The Monitoring & Evaluation Officer reports to the Planning, Monitoring & Evaluation Specialist for supervision. The Officer provides professional technical, operational and administrative assistance throughout monitoring, evaluation process preparing, executing, managing and implementing a variety of technical and administrative tasks to contribute to evaluation planning, implementation, oversight and reporting to ensure that evaluations are carried out according to schedule and that results and recommendations are implemented and followed up.

UNICEF Eritrea is dedicated to advancing the rights and well-being of children through evidence-based programming and results-oriented interventions. In alignment with the Country Programme Document (CPD), the office places a strong emphasis on robust monitoring and evaluation (M&E) systems to ensure that programmes are effectively planned, implemented, and measured for impact. The Monitoring and Evaluation Officer (NOA) will play a key role in supporting the Planning, Monitoring & Evaluation (PME) unit, contributing to the development and strengthening of systems that track progress, assess results, and inform decision-making across all programme areas.
Under the guidance of the PME specialist, the Officer will assist in setting standards for programme performance monitoring, supporting the implementation of evaluations, building partnerships, and fostering innovation and knowledge management. By enhancing the office’s capacity for evidence generation and use, the consultancy will help ensure that UNICEF Eritrea’s interventions are responsive to the needs of children and communities, and that resources are used efficiently and transparently.
The assignment is designed to complement existing PME efforts and to facilitate compliance with organizational standards. Through this role, UNICEF Eritrea aims to reinforce its commitment to accountability, learning, and continuous improvement in delivering results for children.
The Monitoring and Evaluation (PME) Officer (NOA) will assist in the implementation of the Country Programme Document (CPD) through supporting monitoring and evaluation systems.
Support in setting Standards for Programme monitoring and programme performance monitoring
- Simple monitoring tool for implementation of Annual Work Plans consistent with VISION/RAM
- Availability of reporting on equity/gender markers.
- Country programme reviews supported.
- Tracking mechanism of follow-up actions from programme performance reviews.
- Support to programme sections on monitoring and reporting results.
- Up-to-date input in UNINFO at the required frequency
- Monitoring tools using the JWP and VISION structures Key Intervention
- Up to date available for CSIs and RAM indicators with the narratives.
Support implementation of evaluations
- Support to preparation of the Terms of reference for evaluations
- Support recruitment logistics for the evaluation.
- Organisation of materials and briefings for evaluation teams.
- Monthly updated Integrated Monitoring, Evaluation and Research plan
Networking and partnership building
- Study/evaluation/assessment reports uploaded in the Global Evaluation Database.
- Support in tracking management responses and follow-up actions.
- Capacity Building
- Support to stakeholders on UNICEF/UNEG standards on RBM and evaluation as directed.
- Assist in building partnerships with government and national actors.
Innovation and knowledge management
- Support to documenting and sharing lessons learned.
- Support to research on best practices
- Contributions to developing knowledge products

Minimum requirements:
Education: First degree in economics, statistics, social sciences, psychology, education, or related field
Work Experience: Minimum 1 year of relevant experience in monitoring and evaluation. Experience in UN systems is an asset.
Language Requirements: Fluency in English and the local language is required. Knowledge of other UN working languages is an asset.
