Background:
- Beginning 2025, with the new country programme rollout, UNICEF Rwanda is implementing its Communication, Advocacy and Private Sector Engagement and leveraging, to enhance visibility, branding and advocacy for UNICEF programmes, and strengthen existing partnerships and explore new partnerships that are from non-traditional sources of funding.
- Rwanda office requires a dedicated officer to strengthen these two roles (Communication, Advocacy and Partnerships) for leveraging partners’ support - media, policy makers, and business networks for getting results for children in Rwanda.
- In addition, UNICEF Rwanda is implementing a Danish-funded programme titled “Bridging Rwanda’s Gap: Enhancing Access to Child Health Services and Clean Water” (2027–2029), hereby will be referred as the Christmas Calendar, which aims to:
- Increase access to primary health care and immunization services for at least 240,000 children;
- Expand climate-resilient water supply services to reach at least 10,000 people;
- Produce strong documentation, communication, visibility, community engagement and Danish public engagement materials.
- The programme has a major communications and visibility component, including identifying child actors from school settings, their families, production of human-interest stories, videos, social media content, field visibility, joint communications with the Danish Committee for UNICEF and Danish Broadcasting Corporation team to produce a “Christmas calendar” and other multimedia productions used by the latter for resource mobilisation purposes.
- To maximize the impact of the Christmas Calendar initiative and strengthen UNICEF Rwanda’s cross-cutting partnerships agenda, UNICEF requires a dedicated Partnerships Officer who will also lead communications and visibility for the Danish-funded Christmas Calendar initiative.
- This role will strengthen UNICEF Rwanda’s engagement with the private sector while also leading communications and visibility for the Christmas Calendar initiative. The position brings together communication and visibility needs, partnership development, private sector intelligence, and strategic communication functions
Purpose of Activity/Assignment:
- Under the guidance of the Chief, Communication, Advocacy and Partnerships (CAP), the Partnerships Officer will:
- Lead and coordinate all communications and visibility requirements for the Christmas Calendar initiative ensuring compliance with UNICEF Denmark visibility guidelines including coordination of a filming mission in February - March 2026;
- Ensure support to the Danish Broadcasting Corporation during the content gathering missions, coordinate with the filming crew and the Didactic material development team during their visits to Rwanda during February month 2026.
- Ensuring all support is provided to the two visiting teams (one trip for Publikum 26th of January to the 13th of February (TBC) and one trip for DR/film team from 19th – 28th of February (TBC) including booking of transportation and to receive approvals from the relevant authorities.
- Support Rwanda office’s efforts in resource mobilization, communication content production, and donor proposals and reporting;
Key Tasks:
- Communications & Visibility – Christmas Calendar - DANIDA Programme
- Provide active support and ensure accreditation and the various approvals from the authorities for visiting teams – both the formal requirements and the current ones at the local level.
- Support UNICEF Denmark in developing child portraits, educational content, and materials for the Christmas Calendar.
- Ensure adherence to Danish communications, branding & visibility guidelines.
- Support and coordinate the production of high quality communication materials including but not limited to:

- Finding locations for photo-shooting and production of short videos for the Danish agency -PUBLIKUM
- Cast children and families that would like to appear in photos and videos. Make sure consents are in order.
- social media content (X, Instagram, Facebook, YouTube, Website).
- documentation of field visits and milestone moments in programme implementation.

- Support in facilitating the field visits of the DBC crew, Danish Ministry of Foreign Affairs, at several times in the year. The partnership officer with the understanding of the local and cultural landscape will:
- Ensure consent processes and safeguarding compliance for all children featured in communication products.
Key Responsibilities:
- Provide active support and ensure accreditation and the various approvals from the authorities for visiting teams
- Support UNICEF Denmark in developing child portraits, educational content, and materials for the Christmas Calendar.
- Ensure adherence to Danish communications, branding & visibility guidelines.
- Support and coordinate the production of high-quality communication materials including but not limited to:

- High-quality communication materials produced
Duration and Location
The consultancy will be for 3.5 months from 1 January to 15 April 2026, and the consultant will be based in UNICEF premises.
Selection Criteria
Applications shall be assessed based on their technical and financial proposals. Maximum scores for technical and financial applications will be 75% and 25%, respectively.
Successful candidates in technical evaluation will have their most competitive, all-inclusive financial proposals evaluated too.
