How can you make a difference? 

The objective of this assessment is to generate evidence-based insights that will inform program design, prioritization, and implementation strategies. The assessment will identify critical gaps, risks, and opportunities for improvement, enabling UNICEF and its partners to deliver high-impact WASH solutions that are contextually appropriate and sustainable.

Scope of Work:

The consultant will be responsible for designing, conducting, and reporting on a comprehensive field feasibility assessment of WASH services and facilities in earthquake- and conflict-affected areas of Myanmar. The scope of work will include, but not be limited to, the following tasks:

  1. Assessment Planning and Preparation
  2. Field Data Collection
  3. Data Analysis
  4. Reporting and Recommendations
  5. Capacity Building and Knowledge Sharing

Duty Station: Naypyitaw (Remote/home-based) with field travels

Duration of Assignment: 3 months (from 1 December 2025 to 28 February 2026)

Description of Assignment

Tasks 1: Inception Phase

1. Inception meeting

2. All relevant documents are reviewed, explanatory discussions held, and inception report submitted compliant with UNICEF requirements

3. Second and final draft of the inception report presented to UNICEF

Deliverables 1: Inception report

Timeline: 31 December 2025

Tasks 2: Data collection phase

1. Pilot data collection tools and conduct field-based data collection based on the methodology described in the Inception Report

2. Relevant methods applied to analyse

primary and secondary data and prepare preliminary evaluation findings report and presentation. During this time, the draft final report will begin to be drafted as analysis takes place.

Deliverables 2: Initial findings presentation and report

Timeline: 31 January 2026

Tasks 3: Final phase

1. Prepare and submit first draft of WASH field services feasibility assessment report

2. Revise the first draft and submit second draft final assessment report to UNICEF and prepare presentation and other materials

3. Present assessment findings, location prioritizations and draft recommendations on intervention approaches.

4. In addition to the feedback from workshops, receive written feedback to second draft of the report

5. Final assess report, executive summary, assessment brief and other materials finalized.

Assessment team profile

The assessment will be conducted by engaging a qualified individual consultant (Team Leader). The proposed consultant may be supported by an additional assistant (Team Member/Technical Expert). The Team Leader will sign the contract and be responsible for undertaking the assessment from start to finish, for managing the assessment, for the bulk of data collection, analysis and consultations, as well as for report drafting and communication of the assessment results. Team member should be at least 5 people.

The Team Member will play a major role in data collection, analysis and presentation, and preparation of the debriefings and will make significant contributions to analysis and writing of the main assessment report. The Team Member may also be responsible for providing back-office support for logistics and administrative matters.

The assessment team should be balanced with respect to gender, if possible, to ensure accessibility of both male and female informants during the data collection process. It is vital that the same individuals that develop the methodology for the proposal will be involved in conducting the assessment. In review of proposals, while adequate consideration will be given to the technical methodology, significant weighting will be given to the quality, experience (based on CVs and written samples) and relevance of individuals who will be involved in the assessment.

Expected travel for the Team Member/Technical Expert

The Team will be required to travel to communities and towns in Mandalay, Shan and Naypyitaw. The assignment is home-based; however, major tasks will be field work and he/she will have to be present in the field most of the time. The consultant and his/her team will need extensive travel to the field in targeted townships and spend 75% of their time. The estimated travel frequency and locations are described below.

Education 

Team leader: Holding an advanced University degree in one of the disciplines relevant to the following areas:  Public Administration, Business Administration, Statistics, Development Studies, Public Health, Civil or Mechanical Engineering, Water Supply or Environmental Engineering or other specialized field related to WASH is required.

Team member: Holding a University degree in one of the disciplines relevant to the following areas:  Public Administration, Business Administration, Public Health, Civil or Mechanical Engineering, Water Supply or Environmental Engineering or other specialized field related to WASH is required. A Diploma may be accepted in lieu of a university degree combined with 2 additional years of relevant professional experience.

Knowledge/Expertise/Skills required:

For team leader

    • Over 3 years of professional experience in delivering high-level, evidence on feasibility assessment or similar
    • Have technical expertise in collecting and analysing quantitative and qualitative data
    • At least 3 years of professional experience in WASH assessment
    • Prior experience working with UN or INGOs for this kind of similar work
    • Extensive knowledge of Myanmar’s socio economic, political, local context and WASH status

For team member

    • Have prior experience in field feasibility assessment, survey or similar
    • Have relevant experience in WASH assessment
    • Have prior experience in data collection, key informant interview KII, and focus group discussion FGD
    • Understanding the local context and WASH technical terms
