1. Project Background

The Asian Infrastructure Investment Bank (AIIB) is the Multilateral Development Bank established in January 2016. The AIIB is owned by over 109 approved AIIB members worldwide. The AIIB has USD 100 billion capital and is Triple A rated by the major international credit rating agencies. Working with partners, AIIB meets clients’ needs by unlocking new capital and investing in infrastructure that is green, technology-enabled and promotes regional connectivity. The mission of AIIB is financing the infrastructure for Tomorrow (i4t) – infrastructure with sustainability at its core: (i) Environmentally: Addresses ecological impacts like water and air quality, biodiversity, pollution and climate change; (ii) Financially and economically: Programs/ Projects with a sound return on investment that raise economic growth and increase productivity; (iii) Socially: Gives inclusive access, particularly to citizens excluded from access to infrastructure services. The AIIB has four thematic areas: (i) Green infrastructure; (ii) Connectivity and regional cooperation; (iii) Technology-enabled infrastructure; (iv) Private capital mobilization. Both Sovereign Backed and Non-Sovereign Backed financing are supported by the AIIB. There are four financial products that are offered by the AIIB: (i) Sovereign Backed financing (requiring sovereign guarantee); (ii) Non-Sovereign Backed financing (e.g., Private, SOEs, Municipalities etc.), (iii) Equity Investment (direct equity investments in private or public sector companies) and (iv) Preparation Advances for Sovereign Backed financing (a grant facility with contributions from some member countries; this supports the project preparation for low income and low capacity countries). As of June 2024, the AIIB has approved a total of 271 projects in 38 member countries with a total financing amount of approximately USD52.67 Billion (sovereign loans comprise roughly two-thirds of the total lending). Another 70 projects are being prepared in the pipeline of the approved projects, transport sector projects comprise approximately a sixth of the project. AIIB’s investment operation is divided into two regions: Region 1 (all of Asia barring Pakistan and Afghanistan), and Region 2 (rest of the world). India is one of the major countries in Region 1, where the AIIB invested heavily. Currently, Government of India (GOI) and the Government of Tamil Nadu (GOTN) are implementing the ‘Chennai Peripheral Ring Road Project’ with the support of AIIB (financing support is USD378 million). The Project is a part of the broader Chennai Peripheral Ring Road (CPRR) and consists of the following activities: (i) construction of a 56.2km (Section II – 26.1km and Section III – 30.1km) six-lane dual carriageway with two-lane service roads on each side; (ii) consulting services plus capacity development. The project is being implemented by the Tamil Nadu Highways Department (TNHD) and Tamil Nadu Road Infrastructure Development Corporation. Discussions are also ongoing with the GOTN and GOI for further investments in the state and country. The present ToR is intended for the Senior Program & Project Investment Specialist (hereinafter referred to as “the Sr. Specialist”) who is expected to guide/ facilitate and coordinate the AIIB Program/ Project Team/Public Sector Clients Department – Region 1 for Program/ Project Development and implementation management (hereinafter referred to as “the Team/Department”), mainly in the conceptualization, identification and preparation of existing and potential projects in Chennai (Tamil Nadu), India and if deemed necessary, in other states/ countries under the AIIB, Region 1 and 2.

2. Objectives of the Assignment

The overall objective of this assignment is to (i) monitor the progress of the ongoing Chennai Peripheral Ring Road Project and (ii) provide guidance/ support to the AIIB Project Team/ Department in initiating dialogue and furthering relationships, coordinating and facilitating with clients in Tamil Nadu of India and if deemed necessary, in other states of India and countries under AIIB Region 1.

