The Innovative Financing for Children (IF4C) function is central to these efforts, developing and implementing innovative, child-focused financing tools and new financial structures (e.g., insurance-backed and blended funds, loans/guarantees, debt swaps and pauses, impact bonds) that can fill gaps and leverage additional resources for children, as well as make UNICEF’s existing resources more efficient and results oriented. One major area of IF4C’s focus is championing pre-arranged and trigger-based (PAF) financing solutions that can rapidly provide additional liquidity for UNICEF’s lifesaving interventions for children impacted by escalating sudden onset emergencies. Linked to this, IF4C has identified an ongoing need for technical experts to conceptualize, develop and operationalize innovative solutions that use PAF and related innovative financing instruments, as part of an agency-wide risk-layered approach to proactively mitigate, prevent, and reduce the financial and humanitarian impact of key hazards and risks in alignment with the strengths and programmatic needs of UNICEF’s relevant Regional and Country Offices.

PURPOSE OF ASSIGNMENT
 
This LTA is to develop Pre-Arranged and Trigger-Based Financing Solutions which will be instrumental to secure the requisite technical expertise to develop and implement robust, fit-for-purpose, and future forward-looking pre-arranged and trigger-based (PAF) financing solutions aligned with sectoral trends and driven by country needs.
 
OBJECTIVES
 
The objective of this LTA is to facilitate and expediate the process by which the IF4C team hires expert(s) to help UNICEF conceptualize, design and implement bespoke, fit-for-purpose pre-arranged and trigger-based (PAF) solutions based on emerging needs from UNICEF’s country teams. Specific assistance will include providing comprehensive analyses and recommendations on the current landscape and optimal conditions, evaluation and recommendations on the most effective and efficient PAF-related mechanisms, structures, and instruments to meet UNICEF’s needs, and related operational as well as resource requirements. The expert(s) will also support the development of effective strategies and recommendations to implement, operationalize and scale the recommended solutions, including market assessments and mapping of potential opportunities to leverage additional support and partnerships. The expert(s) will also be key in helping to pilot these solutions in priority contexts in collaboration with UNICEF Country Offices, IF4C, and relevant internal stakeholders, including monitoring, reporting and evaluation. Finally, the expert(s) will develop relevant technical inputs and material to assist UNICEF in creating assets to enhance UNICEF’s value proposition, donor engagement and funding proposals for the above PAF-related solutions, in support of UNICEF’s internal and external partnerships, advocacy and resource mobilization efforts.
 
MAJOR TASKS TO BE ACCOMPLISHED
 
The LTA will cover the following categories of work, which are further specified in the deliverables under Section 5 below:
1. Analysis, conceptualization, and development of new pre-arranged and trigger-based financing (PAF) solutions, including assessing and recommending specific instrument(s) and processes for ensuring the optimal instrument mix and pricing that best meets UNICEF’s needs, as well as identifying relevant market gaps and partnership opportunities to meet the goals outlined in Section 1 above.
2. Providing expert advisory, recommendations, and strategies for implementing and scaling up of such pre-arranged and trigger-based pre-financing (PAF) solutions, as appropriate.
3. Development of relevant technical inputs and material to assist UNICEF in creating assets to demonstrate and enhance UNICEF’s value proposition, donor engagement and funding proposals for the above PAF-related solutions as part of UNICEF’s internal and external partnerships, advocacy and resource mobilization efforts.
 
Responsibilities of the Consultant(s):
• The consultant(s) will use their own equipment, including laptops, microphones, software and other accessories that may be required for this task.
• The consultant will not provide the content or any part thereof to any third party without the written permission of UNICEF. All components will be a property of UNICEF, and the consultant will not share them with anyone else.
• The consultant will not include their own name or logo/emblem on the content or final product. The only organization branding will be UNICEF, if required.
• Maintain regular liaison with the relevant UNICEF IF4C managers, content owners, and any related units.
 
Responsibilities of UNICEF:
• UNICEF will provide all details pertaining to the activity and the requirements.
• UNICEF will orient the consultant on its branding guidelines
• UNICEF will share the documents and specifications with the consultant as they become available and will coordinate the timely delivery of work.

  • Design and conceptualize new, fit-for-purpose pre-arranged, trigger-based (PAF) solutions based on identified needs, including identification of gaps, opportunities, optimal conditions, approaches, structures, and requirements, as well as specific recommendations for same.
  • Conduct comprehensive, timely assessments of the operating environment (i.e. market assessments, stocktaking exercises, gap and risk analyses, comparative analysis of relevant PAF instruments’ pricing/cost-effectiveness , etc).
  • Develop risk-informed models, scenarios and design recommendations for such new, fit-for-purpose pre-arranged, trigger-based (PAF) solutions to inform UNICEF’s decision making, including summary analytics, recommended instrument features, development of related indices / triggers, pricing estimates, and optimal instrument mix based on performance expectations and region- and/or country-specific needs.

