Background:

The National Council of Persons with Disabilities (NCPD) is a public institution affiliate to the Ministry of Local Government (MINALOC) established under Law No. 03/2011 of 10 February 2011, with the mandate to advocate for the rights, inclusion, and empowerment of persons with disabilities (PWDs) across Rwanda. NCPD works closely with government institutions, development partners, and civil society organizations to ensure that disability issues are effectively mainstreamed in national development programs and policies. To strengthen evidence-based decision-making and improve service delivery to persons with disabilities, NCPD developed the Disability Management Information System (DMIS) — a digital platform designed to register, manage, and track information on PWDs nationwide. The system serves as a central repository for disability-related data, supporting planning, monitoring, and reporting at both national and decentralized levels. However, as the scope of disability inclusion expands and data demands increase, the existing DMIS requires a comprehensive upgrade to enhance its functionality, interoperability, and user experience.

 

Purpose of Activity/Assignment:

This assignment, therefore, seeks to upgrade the current DMIS Technology stack, Functionalities to a more robust, integrated, and user-friendly system that enables accurate disability classification, efficient data management, and enhanced coordination across institutions — ultimately contributing to inclusive national development and the empowerment of persons with disabilities in Rwanda.

 

Work Assignment Overview

Tasks/Milestone

The consultant will be responsible for designing, developing, testing, and deploying the solution in both the testing and production environments, following the milestones outlined below:

  1. Implementation of the Disability Survey questionnaire
  • Configure the questionnaire with defined skip logics
  • Automate computation of the degree of disability and classification of Persons with Disabilities (PWDs) into categories based on the Washington Group questions.
  • Ensure visualization of results on the Local Government Portal (LGP).
  1. Implementation of DMIS database structure and migration of existing data. 
  • Design and deploy the database structure for DMIS
  • Migrate existing fata to the new structure, ensuring accuracy, integrity and completeness.
  1. Implementation of Single Sign-on (SSO)
  • Configure SSO under the User Management Module / Microservice of DMIS, integrated with the Social Registry.
  • Enable seamless access for users from central to local administrative levels

    4. System Integration

  • Integrate DMIS with key national systems, including Imibereho (Dynamic Social Registry) and the National ID System, to support real-time data streaming and authentication.

    5. Implementation of Dashboards and Reports.

  • Develop informative dashboards and analytical reports to support monitoring, decision-making, and performance tracking.

 

Deliverables:

Informative dashboards and analytical reports developed according to clients’ requirements such as:

1.           Distribution of PWDs per Map (National, Province, District, Sector, Cell)

2.           PWDs per Age groups (Below5, 5-17, 18-64, Above 64)

3.           Disability distribution by gender per region

4.           Ranking from top to Least Districts with PWDs

5.           PWDs category distribution per region (National, Province, District, Sector, Cell)

6.           Limitation degree per age group

7.           Other

 

Duration and Location

The consultancy will be for 12 months from December 2025 to December 2026, and the consultant will be based in MINALOC.

Selection Criteria

Applications shall be assessed based on their technical and financial proposals. Maximum scores for technical and financial applications will be 75% and 25%, respectively.

Successful candidates in technical evaluation will have their most competitive, all-inclusive financial proposals evaluated too.

 

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Master's degree or higher in Computer Science, Computer Engineering, Software Engineering, Information and Communication Technology
  • A minimum of eight years of experience in:
    - Database: PostgreSQL, MySQL
    - Back-end: JAVA (Spring boot)
    - Front-end: Angular Framework
    - Integrations: RESTful Api, KAFKA Streaming technology

  • Experience working with Government system would be an asset.
  • Fluent in English and Kinyarwanda is required. Knowledge of French would be an asset

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
