This consultancy will play a pivotal role in strengthening UNICEF’s partnership with the European Union through impactful digital communication. By revamping the EU Office website, producing engaging multimedia content, and driving innovative social media campaigns, the consultant will amplify UNICEF’s advocacy on child rights and enhance visibility across EU institutions. Working closely with UNICEF HQ and EU stakeholders, this role ensures strategic outreach that elevates UNICEF’s credibility and influence within the EU policy landscape.

Purpose of assignment 
The consultancy will provide key deliverables supporting UNICEF’s communication on the impact of the UNICEF-European Union partnership; developing engaging multimedia content to further enhance UNICEF’s work with the European Union; and identifying opportunities to engage with key EU policy and decision makers through digital outreach.
 
Under the supervision of the Section Chief, and working directly with the Donor Relations Officer, the selected candidate will support the UNICEF Brussels Office in reviewing and updating EU Office website and associated webpages, generating advocacy and communication products on child rights with EU institutions and the general public through social media channels. 
 
This work requires working closely with UNICEF HQ, and sustaining partnerships with the European Commission, the European External Action Service and the European Parliament. Communication activities are key to support advocacy and increase UNICEF’s brand and credibility in the EU, as well as contributing to amplifying the visibility of UNICEF Country and Regional Offices in terms of their EU communications obligations. 
 
Scope of Work
The Digital Communication Consultant will support reviewing and updating UNICEF EU Website and associate pages, together with ongoing advocacy and communications work in developing and implementing a wide range of specific digital communication activities and assets to strengthen UNICEF’s partnership with the EU. The consultant will be focusing on key advocacy international days and events throughout the months of their appointment.
 
1. Digital Communication on the EU-UNICEF partnership (December 2025 - May 2026)
The UNICEF Brussels Office has a work plan comprised of communication activities, including media, on children’s rights targeting EU media outlets and the EU public.

Website Revamp
Develop a plan on content production for thewebsite going into 2026 and beyond. 
Work together with the Donor Relations Officer to review and update the UNICEF-EU Office webpage, backdate, archive and remove outdated webpages. 
Develop an SOP on content production including how SEO is optimized for newly developed webpages. 
Produce new content needed for the website going forward into 2026.

Social Media
Along with the Donor Relations Officer, work on maintaining strong UNICEF-EU partnership on social media channels for the UNICEF Brussels office.
 
Develop the office’s social media channels by increasing followership, editing and disseminating relevant content; strengthening digital audience engagement through the development of innovative, digital activities and produce monthly analytics reports. 
Lead on the monitoring and performance reporting of social media posts and website content to align with UNICEF Brussels advocacy strategy and associated work plan, including context; objectives; target audiences; messages and media mix; resources; specific actions, activities and products; monitoring and evaluation of impact.
Support UNICEF Country Offices to deliver on their obligations on communications and visibility regarding social media and webpages publications highlighting EU funding to UNICEF Programmes, by drafting copy to be used on UNICEF Brussels’ own channels. 
Maintain close collaboration with HQ Communication Division and communication colleagues from the UNICEF offices in EU member state for effective overall coordination on key digital moments.

Collaborate with UNICEF PPD Brussels team – development and humanitarian section and partnership manager responsible for the European Institutional engagement – on content and event planning. 
Collate appropriate content and adapt with UNICEF Brussels messaging; and publish on platforms (both social media and website).
Follow up with reporting on impact of digital content.

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education: An advanced university degree (Master’s or higher) in International Relations/Development, Communication, Journalism, Public Relations or related fields.  
    *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree. 
  • Work experience: At least five years of progressively responsible and relevant professional work experience in digital communication.
  • Skills:
  • Excellent writing, communication and presentation skills in English and another UN language (working knowledge of French an asset).
  • Demonstrated experience in creating successful, engaging and interactive digital campaigns and social media packages at national and/or global levels for various audiences, incl. young audiences (the 13 – 17 years old)
  • Experience on child rights, preferably towards EU institutions and/or familiarity with the work of UNICEF is an asset.
  • Knowledge of the EU institutions and their dynamics, with practical experience working for them
  • Experience of working independently.
  • Fluency in English is required. Knowledge of French is an asset.

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected consultant is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected consultant are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. The vaccine mandate, does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
