UNICEF Lebanon is looking for a consultant to conduct a comprehensive legal landscape analysis on unhealthy food environments affecting children and adolescents. The consultancy will assess existing laws and regulations related to front-of-package nutrition labelling, restrictions on the marketing of unhealthy foods and beverages to children, and taxes on unhealthy foods and beverages. Using UNICEF’s Legal Landscape Analysis Toolkit, the consultant will generate evidence-based recommendations and develop a technical report and advocacy product to support policy development and legislative action aimed at promoting healthier food environments in Lebanon.

Lebanon is experiencing a rapidly evolving nutrition situation characterized by the triple burden of malnutrition, including ongoing challenges with stunting and micronutrient deficiencies, alongside a growing prevalence of overweight and obesity among children and adolescents. Food environments, shaped by existing laws, regulations, and marketing practices, play a critical role in influencing children’s diets and long-term health outcomes. In this context, UNICEF Lebanon is supporting national efforts to strengthen evidence-based policies and legal frameworks that promote healthier food environments, restrict the marketing of unhealthy foods to children, and advance regulatory and fiscal measures aligned with global best practices.

Deliverable 1: Familiarization and preparation of the database

  1. Inception meeting to discuss the assignment scope and objectives.
  2. Review and familiarization with UNICEF’s Legal Analysis Toolkit and guidance.
  3. Submit a comprehensive inception report including scope, methodology, proposed data sources, list of proposed key informants, and a detailed workplan for the legal analysis.

Deliverable 2: Desk Review for FOPNL, marketing restrictions, and taxes

  1. Following UNICEF’s toolkit guidance, conduct the full desk review covering front-of-package nutrition labelling (FOPNL), marketing restrictions and taxes. This includes mapping laws, regulations, mandates, enforcement systems, gaps, overlaps, and institutional/ministerial roles, etc.

Deliverable 3: Completion of key informant interviews

  1. Conduct key informant interviews (KIIs) (approximately 10-20) with relevant government personnel, academics, civil society organizations, and other stakeholders to triangulate findings from the desk review. This will include:
  • Identifying and recruiting interview participants
  • Developing the interview topic guide, aligned with UNICEF’s Legal Landscape Analysis Toolkit.
  • Conducting interviews with participants, including verbatim transcription and translation into English where necessary.
  • Analyzing interview data and triangulating findings with the desk review to identify gaps, enforcement challenges, opportunities, priority legal pathways, etc.

Report write-up 

  1. Produce a comprehensive Legal Analysis Report, integrating desk review and KII findings and providing clear, evidence-based recommendations.

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Advanced university degree in Law.  Preferably with specialization in public health law, administrative law, regulatory law, or related fields. A PhD in this same or related discipline is an asset.
  • Minimum of 7 years of experience in legal analysis, legislative drafting, or regulatory system review is required.
  • Proven experience conducting legal or policy landscape analyses in the health, food, or consumer protection sectors is required.
  • Demonstrated understanding of government processes, regulatory drafting, and enforcement systems in Lebanon.
  • Experience working on FOPNL, marketing restrictions, or taxation of unhealthy commodities is highly desirable.
  • Previous work with UNICEF or other UN agencies, and ministries is an asset.
  • Strong analytical and legal skills.
  • Experience conducting desk reviews and key informant interviews.
  • Strong writing, synthesis, and presentation skills, with experience drafting technical reports, policy briefs, and visual dissemination materials.
  • Ability to translate complex findings into clear, evidence-based recommendations aligned with UNICEF’s programming guidance.
  • Fluency in oral and written Arabic and English is required.
  • Excellent oral and written communication skills.
  • Proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint.