3. Scope of Services

The scope of work of the Sr. Specialist will be, but not necessarily be limited to the following; Monitoring the Progress of CPRRP: * Leading the identification of all project actions and converting them into an Action Plan for their monitoring (which will be integrated within the overall monitoring approach); * Leading the effort in identifying actions which are off-track and alerting the team about them. Also, devising and sharing with the Team strategies for bringing them on track; * Participating in project reviews and assisting the Team in drafting the Aide Memoires or other relevant documents and their finalization; * Visiting sites from time to time and reporting on the site visit findings. Also, drafting a plan for the client to be used for resolving issues identified during the field visits; * Attending different project meetings and drafting the relevant portion of the agenda and meeting notes; * Helping the team in the development of a comprehensive quality assurance framework and tools, and monitoring the progress and quality of its implementation; * Following up with clients on the agreed actions and reporting the Team on the follow up outcomes; * Performing any other relevant tasks that may arise from project needs and reasonably assigned by the PTL(s). Guiding the PSC1 for new project conceptualization/ identification/ preparation: * Gaining understanding about the states’/ national goals and objectives of India and AIIB’s primary mandate, policies, and strategies, existing operations, financing products, etc. * Assessing the complementarity between India’s national development priorities, in particular in infrastructure sectors and AIIB investment opportunities. * Positioning as an interface between the Government of Tamil Nadu (GOTN)/ Government of India (GOI) and the AIIB for initiating fruitful dialogues between the two parties; * Facilitating with the clients in conceptualizing and furthering initial investment ideas developed during the course of discussions; * Fine-tuning GOI/ GOTN developed the concept and developing detailed concept notes. * Coordinating/ facilitating the GOTN/ GOI and the private sector in the identification of appropriate AIIB financing instruments and guiding them in familiarizing the AIIB financing terms and conditions and modalities; * Facilitating/ Assisting the Team/Department in drafting trust fund and other technical assistance project financing proposals; * Provide inputs/ services to other AIIB member countries should there be a request from the AIIB and interest shown by Sr. Specialist. * Guiding the Team/Department in the potential AIIB-financed project preparation including the GOTN/ GOI. * Coordinating/ facilitating the Team by arranging meetings with the GOTN/ GOI, drafting the meeting notes and following up on the meeting decisions. * Facilitating/ Guiding/ Assisting Team/ Department in the study, design & implementation of AIIB-financed projects. * Advising/ Facilitating the Team/ Department in distilling and dissemination of any lessons learned from AIIB-financed operations.

4. Consultancy Output / Deliverables

The outputs will be generated based on the PTL/ team requirement. The format and mode of reporting will be discussed with the PTL/ team beforehand.

5. Implementation Arrangement

The consultant will be mapped to the Public Sector Client Department Region 1 (PSC1) of AIIB and will report to the PTL for CPRRP.

6. Support to the Consultant by the Bank

The Department will make all documents and data available to the Sr. Specialist. The Department/ Bank will introduce the Sr. Specialist to the project team (both bank and the client and may facilitate the Sr. Specialist coordination with these teams, as required. For each field visit, the Department/ Bank Project Team will help the Sr. Specialist to finalize the plan, approval of travel plan, issue air tickets, and provide the cost of travel (by air/land) and hotel accommodation (when the Sr. Specialist’s staff/ members as required by the Bank for performing the Assignment). If necessary, the Department/ Bank may provide fully equipped working office space, supporting members/ staff and other logistic facilities for report preparation or other activities, as required.

7. Knowledge Transfer and Training

Sr. Specialist will be updated on AIIB policy, and program as required. Knowledge transfer/ training/ refresher courses (both onsite and online/virtual) will also be arranged as deemed necessary and a visit to the AIIB Head office/other offices in Region 1 will be organized as required.

Qualification Requirement

The qualification requirements are as given below: * Minimum master’s degree in engineering, economics, or relevant field. * Minimum 20 years of working experience * Work experience with Multilateral Agency or multilateral organizations or bilateral agencies along with a proper understanding of the Government procedure is essential * Work experience as a policy maker/planner/program budgeting/ result-based management/ team leader/ Coordinator/ facilitator in/ for government entities will be an advantage * Multi-country working experience is an advantage * Experience in project identification, preparation, feasibility study/ design/ supervision/ implementation is required * Working experience in multi-sectors/ sub-sectors is essential * Experience in dealing/working with clients’ ministries, departments, or agencies is essential * Good (written and oral) communication skills in English. * Knowledge of the local context(s) and local language. * The consultant must be based in India (preferably in Tamil Nadu).
