1. Project Background
The Multilateral Cooperation Center for Development Finance (MCDF) promotes high-quality connectivity infrastructure investment in developing countries through partnerships. MCDF’s work areas include project preparation, capacity building, and information sharing, covering the sustainable transport, energy, telecommunications, and cross-border water resource management sectors. MCDF’s key support mechanisms are the MCDF Collaboration Platform and the MCDF Finance Facility. The MCDF Collaboration Platform is guided by the MCDF Coordination Committee (CC). It fosters information and knowledge sharing and collaboration among International Financial Institutions (IFIs) and partners to help ensure high-quality connectivity infrastructure investment based on IFI standards and good practices. The MCDF Finance Facility is overseen by the MCDF Governing Committee (GC) and provides grants to support the upstream development of bankable and sustainable connectivity projects. The Asian Infrastructure Investment Bank (AIIB) serves as the Administrator of MCDF and host of the MCDF Secretariat. The MCDF Secretariat provides daily operational support to MCDF. It is administratively established by, but functionally independent from, AIIB. Procurement is one of the priority topics for information sharing through the MCDF Collaboration Platform.
2. Objectives of the Assignment
Lead the technical design and implementation of MCDF knowledge-sharing and training events that disseminate IFI best practices on the procurement of infrastructure projects.
3. Scope of Services
The consultant is to lead on the technical content of the events, while MCDF staff will lead on logistics and stakeholder engagement. During events, the consultant will give presentations, potentially alongside others who they will help to identify and brief. The consultant will also serve as an event moderator and resource-person, as needed.

4. Consultancy Output / Deliverables
For events: • Event Concept Note and Agenda, drafted according to MCDF’s template and agreed upon by relevant stakeholders (and incorporating their comments) • At least one high-quality presentation drafted and delivered per event; perform other roles during events as well (e.g., moderator) • Comment on presentations provided by other partners, as needed, to ensure high-quality events • Help design event Feedback Surveys • Provide concise ‘key takeaways’ for use in Event Summaries and wider advice on potential follow-up activities • Provide technical advice during discussions with event participants requesting follow-up support Other outputs related to MCDF’s work on procurement, as needed, and time allowing, including scoping and commenting on potential future activities.

The expectation is that the consultant will largely work remotely but may be required to travel to attend events.

6. Support to the Consultant by the Bank
The consultant will report to the Head of Platform Team, who will be available regularly for technical discussions with the consultant and provide timely feedback on the consultant’s work.
7. Knowledge Transfer and Training
The consultant will provide training as part of the assignment, and their training materials, including the consultant’s video at the workshop, will be the property of MCDF, which has the full discretion to decide whether to post any part of these on MCDF’s website and other dissemination channels.
Qualification Requirement
• Master’s degree or above in business, finance, economics, public policy, international development, or similar areas from a reputable university • Minimum 15 years of working experience on procurement for IFIs, other international organizations, and leading consultancies, with a well-recognized professional status in this area • At least 5 years of experience designing and delivering capacity building on procurement in developing countries • Excellent cross-cultural, inter-personal, and negotiation skills, with a proven track record • Excellent oral and written communication skills in English; written English products must be print-ready
