This selection exercise may be used to generate a reserve list of suitable candidates that may be used to address Organization's similar staffing needs in the future.

 

SUMMARY OF THE ASSIGNED DUTIES, INCLUDING GOALS AND OBJECTIVES OF THE POST

 

Assisting in handling a range of legal matters, including disciplinary matters, staff matters of a sensitive nature referred to the Human Resources Management Directorate, in close collaboration when necessary with the Office of Legal Affairs.

PRINCIPAL DUTIES AND ACTIVITIES

 

  • Facilitating the implementation of the Staff Manual by providing clarifications to HR Units and officials of the Organization on the applicable legal framework, i.e, existing Staff Regulations, Staff Rules and Staff Instructions, including legal opinions provided by the Office of Legal Affairs, and by developing template HR documents as appropriate;
  • Prepares or reviews HR documents prepared by HR Units with a view to ensuring quality and compliance with the Staff Manual on complex and critical issues related to the enforcement of INTERPOL’s standards of conduct and the application and implementation of INTERPOL’s administrative policies and procedures, including providing strategic advice on the management of contentious workplace disagreements and disputes and the handling of formal disciplinary and request for review cases;
  • Monitors, evaluates and analyses the implementation the Organization’s Rules and Regulations in order to identify policy gaps, opportunities for improvement and suggests potential solutions;
  • Facilitates liaison with the Office of Legal Affairs on issues requiring the provision of a legal opinion or an amendment to the Staff Manual and performs legal research and analysis of INTERPOL’s Staff Regulations and Rules, of administrative issuances and judgments of the International Labour Organization Administrative Tribunal, as appropriate;
  • Perform any other duties as required by the supervisor and/or the hierarchy.

 

 

QUALIFICATIONS, COMPETENCIES AND SKILLS

Education and qualification required:

  • Advanced university degree (Master degree or equivalent) in international or administrative law or related area is required. A first-level university degree (Bachelor degree or equivalent) in combination with two additional years of qualifying experience in human resources or administrative law may be accepted in lieu of the advanced university degree.

 

Experience required:

  • A minimum of 3 years’ professional experience in a similar legal function, including legal analysis, research and writing, with a focus on administrative law or law of international organizations is required;
  • Experience in handling administrative law matters is desirable;
  • Experience in handling disciplinary matters of a sensitive nature in a large and complex national or international organization is desirable;
  • Experience in human resources policy is desirable;
  • Experience working in an international environment would be an asset.

 

languages:

  • Fluency in English
  • Proficiency in a second official working language of the Organization (French, Spanish or Arabic) would be an asset.

Specific competencies required:

  • Outstanding research and analytical skills;
  • Strong interpersonal and organizational skills;
  • Excellent legal drafting skills;
  • Ability to consolidate large amounts of information into concise and accurate position papers, advices and proposals;
  • Very good oral presentation skills;
  • Proven ability to work with minimum supervision.
