OBJECTIVES OF THE PROGRAMME

Contribuer a l'amelioration de l'etat de sante de la population par le renforcement du systeme national de sante, capable de fournir des soins et services de sante performants abordables et equitables.

DESCRIPTION OF DUTIES

Sous la supervision du Representant, le titulaire devra realiser les taches suivantes :1. Suivre la mise en œuvre effective du programme de cooperation de l'OMS avec le Gouvernement. Ce qui inclut entre autres : la planification des programmes biennaux, la preparation des plans operationnels periodiques, la verification de la conformite des interventions et de leurs contributions a l'atteinte des resultats escomptes et la production des rapports periodiques; 2. Contribuer efficacement a la revue des Politiques Nationales de sante, a l'analyse de la situation sanitaire du pays, l'elaboration, le suivi de la mise en œuvre et a l'evaluation des plans, programmes et projets de sante; 3. Fournir un appui technique pour la mise en œuvre de reformes du systeme de sante tant au niveau central et regional qu'au niveau peripherique et en ce qui concerne particulierement les aspects juridiques, organisationnels,gestionnaires, de planification, de coordination et de recherche sur les systemes de sante; 4. Renforcer les capacites techniques du personnel de sante conformement a la politique du pays en matiere de developpement des ressources humaines en sante par: l'identification des besoins de formation, la planification, l'organisation, le suivi et l'evaluation des sessions de formation continue; 5. Contribuer au developpement du systeme national d'information de sante notamment a travers: le developpement des supports de collecte et des outils d'analyse des donnees, la mise en place de bases de donnees,la production de supports cartographiques et l'appui a l'elaboration de la carte sanitaire et de l'annuaire des statistiques sanitaires; 6. Produire et assurer la mise a jour reguliere des profils de sante, profils pays, profils des districts de sante; 7. Contribuer au renforcement du role des partenaires en sante dans la coordination des interventions a travers : l'organisation de reunions de coordination periodiques, la diffusion des informations sur les progres accomplis, le soutien aux recherches et la mobilisation des ressources requises pour le developpement sanitaire.Assurer la contribution de l'OMS a l'elaboration, le suivi de la mise en œuvre et l'evaluation du Plan cadre commun des nations unies pour l'aide au developpement (UNDAF). Mener toute autre activite professionnelle jugee necessaire par le Representant de l'OMS au Congo.

REQUIRED QUALIFICATIONS

Education

Essential: Diplome de medecine delivre par une Universite reconnue suivi d'une formation en Sante Publique ou Diplome de sante publique, niveau minimal 3eme cycle d'etudes superieures delivree par une Universite reconnue, avec pour orientation planification et gestion des services de sante ou economie de la sante.
Desirable: Diplome Post-universitaire en Sante Publique .

Experience

Essential: Experience d'au moins 5 annees dans le domaine de la planification/ gestion des services de sante et a un poste de responsabilite au niveau national.
Desirable: Experience sur la promotion de la sante et du developpement;Experience de travail dans une organisation-internationale œuvrant dans le domaine de la sante, plus specifiquement dans le domaine de la planification serait un atout.

Skills

Connaissance et experience averee dans le domaine de la sante publique, en matiere de planification et de gestion des systemes de sante et en epidemiologie. Competences et aptitudes pedagogiques. Capacite a communiquer d'une facon claire et concise, par ecrit et oral. Aptitude a etablir des relations de travail avec des personnes de differentes cultures e nationalites. Capacite a promouvoir la position et l'autorite de l'OMS dans le domaine de la Sante a travers l'innovation et l'apprentissage dans l'Organisation. Connaissance en informatique.Competences en plaidoyer et mobilisation sociale seraient un atout.

REMUNERATION

Remuneration comprises an annual base salary starting at XAF 24,513,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
