This consultancy will strengthen UNICEF Bosnia and Herzegovina’s digital communications to drive advocacy efforts by providing consistent, high-quality support in planning, producing, and managing digital content across platforms. The consultant will ensure planning of a digital communications strategy, smooth execution of daily social media and web operations, deliver timely and engaging digital outputs, and support the implementation of data-informed communication and advocacy activities that advance UNICEF’s programme priorities. The assignment also includes targeted support to fundraising through the development and optimization of digital content and campaign materials that enhance donor engagement and contribute to sustainable resource mobilization.

Global communication trends have shifted dramatically toward digital platforms, with audiences, especially youth, consuming information primarily through social media, video content, and interactive digital campaigns. Traditional media outreach, while still relevant, is no longer sufficient to drive engagement, advocacy, and fundraising. Key developments necessitate a stronger digital and innovative focus for UNICEF Bosnia and Herzegovina.
Purpose of Activity/Assignment:
This consultancy will strengthen UNICEF Bosnia and Herzegovina’s digital communications to drive advocacy efforts by providing consistent, high-quality support in planning, producing, and managing digital content across platforms. The consultant will ensure planning of a digital communications strategy, smooth execution of daily social media and web operations, deliver timely and engaging digital outputs, and support the implementation of data-informed communication and advocacy activities that advance UNICEF’s programme priorities. The assignment also includes targeted support to fundraising through the development and optimization of digital content and campaign materials that enhance donor engagement and contribute to sustainable resource mobilization.
How can you make a difference?
Scope of Work:
Under the supervision of the Communication Officer and in close collaboration with Programme Teams, Digital communications and community Manager will execute high-quality digital communication, advocacy, and fundraising outputs, ensuring alignment with UNICEF’s priorities and brand guidelines. Specific tasks include, but are not limited to:
1. Content Production & Management
- Develop an annual digital communications strategy, in close collaboration with Programmes, for endorsement by the CMT;
- In close collaboration with Programmes, co-create a monthly social media plan, and develop and adapt engaging digital content (social media posts, web articles, newsletters) aligned with advocacy and fundraising priorities and in line with UNICEF and key donors, such as EU, Branding and visibility rules.
- Together with Programmes develop compelling storylines that reflect programmatic priorities, in particular focusing on the three leadership areas of Foundation, Skills for Life and Safeguarding and also reflecting joint programmes with other agencies.
- Create multimedia assets (graphics, short videos, and photographs) using approved templates and tools.
- Capture, edit, and produce original photographs to support digital campaigns and content needs.
- Maintain and update content calendars and publishing schedules to ensure timely delivery.
- Localize global and regional materials for local audiences.
- Create content to promote UReport and youth engagement more broadly through UNICEF’s communication channels, including through social media posts scheduled around polls, storytelling, media packs and visual materials (videos, photographs).
2. Digital Platform Operations
- Manage daily social media operations, including posting, monitoring, and basic engagement.
- Periodically generate analytics on social media presence for presentation to senior management, including quarterly presentations to the CMT, and to inform data-driven social media strategy and content;
- Support website content updates and maintenance.
- Train Programme staff on the use of digital platforms, content creation for social media and on how staff can contribute to digital visibility for UNICEF.
3. Innovation Support
- Test and implement approved AI, digital tools and technologies.
- Research and propose content optimization opportunities for advocacy and fundraising.
- Support data collection and basic analytics reporting to guide strategy.
4. Campaign Implementation
- Contribute to the co-creation of digital campaigns and advocacy initiatives, under the guidance of the Communications Officer and in collaboration with the Programme team.
- Execute pre-approved digital campaigns and advocacy initiatives.
- Support content distribution and basic community management.
- Monitor and report on campaign performance metrics.
- Develop and optimize digital materials and campaigns to enhance fundraising and donor engagement.
5. Other Technical Support
- Maintain digital archives and asset management systems.
- Coordinate with partners, vendors, and service providers as directed.
- Provide technical support for virtual events and webinars.
- Assist in co-creation of digital campaigns with implementing partners, and donors, especially EU.
- Co-ordinate implementation of UNICEF visibility and branding guidelines by implementing partners and with donors, especially the EU.
All content, materials, and activities will be coordinated and approved by the UNICEF Communication Officer and harmonized with UNICEF’s Brand Book, Global and CO Communication and Advocacy Strategy, and Digital Governance Framework.

Minimum requirements:
- Bachelor’s degree in Communication, Public Relations, or Social Science field
- Minimum 5 years of relevant experience in communications or advocacy field
- Fluency in English and BCS (Bosnian/Croatian/Serbian).
Additionally, the following requirements are considered assets:
- Previous experience with the UN
- Strong writing skills for web articles, social media posts, scripts, and advocacy materials (English and local languages).
- Proficiency in creating/adapting engaging multimedia content (graphics, short videos, GIFs, infographics) using tools like Adobe Creative Suite (Photoshop, Premiere Pro, Illustrator), Canva, or similar.
- Understanding of major platforms (Facebook, X/Twitter, Instagram, LinkedIn, TikTok, YouTube) and best practices for audience growth and engagement.
- Basic knowledge of SEO principles to optimize digital content for search and user experience.
- Ability to translate programmatic goals into compelling, audience-friendly digital campaigns.
- Experience with social media advertising (Meta Ads, Google Ads) and audience segmentation for advocacy or fundraising.
- Skills in collaborating with digital influencers, youth advocates, and private sector partners for campaigns.
- Familiarity with AI-powered tools for content generation (ChatGPT, Canva Magic Write), image/video editing, data analysis.
- Ability to interpret social media and web insights (Google Analytics, Meta Insights, Twitter Analytics, LinkedIn, TikTok) to refine strategies.
- Awareness of new digital trends and platforms (e.g., interactive content, AR filters, chatbots) and adaptability to integrate them into UNICEF’s work.
- Ability to manage multiple priorities in a fast-paced environment.
- Strong teamwork skills to liaise with program teams, partners, and vendors.
- Innovative thinking to maximize limited resources for high- quality outputs, overcome challenges, and improve the effectiveness of digital communication and advocacy initiatives.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
