The services of the Monitoring and Evaluation Officer will contribute to the implementation of the National E-commerce Strategy with the assistance of the eTrade Reform Tracker for Samoa.

Duties and Responsibilities
The Monitoring and Evaluation Officer will support the implementation of the project by carrying out the following tasks: 1. Support the deployment of the eTrade Reform Tracker: • In cooperation with the MCIL eTrade Focal Point, support the deployment of the eTrade Reform Tracker (eTRT) within MCIL and other Ministries and agencies, based on the License Agreement signed between MCIL and UNCTAD. • Deliver training programmes (workshops, hands-on coaching sessions) for Ministry/Agencies officers and key stakeholders to develop their skills in using the eTRT using training material developed by UNCTAD. Training materials and programmes may be tailored as needed to the local context. • Act as a liaison between MCIL and other ministries and agencies responsible for implementing strategy measures to facilitate collaboration and help generate information to be recorded in the eTRT. • Support the seamless operationalization of the eTRT by informing UNCTAD of regular progress and flagging technical issues requiring troubleshooting assistance. 2. Support NECS implementation and M&E: • Monitor the progress of NECS implementation, prepare regular reports, including quarterly updates for the National E-Commerce Sub-Committee, to support informed decision-making. • Engage with key stakeholders to gather feedback and data from various relevant sources. • Support the MCIL eTrade Focal Point as needed in NECS implementation-relates activities, in particular dialogue with development partners for resources mobilization. • Document best practices and lessons learned in the deployment of the eTRT in support of its sustainability.
Qualifications/special skills
An advanced degree, Master, in economics, public administration, information technology or a related field, is required. A Bachelor with 2 additional years of work experience in economics, public administration, information technology or a related field, may be accepted in lieu of a Master. At least 3 years of experience in project management, monitoring and evaluation, or public policy implementation, preferably in e-commerce or digital economy initiatives, is required. Demonstrated expertise in capacity building, including designing and delivering training programmes is required. Strong technical skills in data collection, analysis, and reporting tools is required. Excellent communication and stakeholder engagement skills, with experience liaising between government and development partners is required. Proven ability to manage complex projects with multiple stakeholders and deliver results within tight deadlines is required.
