivers results.
  • Grows team expertise to align with program and organizational direction while continually looking for ways to provide / enhance the value delivered.
  • Tracks, monitors and effectively addresses and / or rewards performance of team members.
  • Manages employees in compliance with all HR policies, procedures, guidelines.
  • Shares knowledge, information, skills and subject matter expertise among the team and ensures the timely communication of issues while encouraging good working relationships with other functions / teams.
  • Recruits for all hires to ensure a highly diverse, qualified workforce with the necessary capabilities needed to achieve goals.

Required Qualifications

  • Advanced degree – MD, Masters in Public Health, Health Administration, International Health or a related field at the minimum or equivalent level of field experience.
  • 12+ years' experience successfully managing large, multi-partner, multi-year international health sector development projects that have implemented successful activities, inclusive of 5+ years of experience as a Country Director.
  • Strategic positioning and innovation: Ability to develop a strategic vision and foster innovative thinking in coordination with multiple country teams in line with Jhpiego’s global strategy and vision. Experience successfully representing Jhpiego in various fora with multiple donors at country, regional, global levels.
  • New program development: Ability and experience developing country strategic plans, conducting capture trips, liaising with new and established donors, reviewing proposals, support multi-country donor proposals.
  • Communications: Excellent communication skills (written and oral), with a wide range of internal and external stakeholders.
  • Partnership skills: Ability to identify, foster, and work well with multiple partners using strong partnership principles (engagement with trust, mutuality, collaborative, equity-based, sustainable). USG experience is required.
  • Work planning: Ability to develop, monitor, and adapt an annual Hub workplan to meet the determined strategic goals.
  • Intercultural Skills:  A strong understanding of how to work effectively across different cultural and communication contexts.
  • Understanding of How to Work Effective in Different Kinds of Country Contexts:  Comfort with working in countries that have more open and more closed political space; those that are more xenophobic and those that are more outward-looking; those that are peaceful and those that are in conflict; and those that are considered still developing vs. those that are considered middle income.
  • Negotiation: Negotiates skilfully in tough situations with both internal and external groups; wins concessions without damaging relationships.
  • Business Acumen: Maintains current knowledge about policies, practices, trends, technology, competition, and information in the marketplace that does or may affect their work. Presents her/himself professionally.
  • Teambuilding: Strong experience building teams across diverse multilingual countries who will collaborate together to define and implement a joint strategic vision. Comfort acting as a servant leader supporting country directors and teams to success and provide advice without judgement.
  • Reinforce peer to peer connections and OneJhpiego: Ability to develop systems and processes that support cross-country and cross-Hub connections and sourcing needed support from peer countries.
  • Knowledge Management: A strong understanding of KM tools, systems and processes used to enable sharing of lessons and experiences.
  • Change Management: Experience managing complex changes within an organization and adapting to evolving political and donor contexts.
  • Problem solving and judgment: The ability to identify risks and issues early on, develop risk response plans based on situation and knowing when risks and issues need to be escalated.
  • Supervision/mentoring: Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs and mentoring staff not directly supervising to support their success.
  • Language skills: Fluent in English required. Preferred: Fluent in another language used regionally.
  • Travel Requirement: up to 30% of the time.

Preferred Qualifications

  • Experience working regionally or in multi-country projects.

Total compensation will be based on the country of hire and Jhpiego’s local compensation plan.
