1. Project Background

This Terms of Reference (TOR) is for a Consultant who will assist in the technical supervision of social safeguards tasks in accordance with the Environmental and Social Framework (ESF) Requirements of the Asian Infrastructure Investment Bank (AIIB). In this regard, the consultant must have a broad range of operational and analytical experience and be familiar with the Environmental and Social Framework (ESF) and Environmental and Social Standards (ESS) of the AIIB. Familiarity with other MDB policies is an advantage.

2. Objectives of the Assignment

The purpose of this assignment is to assist in the E&S due diligence, supporting finalization of draft ESIAs and RAPs, and their on-the-ground supervision in line with the AIIB’s ESP and or other applicable safeguard policies for projects.

3. Scope of Services

The consultant will participate in Missions and Project preparation work and provide technical and operational assistance on social safeguards issues, to the AIIB Task Teams that are responsible for the supervision and preparation of projects he/she is assigned to. He/She will coordinate with the Project Management Units to ensure that the preparation of social instruments are satisfactory to AIIB requirements and implementation of Social Safeguards commitments are complied with satisfactorily.

4. Consultancy Output / Deliverables

The consultant will assist the AIIB Task Teams in the performance of the following tasks: 1. Provide technical support to the China: Henan Flood Rehabilitation and Recovery Project and undertake desk and field reviews on the preparation and implementation of E&S mitigation and management measures (ESIA, RP, ESMP, sub-project screening and others). 2. Liaise with Client and Client’s E&S Consultants in following up on progress of E&S instruments. 3. Participate in missions as Social Safeguards specialist of the Team and provide inputs to aide memoire. 4. Participate in the conduct of meaningful consultations with affected households and other relevant stakeholders including CSOs/NGOs. 5. Assist in the supervision of project implementation progress and compliance with the agreed Social Safeguards instruments as per the approved project documents. 6. Assist in monitoring the effectiveness and responsiveness of GRM as well as technical soundness of the solutions provided. 7. Assist in building the capacity and providing technical assistance to the Project Management Units, other government implementing agencies and project beneficiaries in the field of Social Safeguards. 8. Participate in knowledge management events and fora and disseminate/share information to the AIIB Task Team Members.

5. Implementation Arrangement

The Consultant will work closely with the Bank’s Environment and Social Development Specialists. The assignment includes desk work in her/his home office and travel as needed.

6. Support to the Consultant by the Bank

The Bank’s Environmental Specialists and Social Development Specialists will coordinate with the Clients to ensure the requested documents/data available to the Consultant in time.

7. Knowledge Transfer and Training

The consultant will be required to conduct training sessions for the Recipients and the team if needed.

Qualification Requirement

1. Advanced degree in social sciences (or an equivalent of at least 10 years relevant work experience in the field of social policy and management). 2. Excellent technical and practical working knowledge on social policy and management, institutional strengthening and public administration, and environmental and social assessment, plus a good understanding of global environmental and social issues. 3. Proven capacity to work in multi-disciplinary teams. 4. Previous work experience with international organizations, MDBs and donor agencies would be an advantage. 5. Strong analytical and operations skills. 6. Good client relations and listening skills. 7. Excellent written and oral communication skills.
