1. Project Background

The Multilateral Cooperation Center for Development Finance (MCDF) promotes high-quality cross-border connectivity infrastructure investment in developing countries through partnerships. MCDF advances this mission by supporting information sharing, capacity building, and project preparation to boost the application of International Financial Institution (IFI) standards and good practices in cross-border connectivity projects to ensure they foster sustainable development. MCDF Secretariat supports the day-to-day operations of MCDF, including the organization of the meetings of the MCDF Coordination Committee (CC) which oversees the MCDF Collaboration Platform, and the MCDF Governing Committee (GC) which decides the use of the funds under the MCDF Finance Facility. The Asian Infrastructure Investment Bank (AIIB) serves as the Administrator of MCDF and host of the MCDF Secretariat. The MCDF Secretariat is technically established by, but functionally independent from, AIIB. MCDF has entered its fifth year of operations and is about to embark on its next phase, spanning 2027-2031. As a prelude to the next phase, MCDF seeks to develop a strategy and policy to guide its operations over the next five years. Building on MCDF’s operations in 2021-2025 and considering the evolving global landscape, the strategy and policy will revisit and sharpen MCDF’s mandate. The aim is to provide greater assurance that MCDF’s resources, instruments, and operational modalities are optimally configured to boost high-quality cross-border connectivity investment that applies IFI standards and good practices.

2. Objectives of the Assignment

Support the development of MCDF policy notes, with a focus on new financial instruments and operational modalities.

3. Scope of Services

The scope of the services of the Senior Strategy Advisor shall include, but not be limited to, the following: • Advise on strategy and policy development, with a focus on new financial instruments and operational modalities • Lead the Senior Strategy Consultant and together generate policy notes and related outputs • Participate in consultations with relevant stakeholders and be available to support the MCDF Secretariat on technical issues • Develop a detailed work plan for the Senior Strategy Consultant and manage and report on his/her performance • Undertake other assignments relevant to the objectives of the assignment

5. Implementation Arrangement

It is anticipated that the Senior Strategy Advisor will primarily work at his/her home office. The Senior Strategy Advisor will work with the Senior Strategy Consultant on an individual basis and as part of a broader MCDF team.

6. Support to the Consultant by the Bank

The Senior Strategy Advisor will report to the MCDF Senior Program Officer on contractual matters and to the MCDF CEO on technical matters. The MCDF Secretariat will make MCDF-related documents and data available to the Senior Strategy Advisor as needed for carrying out the assignment. The MCDF Secretariat shall also facilitate arrangements for the Senior Strategy Advisor to work with other governmental/nongovernmental and international agencies, as required by the assignment.

Qualification Requirement

1. Master’s degree or PhD, or equivalent, in economics or other areas relevant to international economic development, such as business, finance, public administration, management, or international relations, from a reputable university 2. Extensive experience in international and/or economic development, preferably with a minimum of 20 years of relevant experience in IFIs and at senior/managerial levels 3. At least five years of experience related to strategic advisory work at a high level, ideally in IFIs 4. Proven track record in driving institutional strategy and leading complex changes and innovations 5. Excellent cross-cultural, interpersonal, organizational, and negotiation skills 6. Excellent oral and written communication skills in English, including presentation skills
