The Public Private Partnerships team of the UNICEF Thailand Country Office is seeking an individual consultant to support the Child Rights and Business (CRB) unit. The Child Rights and Business unit is a cross-cutting programme function that supports different parts of the office in strategically engaging with Thai business associations, industry groups, and corporate sustainability actors. The consultant will directly report to the Public Private Partnerships and Advocacy Specialist (P3).

The Public Private Partnerships team of the UNICEF Thailand Country Office is seeking an individual consultant to support the Child Rights and Business (CRB) unit. The Child Rights and Business unit is a cross-cutting programme function that supports different parts of the office in strategically engaging with Thai business associations, industry groups, and corporate sustainability actors. The consultant will directly report to the Public Private Partnerships and Advocacy Specialist (P3).

Work Assignment and Deliverables:

Assignment 1: Integration of child rights into corporate sustainability indicators and frameworks

Expected deliverable 1-1: Finalize a clear, evidence-based narrative that demonstrates how partnering with UNICEF helps businesses advance their SDG and ESG goals based on a mapping of SDGs and ESG-related indicators to UNICEF programme outcomes

Delivery schedule: January 2026

Expected deliverable 1-2:

1) Ensure the quality of the draft and final report of the review study on children’s rights in Thailand’s corporate sustainability reporting, including translation from English to Thai

Delivery schedule: March 2026

2) Map potential partners to engage for the launch, engage partners, and secure buy-in to co-launch the final report findings in Thailand

Delivery schedule: April 2026

3) Organize a launch event of the findings from the report, inviting key relevant public and private stakeholders to strengthen child rights integration into corporate sustainability & ESG landscape in Thailand

Assignment 2: Engaging the private sector to promote FFP in workplaces

Expected deliverable 2:

1) Develop a draft minimum standard for businesses to promote FFP in different sizes of businesses (i.e. large companies, MSMEs, etc.) and key sectors based on desk research

Delivery schedule: January 2026

2) Develop a plan for organizing a series of consultations with relevant private sector partners (Chambers of Commerce, Federation of Thai Industries etc.) and experts to present and discuss the draft minimum standards

Delivery schedule: February 2026

3) Organize and conduct the consultations described above (minimum of one consultation per month)

Delivery schedule: March - May 2026

4) Based on the consultation outcomes, finalize the FFP minimum standards for businesses, including an engagement strategy targeting specific businesses and/or industry sectors for UNICEF Thailand

Delivery schedule: June 2026

Assignment 3: Project management support for a project advocating to Thai regulators and industry leaders for stronger recognition of child rights in the construction and real estate sector.

Expected deliverable 3:

1) Support the project’s implementing partner in identifying entry points engaging Government and industry bodies to advocate for promoting child rights and responsible business conduct in the construction and real estate development sector.

Delivery schedule: Recurring task throughout the contract

2) Attend quarterly project monitoring meetings and other ad-hoc meetings with the project’s implementing partner to extend support for advocacy.

3) Review and provide input to a written report analyzing the complementarity of the project’s framework with UNICEF’s FFP framework.

Duration of Contract:   1 December 2025 to 30 June 2026 (7 months)

*Contract start date may be subject to change based on the agreement with the selected candidate.

Duty Travel: The consultant is required to attend meetings/events in the UNICEF office or in external venues with external partners whenever required. The consultant may also be expected to join project monitoring visits and meetings for Assignment 3. The consultant is expected to arrange his or her own travel expenses.

To qualify as an advocate for every child you will have…

Qualifications or specialized knowledge/ experience required

1) Technical evaluation:

• Professional experience: Minimum of five years of progressively responsible professional experience in one or more of the following areas: corporate sustainability, business and human rights, environmental, social and governance (ESG), external relations, or other relevant fields.
• Technical expertise: good understanding, knowledge, and ability to effectively communicate about corporate sustainability, ESG trends, SDGs, Business and Human Rights, and labour rights issues.
• Education: Advanced university degree (master’s or equivalent) in business and human rights, sustainable development, business administration, public policy, or a related field. A first University Degree in a relevant field, combined with 2 additional years of professional experience, may be accepted in lieu of an Advanced University Degree.
• Partnership Development: Demonstrated ability to build and maintain strategic partnerships with a range of Thai stakeholders, including government, private sector, and civil society actors.
• Language and Communication Skills: Excellent oral and written communication skills in both Thai and English, including the ability to prepare high-quality written outputs and deliver compelling presentations.
• UN Experience: Prior experience working with or within a United Nations agency or international development organization is an advantage.
• Partner engagement experience: Experience working directly with or within the private sector—particularly with entities such as the SET, SEC, Chambers of Commerce, industry associations, or corporate sustainability/CSR teams—is a strong asset.
• Thematic Interest: Demonstrated interest in and familiarity with issues related to human rights, social development, and child rights.

2) Financial Proposal:

Only candidates who obtain a minimum score of 75 points in the technical evaluation will be considered for the financial evaluation. The maximum number of points shall be allotted to the lowest Financial Proposal

The Contract shall be awarded to the candidate obtaining the highest combined technical and financial scores, subject to the satisfactory outcome of the verification assessment.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
