Organizational Setting

The Food and Agriculture Organization of the United Nations is mandated to build a world where everyone has access to safe, nutritious food.

FAO office in Mongolia has a diverse portfolio of projects and activities to support the Government Counterparts in Mongolia in addressing challenges related to sustainable transformation of food systems and management of natural resources and the achievement of Sustainable Development Goals in Mongolia.


Reporting Lines

Under the overall supervision of the FAO Representative (FAOR) in Mongolia and direct supervision of Assistant FAOR;
and in close collaboration with technical, operational and administrative colleagues of FAO Mongolia, as well as through ensuring the coordination of project counterparts and service providers, the Programme Specialist will be expected to support to the achievement of FAO’s programmatic goals in the country.


Technical Focus

Programme/Project development and coordination based on knowledge of local conditions, and institutions of the country of assignment.


Tasks and responsibilities


• Support to implementation of the Country Program Framework (CPF) between FAO and Mongolia by ensuring alignment with the United Nations Sustainable Development Cooperation Framework (2023-2027) that represents the joint strategic planning framework for collaboration between the United Nations and the Government of Mongolia;
• Lead and be fully responsible for implementation of the Technical Cooperation Project on promoting Innovative evidence-based solutions and investments in agri-food systems transformation in Mongolia in the context of Hand in Hand initiative
• Work with the relevant colleagues at the regional office, the headquarters, and other relevant experts on preparing solid evidence based analysis for the technical project under Hand in Hand Initiative
• Contribute to creating synergies and cross-benefits between different projects and programmes for maximum impact;
• Draft notes, background papers, talking points, speeches and other correspondence when required
• Support preparation of knowledge products, lessons, innovations, policy developments, and good practice experiences in the country
• Draft inputs to briefs, policy dialogue and other documents related to programming
• Build and manage relationships with partners to support implementation and expansion of the programme
• Support closely the programmatic monitoring to identify bottlenecks and challenges as they develop and propose alternative measures to achieve intended results;
• Oversee and coordinate the finalization of necessary reporting requirements;
• Support any evaluation processes and the follow-up of addressing issues that are identified;
• Support the identification of best practices and lessons learnt, ensure their proper documentation and dissemination;
• Perform any other duties deemed necessary for the realization of these tasks.

Minimum Requirements

• University degree in relevant field including economics, economic analysis, agricultural economics, Sustainable Development, social sciences, public administration, agriculture, forestry, natural resources management, climate change, environmental management or any field that may be related to FAO’s work is required.
• A minimum of 5 years of experience relevant to project/programme development, planning, implementation and appraisal, as well as in the development and use of results-based management and monitoring systems
• Working knowledge of English and Mongolian.
• National of Mongolia or resident of the country with valid work permit.

Technical/Functional Skills

• Full computer literacy in effective use of internet sources and Microsoft Office programs i.e. MS-Word, MS-Excel and MS-Power Point. The candidate is expected to work with online corporate information systems and resources.
• Ability to draft analytical reports and operational framework documents, including an understanding of Logical Framework approach and planning of inputs to obtain necessary outputs and results; financial literacy will also be considered as an advantage.


Selection Criteria

• Advanced university degree will be considered an advantage.
• Demonstrated ability to process complex data and analyze information as the basis for technical and policy advice and mastery of subject matter.
