UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. How can you make a difference?
The Monitoring and Evaluation Officer is accountable for the accomplishment of the stated key end-results by providing professional expertise and assistance in information/data collection, statistics and data analysis, monitoring & evaluation (M&E), preparation of reports, communication and partnership, and in implementing training programmes for data collection, monitoring, evaluation and research capacity building with special attention to the interest, concern and participation of primary stakeholders.
Under the supervision of the Programme Specialist for Cross Sectoral, P3, the ME Officer shall undertake the following tasks:
- Annual review and planning: Coordinate programme review and planning processes for the Mindanao Field Office (MFO) in order to ensure results-based programming
Duties & Tasks:
- Coordinate the 2025 annual review process, including consultation with government counterparts, review of rolling work plans, and inputs for the 2026 Annual Management Plan (AMP).
- Organize and facilitate the 2026 annual review in close collaboration with the Philippines Country Office (PCO) Planning, Monitoring, Evidence and Data (PMED) team.
- Support MFO in providing inputs to the 2026 Mid-Term Review (MTR) of the 9th Country Programme for Children (CPC9), ensuring that regional priorities and results are reflected.
- Coordinate the development of the 2027–2028 Rolling Work Plans (RWPs) for MFO, in alignment with CPC9 and sectoral priorities.
- Guide programme sections in the development of results frameworks and performance indicators, ensuring coherence with CPC9 results structures, in close collaboration with the Manila PMED team.
- Document key lessons learned and best practices from annual review and planning exercises to inform future programming.
- Programme Performance Monitoring: Provide technical support to ensure that the MFO has quality information to assess progress towards expected results established in annual work plans.
Duties & Tasks
- Coordinate the development and implementation of the 2026 Programme Monitoring Plan for MFO.
- Ensure effective implementation of the field monitoring system, guiding programme teams and supporting management follow-up actions.
- Support programme teams in data collection, analysis, and visualization from field visits, standardizing tools and approaches across sectors to feed into programme performance monitoring.
- Lead or coordinate cross-sectoral monitoring missions and ensure timely reporting and follow-up on key recommendations.
- Compile and analyse monitoring data, key performance indicators, and findings from field monitoring, programme reviews, and donor reports to inform management decisions.
- Reporting: Provide supports to MFO to ensure high-quality, results-based, and timely reporting to donors, partners, and management.
Duties & Tasks:
- Conduct RBM quality review of proposals, PDs, donor reports, and other key result reporting for MFO.
- Coordinate and quality assure annual reporting process for MFO in close collaboration with Manila PMED
- Contribute to the preparation of reports, drawing on monitoring and analysis of key indicators.
- Assist in the preparation of reports on systemic issues, good practices or any other analysis or data related to programme implementation and/or evaluation, including programme’s performance, relevance, efficiency, effectiveness, and sustainability, as well as good practices in partnerships and collaborative relationships.
- Situation Monitoring and Evidence: Provide technical support to ensure that the Mindanao Field Office and its partners have timely and accurate measurement of change in conditions in the region, including monitoring of socio-economic trends and the policy, economic or institutional context, to facilitate planning and to draw conclusions about the impact of programmes or policies.
Duties & Tasks
- Collect, compile, and analyze data on children-related indicators and statistics identified in the BARMM Data Landscape Analysis in support of the Situation Analysis of Children and SDG monitoring
- Compile new evidence, research, and information on the situation of child rights in BARMM in close collaboration with Manila PMED, particularly the data lead.
- Collaborate with Manila PMED team to integrate the BARMM situation analysis in the virtual SitAn platform (www.situationofchildren.org/PH)
- Ensure use of updated situation data for programming and advocacy purposes
- Coordinate with the regional statistical system through the Regional Statistics Committee and Bangsamoro Planning and Development Authority on strategic planning in statistics for children
- In humanitarian response situations, provide technical support for a rapid assessment (inter-agency or independently if necessary) to be carried out within the first 48-72 hours, including in conducting rapid assessment, compiling and analysis data Ensure quality humanitarian performance monitoring in emergency, including with the use of the HPM system in close coordination with Manila PMED team.
- Coordinate the evidence generation activities in MFO in close collaboration with Manila PMED, to ensure that quality standard in research are applied. This include compilation and monitoring of the Integrated Monitoring and Evaluation Plan (IMEP) for MFO.
- Evaluation: Support the conduct and follow-up of evaluations of UNICEF programmes and projects in BARMM, led by MFO.
Duties & Tasks
- Coordinate the compilation of the Evaluation Management Response (EMR) for the evaluation of the EU programme and regularly compile the update on the EMR implementation.
- Coordinate with Manila PMED and the Multi-Country Evaluation Specialist for the conduct of the evaluation of the KOICA programme, including input to the design of the evaluation and compilation of necessary materials for the conduct of the evaluation.
- M&E Capacity Building: Provide technical support to ensure that the monitoring and evaluation capacities of Mindanao Field Office staff and partners – government and civil society – are strengthened enabling them to increasingly engage in and lead monitoring and evaluation processes.
Duties & Tasks
- In close collaboration with Manila PMED, identify the needs for capacity strengthening of staff and partners on results-based management.
- Develop and implement RBM Capacity Strengthening Plan for MFO and partners, with support from Manila PMED.

Minimum requirements:
Education:
University degree in social sciences, development, evaluation, data analysis, statistics, planning, or related fields.
Work Experience:
Minimum of 2 years of professional and progressive experience in some or all of the following areas:
- Professional work experience in programme development and implementation including monitoring and evaluation activities as follows:
- Two years of relevant professional work experience. Developing country work experience (for IP) or field work experience (for NO)
- At least one instance of exposure to emergency programming, including preparedness planning.
- Active involvement in a humanitarian crisis response programme preferred.
Specific Technical Knowledge Required
- Knowledge of Project and Activity Evaluation.
- Professional technical knowledge/expertise in Data Collection
- Professional technical knowledge/expertise in Evaluation Process Management, Follow-up on Recommendations and Dissemination of M&E results.
- Methodology of M&E, theories, standards and models, quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis and interpretation, and statistical inference methods.