Implementation of trigger-based pre-financing solutions

 

  • Develop effective strategies and recommendations to pilot, implement, operationalize and scale pre-arranged, trigger-based (PAF) solutions to meet UNICEF’s needs, as outlined above.
  • Develop and recommend effective policies, strategies and procedures in support of advancing UNICEF’s risk-layered approach via these new solutions and initiatives, where relevant.
  • Create tailored knowledge management, monitoring, reporting, and measurement / learning / evaluation frameworks and tools for analysing and reporting these new solutions’ impact, effectiveness and results for children and countries to internal and external stakeholders.

Development of stakeholder engagement and resource mobilization strategies and assets

  • Develop and contribute relevant technical inputs and materials to assist UNICEF in creating funding proposals and other key assets to secure additional resources and support for the above PAF-related solutions.
  • Assist UNICEF to create partner engagement strategies, opportunities, and assets (i.e., stakeholder analyses, presentations, briefs, events, et. al.) that to articulate the urgent need for / value proposition of these new PAF solutions and their anticipated impact/benefits for children, as well as UNICEF’s strengths and competitive advantages that uniquely position the agency as a leading “partner of choice” and innovator in this space.
 
Consultant's Workplace and Official Travel: 
 
The Consultant will be remote/home-based. As part of the assignment, there may be opportunities for travel, such as to meetings in Geneva during the assignment or on a per-need basis. UNICEF will cover travel expenses, so a travel budget should be included in the work order for any necessary travel. The consultant will arrange her/his travel as and when they take place, and related costs will be reimbursed per UNICEF's travel policy.
 
Travel Clause:
All UNICEF rules and regulations related to travel of consultants apply.
All travels shall be undertaken only upon the prior written approval by UNICEF.
The consultant must be fit to travel, be in possession of the valid UN BSAFE certificate, obligatory inoculation(s), and have valid personal
travel/medical insurance and an immunization/vaccination card.
 
ESTIMATED DURATION OF LTA
 
The Long-Term Agreement will be for a duration of 3 years with a fixed fee rate, subject to satisfactory performance evaluation and continuing need for the service. UNICEF does not guarantee that any quality of services will be purchased during the term of the LTA as this will depend on forthcoming need.
 
CONTRACTS CREATED AGAINST THE LTA
 
Whenever the services are required, specific TOR will be developed by the section, which includes details of the requirement/deliverables including quantities and deadlines, and that will be presented to the top-ranking LTA holder. Should this consultant not be available for this assignment, UNICEF will contact the second ranked consultant and so on.
 
Upon receipt of confirmation of availability and interest in the assignment, a contract will be issued with the prices/fees agreed in the LTA. The consultant must sign the contract prior commencement of work.
 
Payment will be made after completion of deliverables and submission of invoices for the actual work completed, subject to satisfactory performance.

FINANCIAL PROPOSAL
 
 
To qualify as an advocate for every child you will have… 
 
Education:
• An advanced university degree in one of the following fields is required: Economics, financial risk management, risk analytics and modelling, finance for social impact/development finance, international relations, or closely related field. Alternatively, a first university degree in a relevant field combined with additional two (2) years of relevant professional experience may be accepted in lieu of an advanced university degree.
 
Experience:
• A minimum of eight (8) years of relevant professional experience in international risk finance/development finance; pre-arranged and trigger-based financing (PAF) mechanisms that protect vulnerable populations and reduce the financial impact of catastrophic events through proactive risk management frameworks, particularly implementation of innovative/alternative financing instruments, is required.
• Demonstrated experience in developing, structuring, and implementing projects, programmes, and strategies to support holistic risk management, including analyzing and advising on innovative/alternative financing tools and services for effective risk prevention, risk reduction, risk transfer, and risk retention, is required.
• Demonstrated experience and ability to think and act strategically, identify and recommend opportunities for expanding the reach and impact of pre-arranged finance (PAF) mechanisms to advance impact, is required.
• Demonstrated experience and ability to proactively undertake initiatives, ability to work under competing timelines in high-pressure situations, and work collaboratively and creatively with teams, is required.
• Demonstrated experience and expertise working with and across cross-functional teams and multi-stakeholder collaborations to build shared capacity, understanding, and uptake of PAF mechanisms and other innovative risk financing solutions, is required.
• Experience in dealing with UN agencies, governments, transnational initiatives, humanitarian organisations, multilateral development banks, regional insurance risk pools [e.g., the African Risk Capacity (ARC), the Pacific Catastrophe Risk Company (PCRIC), et. al.], private sector finance and insurance markets, and/or the relevant global and regional frameworks and financing mechanisms (e.g., the Global Shield Financing Facility, OCHA) is considered a highly desirable asset.
 
Language:
• Fluency in English is required; knowledge of another official UN language is considered a desirable asset.
 
Others:
• Excellent planning and organizing skills.
• Exceptional interpersonal skills, with the ability to work effectively in a fast-paced, multi-cultural environment.
