BACKGROUND

Purpose of Activity/ Assignment:

The purpose of this consultancy is to facilitate the technical assistance, quality assurance, and stakeholder engagement processes for the DHIS2 Nutrition Toolkit and related global public goods. The consultant will support collaboration with the University of Oslo (UiO), coordinate dissemination and training materials development, support the reconvening of stakeholder groups, and guide pilot testing of the DHIS2 Nutrition Module. The work will ensure the delivery of highquality, coherent, and technically sound outputs that strengthen global and country-level nutrition monitoring systems using DHIS2.

Scope of Work: The consultant will support UNICEF and partners in advancing the DHIS2 Nutrition Aggregate and Individual Tracker Packages, ensuring quality, coordination, and uptake across global and country platforms. The scope of work will include:

• Conducting technical assistance (TA) needs assessment and mapping for the roll-out of the DHIS2 Nutrition Module.

• Finalize updating the DHIS2 Nutrition Aggregate Module and contributing to the development of the DHIS2 Nutrition Individual Tracker.

•Enhancing data quality check features for the DHIS2 Aggregate Nutrition Package

• Ensuring quality assurance processes and reviewing outputs in collaboration with UNICEF HQ staff, the University of Oslo (UiO) and Health Information Systems Programme (HISP) partners.

• Coordinating the development of a generic training package and e-course for the DHIS2 Nutrition Toolkit, including adaptation guidance and training aides.

• Supporting stakeholder engagement, including reconvening the six global stakeholder groups to conceptualize the pilot phase and gather technical feedback.

• Supporting pilot testing of the DHIS2 Nutrition Module across countries and regions, incorporating user feedback into toolkit revisions.

• Continuing collaboration with UiO, HISPs, and Health Data Collaborative partners to integrate, maintain, and disseminate the DHIS2 Nutrition Toolkit.

• Organizing high-profile dissemination events with nutrition managers and policy makers to share updates, lessons, and the latest tools.

• Supporting reporting on grants related to DHIS2 and NIS

Qualifications

Education:   

Advanced University degree in Nutrition, Epidemiology, Public Health, Monitoring and Evaluation, Health Information Systems, Data Science, or a relevant field 

Knowledge/Expertise/Skills required *:

  • At least 8 years of professional work experience related to nutrition programming, monitoring and administrative data for nutrition or related technical fields;
  •  Previous experience in the development of guidance and training materials related to monitoring, with DHIS2 experience, would be an asset;
  •  Experience working with and consulting country counterparts including national governments;
  •  Previous experience in delivering presentations and training to country counterparts would be an asset;
  •  Ability to take initiative and work independently; 
  • Excellent communication and writing skills; 
  • Fluency in English is required. Knowledge of one other UN working language an advantage. 
  • Strong organizational, planning, and analytical skills 
  • Experience coordinating multiple partners

- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
