Our Mission and Vision: As the United Nations lead agency on international development, UNDP works in 170 countries and territories to eradicate poverty and reduce inequality. We help countries to develop policies, leadership skills, partnering abilities, institutional capabilities, and to build resilience to achieve the Sustainable Development Goals. Context

Lebanon has demonstrated a strong commitment to international climate action through its ratification of key climate agreements. By becoming a party to the Kyoto Protocol, Lebanon underscored its dedication to reducing greenhouse gas emissions and contributing to global mitigation efforts. Furthermore, Lebanon's ratification of the Paris Agreement in 2015 solidified its commitment to aligning national climate actions with the accord's ambitious goal of limiting global warming well below 2 degrees Celsius, showcasing its active role in the international fight against climate change. As a Party to the UNFCCC and its Paris Agreement, Lebanon has pledged its Nationally Determined Contribution (NDC) to reduce its national emissions and adapt to the impacts of climate change in 2015, and its updated NDC in 2021. The Ministry of Environment (MoE) is the focal point to the UNFCCC and the current Lebanese delegation has been participating in international climate change talks since 2007. Lebanon has been part of the League of Arabe States (LAS) with Saudi Arabia being the lead negotiating country in the for the group.

Task description

• Data compilation: compile comprehensive League of Arab States (LAS) and Environmental Integrity Group (EIG) Submissions, including but not limited to current relevant climate change negotiations tracks under the Paris Agreement: adaptation, mitigation, means of implementation, transparency, finance, etc. 1- To compile and review LAS’ Conference of Parties (COP) submissions since 2015. 2- To compile and review the Environmental Integrity Group (EIG)’s submissions since 2015. • Comparative Assessment: Identify points of divergence and convergence between Lebanon’s climate negotiating priorities and LAS and EIG submissions since 2015. 1- To identify points of divergence (and/or convergence) between LAS’ prioritized actions and Lebanon’s priorities as per its Nationally Determined Contributions (NDCs) and other relevant climate change strategies provided by the climate change team at the Ministry of Environment. 2- To identify similarities in prioritized climate change negotiation action between Lebanon and the EIG group. • Reporting: Prepare detailed reports outlining findings, with clear visualizations (graphs, charts) and executive summaries. Final outputs are to be presented in as: 1- A comprehensive report on the state highlighting the representation of Lebanon’s climate change priorities and needs as part of the LAS, and alignment opportunities and entry points with the EIG. 2- A presentation of key findings and recommendations.
