Context

The UN Volunteer is expected to support the WB team and the Government of Guinea in the implementation, monitoring and evaluation of the West Africa Regional Digital Integration Project (WARDIP) Guinea project. The WARDIP Guinea project is part of a regional series of project aiming to increase broadband access and usage in participating countries and to promote the establishment of a single digital market in Western Africa. Especially in Guinea, the project will increase broadband access and usage in and advance integration of digital markets in Western Africa. The project covers Mauritania, The Gambia, Guinea-Bissau and Guinea. It also partners with the Smart Africa Alliance, the ECOWAS and the African Union. It has an overall budget of 266.5MUDS, out of which 60MUSD is dedicated to Guinea. The Ministry of Post, Telecom and Digital Economy is the implementing entity and has hired a Project Implementation Unit (PIU) in charge of the daily implementation of the project.

Task description

Under the direct supervision of the project Task Team Leader in charge of the regional project implementation, the UN Volunteer will undertake the following tasks: - Ensure timely implementation of the project in partnership with the PIU. - Assist in defining a dashboard of activity for increased visibility on project activities. - Support the PIU with drafting and review of Terms of reference for technical studies planned (digital infrastructures, digital financial services, e-commerce, government digital services, digital entrepreneurship, digital economy regulatory framework…) - Conduct quality review of technical deliverables as needed. - Help monitor local development in the digital economy in Guinea through market intel-ligence tools.
