How can you make a difference? 

Objective of the consultancy assignment:

To provide technical, engineering, and advisory support to households aimed at enhancing energy efficiency, promoting the adoption of clean heating technologies, and reducing household energy consumption and emissions.

Specific objectives will include the provision of:  

  • Ger household energy assessments and identification of efficiency improvement opportunities.
  • Design, engineering, and technical guidance for ventilation and energy efficient heating technologies for ger households.
  • Support for local government and community capacity and awareness on energy efficiency, clean heating, and safety.

Scope of Work

a) Ger household energy assessments and identification of efficiency improvement opportunities.

  • Conduct ger household energy assessment to evaluate current heating performance and energy use (consider variations in insulation, heating technologies and fuel usage)
  • Identify inefficiencies, insulation needs, and provide advice on insulation products packages including CHIP packages and alternatives.
  • Provide expert recommendations for materials, techniques, and technologies that can be adopted to improve insulation, ensuring both cost-effectiveness and long-term sustainability.
  • Develop ger insulation standards for Ger to enhance thermal performance and reduce energy heating demands.
  • Provide training for government officials, suppliers and producers.
  • Collaborate with relevant authorities to integrate these standards into local policy frameworks.

b) Design, engineering, and technical guidance for ventilation and energy efficient heating technologies for ger households.

  • Develop tailored technical solutions for improving ventilation in Gers.
  • Provide engineering designs and technical specifications for various clean heating options (e.g., electric heaters, air source heat pumps, hybrid systems, solar-assisted heating).
  • Conduct training for various stakeholders including government officials, suppliers and producers.

c) Support for community capacity and awareness on energy efficiency, clean heating, and safety.

  • Provide advisory support to ger households on selecting appropriate heating technologies, proper installation, maintenance and risks and safety.
  • Conduct awareness-raising and training sessions to ger households on energy consumption and efficiency, operations, and maintenance of clean heating technologies.
  • Develop user-friendly guidance materials and manuals for households.
  • Report on household-level energy savings, emissions reductions, and user satisfaction.

 CONTRACT DURATION AND LOCATION:

Duration: 12 months 

Location: Ulaanbaatar and target provinces in Mongolia 

PROJECT MANAGEMENT AND REPORTING

The consultant will work under direct supervision of Climate and Clean Air Specialist of UNICEF Mongolia and report to her.

To qualify as an advocate for every child you will have… 

Minimum requirements:

    • Education: Master’s degree in civil engineering and energy engineering, or a related field.   
    • Work experience: + 10+ years of work experience in the areas of civil engineering, building energy efficiency, and renewable energy.
    • Proven experience in implementing energy efficiency and clean heating projects.
    • Demonstrated understanding of local conditions and regulatory standards.
    • Capacity to produce technical designs, reports, and training materials in Mongolian and English.
    • Experience in stakeholders and household advisory, training, and awareness programmes.
    • Competencies: Demonstrates ethical awareness, works collaboratively with others and team-orientation; builds and maintains partnerships and drives to achieve results.
