The Ethics Office promotes an ethical organizational culture based on the Bank’s core values and basic standards of conduct, as set out in the Bank’s Code of Conduct for Bank Personnel. Providing confidential and independent guidance to Bank personnel is a crucial function of the Ethics Office.

Responsibilities:

Reporting to the Chief Ethics Officer, the incumbent shall: 

  • Support the Chief Ethics Officer in developing the Bank's ethics strategic direction in light of AIIB's Corporate Strategy.
  • Oversee the ethics-related policy development and implementation.
  • Assist the Chief Ethics Officer in managing the Ethics Office, including its budget and staffing, and perform other duties expected of a deputy to the Chief Ethics Officer.
  • Assist the Chief Ethics Officer in ensuring the quality assurance of Ethics Office advisory and investigation services
  • In the absence of the Chief Ethics Officer, or as otherwise authorized by the Chief Ethics Officer, represent the Chief Ethics Officer in internal justice proceedings, if so called upon, and at meetings and other events internally and externally, including meetings of Senior Management, related committees of the Board of Directors, and the Staff Council and external forums of the ethics profession.
  • Lead internal and external ethics policy-development initiatives, including binding rules to be adopted by the Board and the President, nonbinding guidance notes, and international standard-setting under the auspices of the Ethics Network of Multilateral Organizations (ENMO) and others
  • Raise awareness by leading the ethics-awareness-raising program of the Bank, with support from the Preventive Services and Investigative Services teams. The audience may include Board officials, Bank personnel, and external parties.
  • Perform internal quality control over both Preventive Services and Investigative Services. The incumbent shall not conduct fact-finding or investigation unless the Chief Ethics Officer decides otherwise. The incumbent shall oversee the operations of Investigative Services and perform quality assurance by reviewing the key products of Investigative Services, including fact-finding and investigation reports to the Ethics Committee of the Board of Directors, Vice President and Chief Administration Officer, or the Director General of the Human Resources Department.  

Requirements:

  • Minimum 15 years of related experience, preferably with international organizations, in progressively managerial roles.
  • Advanced degree in law (preferably international law, human rights law, or international administrative law), criminal justice and investigation, employee relations, organizational psychology, or a related field of study.
  • Deep understanding of international ethics standards and principles and related international jurisprudence. 
  • Excellent analytical, communication, and interpersonal skills.
  • Ability to communicate with tact and sensitivity.
  • Fluency in English.
