Background:
UNICEF’s mandate is to promote the rights and well-being of every child, with a particular focus on reaching the most disadvantaged. Effective partnerships with governments, UN agencies, development partners, civil society, and the private sector are central to achieving this mandate. As UNICEF country offices navigate increasingly complex development environments—characterized by evolving donor priorities, shifting political landscapes, and the growing importance of joint UN action—the need for strengthened partnership intelligence, external relations, and resource mobilization has become even more critical.

In this context, UNICEF must maintain strong, credible, and strategic relationships with key stakeholders; ensure the quality and compliance of partnership agreements; and generate timely, evidence-based insights to guide senior management decisions. Enhanced analytical capacity, improved coordination across partners, and high-quality documentation are essential for ensuring that UNICEF is well-positioned to mobilize resources, influence policy, and advocate effectively for children.

To meet these demands, dedicated technical support is required to monitor partnership trends, support strategic engagement, manage donor information, review partnership documentation, and contribute to the development of persuasive proposals and reports. This consultancy will therefore provide targeted analytical and coordination support to strengthen UNICEF’s partnership architecture and ensure that partner engagement contributes effectively to programme results for children.

Scope of Work:
The Consultant will provide analytical, coordination, and technical support to strengthen UNICEF’s partnership development, visibility, external relations, and resource mobilization functions. This includes conducting political and donor landscape analysis; preparing strategic briefs and partner profiles; supporting the review and development of partnership agreements and templates; coordinating and leading visibility activities, support the planning and execution donor field visits, advocacy materials, updating resource mobilization strategy and action plan; and creating a comprehensive database of partners, proposals, reporting schedules, and contributions. The Consultant will also support private-sector engagement, facilitate coordination with government, UN agencies, donors, and civil society; contribute to donor proposals and reports; conduct due diligence on prospective partners; and strengthen internal information flows and staff capacity on partnership and donor engagement procedures.

Under the supervision of the Deputy Representative, UNICEF Namibia Country Office, the consultant will undertake the following responsibilities:

Key Tasks/Responsibilities

  1. Develop a private sector engagement implementation plan with key deliverables to be achieved in 2026 by the consultant.
  2. Review and update the current Resource Mobilization Plan for 2026–2028 to cover all aspects of the 2025-2029 CPD, make it concise, actionable, and adaptable to evolving contexts.
  3. Update and maintain a dynamic donor database in Excell (covering private sector, public institutions and individual donors, ensuring timely updates, monitoring, and coordination).
  4. Developed an Advocacy and Visibility Plan with clear timelines for every activity that cover all CPD aspects (including key events such as donor missions, field visits, and national observances, prioritizing actions for maximum impact and visibility, ensuring alignment with global UNICEF branding and donor requirements).
  5. Support the planning and execution of joint donor field visits, including the February Japan mission, the anticipated EU visit in Q1, and additional visits as schedules are confirmed.
  6. Collaborate with Outcome Leeds to create three high-quality donor proposals that align with program priorities and meet donor requirements.
  7. Lead the development and dissemination of tailored advocacy and resource mobilization materials, while coordinating cross-cutting initiatives and strengthening knowledge management, such as the Boys Back to School campaign.
  8. Research and recommend persons to be the next UNICEF National Ambassador

To qualify as an advocate for every child you will have… 

Minimum requirements:

Education:

A bachelor's degree in communication, Development, Social Sciences, Project Management or related field.

Work Experience:

  • At least 10 years of relevant work experience in partnership management, external relations, resource mobilization, or related fields is required.
  • At least 10 years of relevant experience in donor engagement, strategic communications, or programme coordination within international development or humanitarian contexts.
  • Experience managing complex initiatives involving multiple stakeholders—including government, UN agencies, donors, civil society, and private sector partners—with strong understanding of partnership procedures and compliance requirements.

Skills: 

  • Demonstrated experience in using digital tools for partnership tracking, data management, dashboards, or knowledge systems, and in developing structured databases for partners, proposals, reporting schedules, and contributions.
  • Demonstrated experience in producing high-quality communication and visibility content—such as newsletters, social media posts, human-interest stories, donor packages, and briefing materials—will be an added advantage.
  • Strong communication, interpersonal, presentation, collaboration, facilitation, and writing skills, with proven ability to engage diplomatically with high-level stakeholders.
  •  

Language Requirements: Fluent in English.  Knowledge of local languages will be an asset.

Desirables:

  • Familiarity with the Namibian governance, development, and donor landscape—or broader Southern African regional context—is an asset.
  • Relevant experience working with government ministries, private sector partners, development agencies, UNICEF, or other international organizations on similar assignments is an asset.
  • Previous UN experience, including knowledge of UNICEF procedures, partnership modalities, and visibility requirements, will be an added advantage.
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
