How can you make a difference? 

Under the supervision of the Nutrition manager and working closely with the Stunting Unit/ Unidade de Missão para o Combate ao Stunting (UNMICS) and Konselho Nasional Seguransa Aihan no Nutrisaun Timor Leste (KONSSAN-TL) at the Office of the Prime Minister and the Ministry of Health, to provide high-level strategic support to strengthen municipal understanding and leadership in multisectoral nutrition coordination, and to influence policy and investment decisions through targeted advocacy to ministerial agencies aiming to scale up coverage of high-impact, evidence-based nutrition interventions to 80%.

WORK ASSIGNMENT:

1. Inception report with detailed consultancy work plan.

2. Collaborate with UNMICS to develop NMNAP dissemination plan and conduct dissemination of NMNAP

3. In collaboration with UNMICS map municipal capacity gaps and development of a capacity building plan tailored to NMNAP implementation needs

4. In collaboration with the MoH conduct the supportive supervision visits to selected municipalities:

    a.  Develop a ToR for on-the-job training (OJT) and supportive supervision (SS) in consultation with MoH and Instituto Nacional de      Saúde Pública de Timor-Leste (INSPTL)

    b. Identify the OJT/SS team and mobilize MoH to conduct training

5. Liaise with MoH, UNMICS and municipalities to:

    a. Develop the plan and mentor the OJT/SS to conduct OJT&SS in Dili, Ermera and Liquica municipalities. 

    b. Implement bottleneck analysis recommendations including the budget utilization in Dili, Ermera and Liquica municipalities

    c. Support dialogue for implementation of NMAP/PANKOS in Dili, Ermera and Liquica municipalities.

6. Liaise with MoH, UNMICS and municipalities to:

   a. Mentor the OJT/SS teams to conduct OJT&SS Bobonaro municipality and Região Administrativa Especial de Oé-Cusse Ambeno (RAEOA). 

     b. Implement bottleneck analysis recommendations including the budgeting in Bobonaro municipality and RAEOA

     c. Support dialogue for implementation of PANKOS in Bobonaro municipality and RAEOA

     d. Progress review meeting with OJT/SS team from Dili, Ermera and Liquica municipalities.

7. Liaise with MoH, UNMICS and municipalities to:

     a. Mentor the OJT/SS teams to conduct OJT&SS in Baucau, Manatuto and Lautem municipalities

     b. Implement bottleneck analysis recommendations including the budgeting in Baucau, Manatuto and Lautem municipalities

     c. Support development municipalities to develop PANKOS implementation plan in Baucau, Manatuto and Lautem municipalities

     d.  Progress review meeting with OJT/SS team from Dili, Ermera and Liquica municipalities.

8. Liaise with MoH, UNMICS and municipalities to:

     a. Mentor the OJT/SS teams to conduct OJT&SS in Manufahi and Viqueque municipalities.

     b. Implement bottleneck analysis recommendations including the budgeting in Manufahi and Viqueque municipalities

     c. Support development municipalities to develop PANKOS implementation plan in Manufahi and Viqueque municipalities

     d. Progress review meeting with OJT/SS team from Baucau, Manatuto and Lautem municipalities. 

9. Liaise with MoH, UNMICS and municipalities to:

  1. Mentor the OJT/SS teams to conduct OJT&SS in Aileu, Ainaro and Covalima municipalities.
  2. Implement bottleneck analysis recommendations including the budgeting in Aileu, Ainaro and Covalima municipalities
  3. Support development municipalities to develop PANKOS implementation plan in Aileu, Ainaro and Covalima municipalities
  4. Progress review meeting with OJT/SS team from Manufahi and Viqueque municipalities.

10. Lessons learned, recommendation and documentation of OJT/SS team

     a. National level recommendation, validation of report and consensus building on future of OJT/SS

     b. Dissemination of lessons learned from the implementation of recommendations from bottleneck analysis

     c. Workshop to validate the report from municipalities implementation of PANKOS, adopt actions and develop way forward

     d. Facilitate the national multisectoral policy dialogue on nutrition in collaboration with UNMICS including development.

To qualify as an advocate for every child you will have… 

  • Master's degree in public health, nutrition or related fields with at least 10 years of experience in high-level advocacy and resource leveraging. PHD is an asset.
  • Relevant experience writing SOPs, processes, procedures, user manuals and/or work instructions
  • Ability to collect, organize, analyze, and document significant amounts of information and process steps
  • Ability to work independently and to take initiative and ownership of the task
  • Strong analytical, oral and written communication skills in Portuguese, English, and Tetum is desirable with the ability to build quick rapport with and achieving consensus amongst multiple stakeholders
  • Proficiency in and ability to develop easy-to-read process flowcharts
  • Demonstrated strong attention to detail and ability to work with accuracy; and
  • Ability to work efficiently and adhere to deadlines.
